Dear Jim:
The Final Master Development Plan revisions for the above -referenced project were administratively
approved on April 29, 2002. This revision enables the incorporation of approximately .5 acres of open
space into three adjoining lots. The transfer of this open space does not impact the open space as required
by the Zoning Ordinance.
Enclosed are four copies of the approved Final Master Development Plan. Please contact me with any

Dear Commission Members,
Some months ago a large number of citizens from the Oakdale
Crossing and Ravens developments testified in front of your
Commission. We testified in opposition to a proposal from the
prime developer of The Ravens to modify the existing Master
Development Plan (MDP) for the development. The proposed
modification would have allowed the developer, among other
things, to open the existing traffic barriers separating Oakdale
Crossing and The Ravens sooner than what is stipulated in the
MDP. Almost to a person, citizens voiced loud opposition to
this phase of the proposal.
Since our appearance before your Commission the developer has
failed to erect and maintain adequate traffic barriers
separating the two developments. The existing barriers are once
again pushed to the side allowing large amounts of construction,
related contractor, and local cut thru traffic. This situation
is making our streets a hazard for our children who must walk in
the streets or ride their bicycles or scooters in the streets to
get to friends' houses. It is only a matter of time before a
child is seriously injured or worse.
The approved MDP for The Ravens requires the placement of the
traffic barriers. This requirement resulted from the safety
concerns of Oakdale Crossing residents when The Ravens was being
approved. Traffic barriers are required at the intersections of
Fairfield Drive and Summerfield Drive, Fairfield Drive and
Dewberry Drive, and at the end of Dewberry Drive where it
connects with the western end of The Ravens. All three required
traffic barriers have been pushed to the side, primarily by
contractors, to allow them easy access to the Ravens.
As a resident of Oakdale Crossing and a citizen of Frederick
County I implore you to enforce the requirements of the Ravens
MDP with the prime developer and its associated contractors.
The current traffic barriers are easily removed and are making
our streets unsafe. I urge your immediate action on this
issue.

On behalf of the Frederick County Planning Commission, you are hereby notified of a public
meeting being held on Wednesday, December 19, 2001, at 7:00 p.m. in the board room of the
Frederick County Administration Building at 107 N. Kent Street, Winchester, Virginia. This
meeting is to consider a revision to the Master Development Plan for "The Ravens" development.
The revisions would affect the project's phasing plan and traffic patterns. This project is located
north of Route 50 (Millwood Pike), and is primarily accessed via Inverlee Way. The properties
within the project area are identified with parent tract Property Identification Numbers 64-A-113,
64-A-119, and 64-A-117. The project is in the Shawnee Magisterial District.
Any interested parties may attend this meeting. A copy of the application will be available for
review at the Handley Library the week of the meeting, or at the Department of Planning and
Development located at 107 North Kent Street in Winchester, Virginia.

Dear Tom:
I have had an opportunity to review the proposed revisions to the above referenced MDP. 'As the
revisions do�not appear to intensify the project, nor affect the transportation_ network, it will be
possible to review and approve these revisions through an administrative process.
A number of road name changes have occurred since the MDP was initially approved in March 2000.
While you have modified most of the road names on Sheet 1 of 2, Warlock Way and Dungar Court
are not approved. Additionally, the road name list on Sheet 2 of 2 has not be modified.
Once you have revised the road names, please submit five copies of the revised MDP for approval.
Please do not hesitate to contact me with questions regarding this application.

We are working with the County on options to provide pedestrian travel ways along Warlock Way. Our
preferred option is to provide bike lanes on each side of Warlock Way, and a sidewalk, off of the right-of-wav

I've attached VDOT's comments concerning the proposed crossover at the Route 50 — Senseny Road collector
and Route 50 intersection. It appears that the VDOT District and Regional offices only comment is that the
proposed location does not meet the minimum spacing required to the existing Carper's Valley entrance, which
is 800 feet. The State Traffic Engineer and the State Location and Design Engineer will need to make any
decisions regarding the crossover location.
We are adding to the plan the couple notes that the district office requested, and will forward three copies to
them per their request. We will also provide them with the evaluation of impact to the existing box culvert and
our assurance that the developer will enter into the signalization agreement. Can you address Barry Sweitzer's
first comment regarding extension of the connector to Senseny Road?
I am trying to get the revised plan back to VDOT this week. Please let me know if you have any comments or
questions.

We have reviewed the U. S. Route 50-Senseny Road Connector preliminary site plan as

VDOT Residency Office dated June 17, 1999; Residency correspondence to Mr. J. B.
Diamond dated July 13, 1999; and Frederick County Correspondence to Resident
Engineer dated July 20, 1999.
Residency correspondence to Clifford dated March 31, 1999 advises the Engineers that
this proposed intersection location between the major attendant connection road and
Route 50 and the attendant crossover does not meet minimum spacing requirements
between crossovers, suggesting an additional crossover cannot be located at this proposed
location. Crossover spacing less than shown as minimum will be considered when
required by intersecting public highways. Final approval. however, will be required b,.
the State Traffic Engineer and the State Location and Design Engineer.
We concur with the Residency's comment in regard to this crossover location.

