This letter is to confirm action taken by the Frederick County
Board of Supervisors at their meeting of May 10, 1989.
Approval of Preliminary Master Development Plan # 012-88 of
Pioneer Heights for 230 single family cluster homes, and
104 townhouses to be located one mile east of Winchester
on the east side of Route 656 and the south side of Route
7. This development is situated on 104 acres and is zoned
RP (residential performance) in the Shawnee Magisterial
District.
Preliminary Master Development Plan was approved as presented,
the exception being that no entrance on Route 7 would be needed.
Approval of the Final Master Development Plan was given on
July 20, 1989 by the Frederick County Planning Department.

Subdivision Piers
Plans for Subdivision Streets are to be reviewed by the Resident Engineer
or Assistant handling subdivisions and then two (2) sets of plans submitted
along with comments ,to the District Location and Design Section for review of
the design and drainage features by the District Drainage Engineer. A complete
set of drainage plans including contours, drainage areas, computations and
proposed drainage easements are to accompany the plan assembly.
Cnc (.) set of pla:is will be returned to the Resident Engineer with our
comments and recommendations.
If all revisions have been made, Residency approves plans and only one (1)
set of revised plans needs to be sent to the District for updating our file:.

concept. Proposed street to section four entrance appears
to have substandard geometric alignment. Prior to
development, a complete set of subdivision plans, in
accordance with the attached check list, will be required
for VDOT's review.
Sanitation Authority - 1) all waterlines to be 6" diameter;
2) add gatevalves; 3) one section of sewer line has no
discharge; 4) put tee in water line on State Rt. 656.
Inspections Department - This request for a preliminary
master development plan shall comply to Use Group R
(Residential), Section 309 of the BOCA National Building
Code,-1987.

Frederick County Fire Inspector - Hydrant location marked
on plan. We have not changed the number of hydrants, just
the location, to facilitate fire protection.
Greenwood Fire Company - Hydrant location marked on plan.
Planning and Zoning - A total of 31 acres of open space is
required or 30%. This amount may be reduced with the use
of bonus factors. All environmental protection
requirements have been met. The plan should show the
location and approximate boundaries of environmental
features.
A minimum of 3 recreation facility units are required. A
recreational area is proposed, but a general statement
concerning type of facilility to be provided is needed.
Road efficiency buffers are shown as required in relation
to Greenwood Road. Buffers are required to separate the
townhouses from the single family dwellings. The extent of
the buffers should be described, along with profiles, cross
sections, or examples describing the screening.
Underground utilities are proposed to be used as bonus
improvements. This will allow two bonus factors and a
subtraction of 4% from the required common open space.
A conceptual stormwater management plan is needed.
The plan proposes two entrances: One on Greenwood Road
(Route 656) and one on Route 7. Special care is needed
concerning the design of these entrances.
STAFF RECOMMENDATIONS: Approval with the following additions to
the final master development plan:
1. A schedule describing acreage, number of units by type,
open space acreage, and road acreage in each section.
2. The location and approximate boundaries of environmental
features.
3. A general statement of types of recreation facilities to
be provided.
4. Information on the extent of separation buffers with
profiles, cross sections, or examples specifying screening.
