A couple of weeks ago I forwarded to you a design memorandum which summarizes our approach in light of
the comments made by Mr. Byron Coburn and your staff in our meeting last month. The Building Committee
of Shenandoah University has approved this plan and we are now involved in final design for and obtaining
permits from various agencies associated with the waterway crossings.
The Building Committee in their review did have one change they would like to make to our proposal outlined
the design memorandum. They would like and appreciate VDOT approving an 8 ft. walkway to be maintained
by the University on the south side of Abrams Creek and adjacent to the abutments on the south side but on the
side opposite the stream. This walkway would be elevated about 3 ft. above normal water elevations in the
stream and would be inundated a number of times a year, however, it would provide good access to pedestrians
from campus to the football stadium. Of course, during construction of the bridges by VDOT this walkway
would be eliminated and we would work with VDOT in order to replace the walkway as a part of the
construction of I-81 improvements. It is our strong feeling that the students are going to use this route in an
informal way if we do not formalize it by this walkway. In the interest of safety and convenience we will be
asking you for your endorsement and approval of this approach.

Subject: Construction Access to Football Stadium Site
Dear Evan,
We will need to access University property by means of Price Drive for construction
access to the stadium site until such time as the causeway across Abrams Creek can be
constructed. Perry Engineering will need to bring to the site eight pieces of equipment
for the site work. These may be on trailers or driven to the site depending on which
method lessens any impacts on the streets. Stone will be needed to properly prepare a
parking area and access from Price Drive. Approximately 10 to 20 truckloads of stone
will be needed. On a daily basis there will be the need for a fuel truck, lubrication truck
and a maintenance truck for servicing the construction equipment. Also Perry's
employees will access the site using Price Drive on a daily basis.
A causeway will be constructed across Abrams Creek as quickly as possible once site
work is begun. We estimate the causeway will be completed within 60 days or sooner
after accessing the site. At that time all daily traffic will access the site by using the
University's right of way under the I-81 bridge. This should minimize the use of Price
Drive. During road construction under the I-81 bridge, there will be times Price Drive
will need to be used by Perry Engineering as explained above.
A graveled parking area will be provided on the site for Perry's employees and a graveled
road from Price Drive to the parking site to minimize tracking dirt on Price Drive. Perry
Engineering has been instructed that the road must be kept clean and swept or cleaned as
needed.
Perry Engineering will be obtaining a permit from VDOT for construction access to the
stadium site.
I will distribute a copy of this letter to all residents on Price Drive and the President of the
Pembridge Heights Homeowners Association. My office phone number is at the bottom
of this letter to provide a means for the residents to ask any questions they may have.

This letter is confirming our conversation concerning the Planning Department's
acknowledgement of the process the University will use to access the football stadium
site and minimize any impacts to Price Drive.

RE: Approval of Revised Master Development Plan for Shenandoah University
Dear Steve:
Frederick County administratively approved the referenced master development plan on January 11,
2000. This master development plan was revised to eliminate a 500-unit dormitory and establish a
football stadium and fieldhouse facility on the 18.425-acre parcel located on the east side of Interstate
81. The approved master development plan also calls for the development of an access road and
pedestrian walkway that will provide access from the main campus to this acreage, and the provision
of a 20-foot wide evergreen buffer along the eastern property line to Abrams Creek. Narratives
regarding the use of Price Drive and the extension of Tulane Drive are provided on the second sheet
of this approved plan.
Please find attached three copies of the approved master development plan for distribution to all
appropriate parties. Please do not hesitate to contact me if you have any questions regarding the
information in this letter.

RE: Shenandoah University Revised Master Development Plan

On July 22, 1991, Frederick County approved a Master Development Plan for an 18.425-acre site
owned by Shenandoah University. The approved plan calls for the development of this acreage to
provide for an events center, an academic building, and a dormitory. Access to this acreage is
proposed through the extension of a road system from the main campus that will go under Interstate
81, and through the future extension on Tulane Drive.
Shenandoah University has submitted a revised Master Development Plan for this acreage. The
revision involves the provision of a 2,500 seat football stadium and the elimination of the 500 unit
dormitory. A narrative is provided on the revised plan which states that all notes and requirements
that are indicated on the original approved Master Development Plan will still apply ifthe revised plan
is approved. These notes and requirements include the following:
• The provision of a 20-foot buffer and full landscape screen along the eastern property line.
• The acknowledgment that access to and from the site on Price Drive (Devon Drive on the
revised plan) will only occur in emergency situations and will be restricted for all other normal
operations.
• The delineation of all environmental features and disturbance calculations.
• Typical sections for the proposed access roads and the buffer and screening.
The Planning Commission considered the revised Master Development Plan during their August 18,
1999 meeting. Commissioner's comments included site access, outdoor stadium lighting, parking
locations, the need to ensure that Price Drive is restricted for through access, and the timing for the
extension of Tulane Drive. A representative of the Pembridge Heights Homeowners Association
advised the Commission that they would prefer a stadium over the 500-unit dormitory; however, they
wanted assurance that an adequate buffer would be developed by Shenandoah University. The
Planning Commission felt that Shenandoah University would ensure that these concerns were
adequately addressed during the site plan process and recommended unanimous approval of the
revised Master Development Plan.

being held on August 18, 1999, at 7:00 p.m., in the board room of the Frederick County
Administration Building at 107 N. Kent Street, Winchester, Virginia. This meeting is to consider a
revision to Master Development Plan #01-91 of Shenandoah University, submitted by G.W. Clifford
and Associates, Inc., to provide a 2,500-seat football stadium and eliminate a 500-unit dormitory.
The site is located on the east side of Interstate 81, adjacent to the College Park and Pembridge
Heights subdivisions and is identified as Property Identification Number 64-A-110 in the Shawnee
Magisterial District.
Additionally, this proposed revision will be considered by the Board of Supervisors at the August 25,
1999 meeting at 7:15 p.m., in the board room of the Frederick County Administration Building at 107
N. Kent Street, Winchester, Virginia.
Any interested party may attend this meeting. A copy of the application will be available for review
at the Handley Library (temporary Loudoun Street location) approximately one week before the
meeting; or at the Department of Planning and Development located at 107 North Kent Street in
Winchester, Virginia.
