SUGGESTIONS:
New Construction

Existing Construction
For rehabilitation of existing buildings, soundproofing
modifications include: rpolacement of existing windows with
windows:of greater -sound transmission coefficient (STC) rating,
or a ding a second layer of glass; upgrading doors and seals;
acousfi6 baffling of vents; adding insulation to walls and attic
spaces,; adding another layer of wall material to existing walls,
in effect creating a two -panel wall; eliminating windows and
filling the ,space to match exterior walls.

REVIEW EVALUATIONS:
Va. Dept. of Transportation: No overall objection to the
master development plan. However, we recommend the proposed
entrance location on Route 657 be shifted approximately 225'
west so to align properly with existing Route 867. Also,

Inspections Dept.: Building shall comply with the Virginia
Uniform Statewide Building Code and Section 309.0 (Use Group
R) Residential of the 1987 BOCA National Building Code.
Sanitation Authority: Plan has been approved
County Engineer: See attached letter dated May 23, 1990.
Planning & Development: The proposed single family detached
housing is a permitted use in the RP zone. The MDP proposes
one hundred and sixty f ive (165 ) units on 67+ acres or 2.4
units/acre, which is below the maximum permitted density.
Single family, urban lots require a minimum of 12,000 square
feet,,_15% open space and no recreation facilities.
CORRECTION/IMPROVEMENTS NEEDED
The MDP shows a shaded area that should be labeled as steep
slopes. The plan also needs to show the location of the steep
slope areas that will be disturbed.
The detail shown for the road efficiency buffer along Senseny
Road does not meet the requirements of the ordinance,
specifically section 3-2-12-2.2.
No interval is indicated for the topo lines shown on the plan.
The interval should be indicated, it may or may not be
sufficient for MDP purposes.
The open space shown on the plan will not be accessible to
over half of lots within the subdivision. Consideration
should be given at the subdivision phase to providing access
easements where appropriate.
STAFF RECOMMENDATIONS FOR P/C MTG. OF 5101191: Approval, with
the above staff comments and those of the review agencies
being adequately addressed.

The preliminary master development of Senseny Glen was approved for
single family detached - urban homes. This property, situated on
67.86 acres, is.located north and adjacent to Senseny Road, east
and adjacent to the Apple Ridge Subdivision, in the Shawnee
Magisterial District and is identified as parcel 48 on tax map 65.
Please submit copies of the final plan for administrative approval
as soon as possible and feel free to call if you have any
questions.

Dear Mr. Tierney:
We have reviewed the Preliminary Master Plan for the
subject subdivision that was submitted by G. W.
Clifford and Associates, Inc. and offer the fallowing
comments:
I. Traffic volumes along Senseny Road between
the town limits and Rte. 656 is forcing
existing Senseny Road to operate at or near
capacity. This issue is discussed in the
"Preliminary Traffic Study" Eastern
Winchester Area, 1990. The total number of
additional trips generated by this
development are 1752 average weekday vehicle
trip ends with a PM peak of 166. The traffic
study prepared by G. W. Clifford and
Associates, Inc. did not address the impact
of this additional traffic on the Rte.
,656/Rte. 657 intersection or on Senseny Road
in general.
It is recommended, based upon the existing
traffic conditions on Senseny Road, a Traffic
Impact Study be prepared. This study should
address the impact of traffic based upon the
development of the Senseny Glen subdivision.
This study should also address off -site
transportation improvements required to
mitigate forecasted traffic impacts
associated with future background traffic
growth and site traffic generation. Limits
of the study area and key intersections need
to be determined after consultation with
county staff.
2. Location of proposed stormwater management
facilities appear to be reasonable, however,
special attention during final design will
need to be given to the larger pond located

on the northwest end of the site due to the
proximity of the proposed sanitary sewer
outfall .
3. potential site distance problems could not be
evaluated since future and existing road
profiles were not provided.
4. Master site drainage plan was not provided,
• • - ENGINEERS therefore, overall SWM and site drainage
ARCHITECTS could not be evaluated.
SCIENTISTS 5. Erosion and sediment control will need to be
addressed during design development.
We do not have any reservations for the acceptance of
this MDP, however, we feel that traffic impacts should
be studied as indicated above to address the need for
improvements to Senseny Road which may include the
need for traffic signalization or even widening this
portion of Senseny Road.