We have revised our preliminary plan for the Route 50 and Ravenway intersection per your comments of 31
August. I've enclosed three copies.
As part of the RavenWing Subdivision, an analysis of the existing box culvert, located just east of the
intersection, was completed. Except for the lengthening required in the median, we do not envision any impact
to that box culvert. Detention ponds provided as part of the subdivision will mitigate any flow impacts caused
by thexesidential development.
The developer of the RavenWing Subdivision will agree to participate in the required VDOT signalization
agreement. We believe that document can be formalized as part of the RavenWing Subdivision review and
approval process.
The developers of the RavenWing, RavenOaks, and RavenPoint Subdivisions can ensure that Ravenway (The
Route 50 — Senseny Road Collector) will be constructed to their northern property limits, as shown on the
approved Master Plan for this development. Control of the extension of the collector to Senseny Road will lie
solely with the county. I've attached a copy of the Master Plan for your reference.
As you pointed out, the proposed intersection location does not meet the minimum crossover spacing
requirements specified in the VDOT Road Design Manual. We request that VDOT grant a waiver allowing the
crossover location as shown, 584 feet from the Carper's Valley entrance to the west. We further request that
you forward these plans to the VDOT State Traffic Engineer and Location and Design Engineer for their
consideration.

Dear Jerry:
As you know, the Frederick County Board of Supervisors approved a Master Development Plan
(MDP) for the Oakdale III, Raven Oaks, Raven Woods, and Raven Pointe subdivisions during their
meeting on July 14, 1999. The approved MDP calls for the development of approximately two-thirds
of the proposed Millwood Pike/Senseny Road major collector road system that is depicted on the
Winchester Area Transportation Study (WATS) and the Frederick County Comprehensive Policy
Plan Eastern Road Plan Map. It is the understanding of the Board that this major collector road
system is envisioned to join Millwood Pike and Senseny Road at signalized intersections; therefore,
approval of the MDP included an endorsement of the applicant's request to provide a new crossover
on Millwood Pike.
The Board of Supervisors requests that your department work with the applicant to allow for the
development of the proposed crossover on Millwood Pike. The impact of this proposed crossover
to the crossover which serves Carpers Valley Country Club should be minimal, as the Carpers Valley
Country Club crossover serves a single land use with a limited number of vehicle turning movements.
Furthermore, the Board of Supervisors requests that a formal study be conducted by your department
to reduce the speed limit on Millwood Pike to the limits of the proposed Millwood Pike crossover.
It is the opinion of the Board that the current 55 mph condition creates an unsafe condition for the
current land uses which will only exacerbate when the previously mentioned subdivisions are
developed.

We currently have a Master Plan for Oakdale III, Raven Pointe, Raven Oaks, and Raven Wing under
consideration by Frederick County. One element of this plan is the U.S. Route 50-Senseny Road connector.
This new roadway is shown on the County's Transportation Plan. The first phase of this Connector Road will
be constructed with the first 80 lots of Raven Wing. We are currently preparing subdivision plan for those lots
but before we begin final construction plans for the Connector Road we'd like to get the entrance location on
U.S. Route 50 approved. I've attached a preliminary plan for VDOT's review.
We've had the proposed entrance location staked in the field, should you care to visit the site.

Fire Marshal: Adequate when Senseny Road and Millwood Pike connections are
completed; plan approval recommended.
County Engineer: The stormwater management facilities shall be installed concurrently
with the development of the various phases of the project. At a minimum, each phase shall
be covered by at least one stormwater detention facility.
Parks & Recreation: I am unable to assess the amount of usable open space provided for
this development. The plan identifies the required and provided open space; however, I
cannot determine the percentage of usable open space for the development.
Planning Department:
Proiect History:
The preliminary master development plan accounts for three contiguous properties which
total 270.40 acres. The original Zoning Map for Frederick County (U.&G.S. Quadrant)
depicts the three parcels as R2 (Residential General) District. These parcels were reclassified
as RP (Residential Performance) District on September 28, 1983 when this zoning district
replaced the Rl, R2, R3, and R6 zoning districts.
The Board of Supervisors approved Master Development Plan #01-99 for Oakdale Crossing
II on March 10, 1999. This plan was approved for the development of 51 single family
detached traditional residential dwelling units with 15,000 square feet minimum lots on 23.40
acres. The 23.40-acre portion of parcel 64-A-117 was approved within a single phase with
the condition that the remaining acreage for the three contiguous parcels would be master
planned prior to future subdivision activity.

Project Scope:
The preliminary master development plan calls for the development of 668 residential
dwelling units on 247 acres within nine phases. These dwelling units are proposed to be
developed within four separate subdivisions which include 21 single family detached
traditional lots in Oakdale III, 475 single family detached urban lots in Raven Wing and Raven
Pointe, and 172 mixed use residential lots in Raven Oaks. The build -out of this acreage
creates an overall gross density of 2.7 dwelling units per acre which is below the permitted
density of four units per acre for developments that are greater than 100 acres in size. It
should be noted that this overall gross density is slightly lower at 2.66 units per acre when the
23.40-acre phase for Oakdale II is accounted for.
The phasing plan calls for the development of the Raven Wing subdivision to occur first,
followed by the development of Oakdale Crossing III and Raven Pointe (excluding a small
phase adjacent to Underwood Estates, then concluding with Raven Oaks. These phases are
planned to connect to existing road systems that are located within and adjacent to existing
residential subdivisions. Connections to existing road systems include Custer Avenue
between Miller Heights and Pembridge Heights, Ludlow Drive within Pembridge Heights,
Huntersridge Road and Fairfield Drive within Oakdale Crossing I and Oakdale Crossing II,
and Underwood Lane within Underwood Estates. The phasing plan indicates that the
connections to the existing subdivisions to the north will not occur until the development of
the final phase of this project, or until Senseny Road is improved between the City of
Winchester and Greenwood Road, whichever occurs first.
A major collector road system is proposed within the preliminary master development plan
that will provide a connection to Millwood Pike (Route 50 East) at a new crossover location.
The major collector road, which is identified on the Winchester Area Transportation Study
(WATS) and the Comprehensive Policy Plan Eastern Road Plan Map, will provide a
connection between Senseny Road (Route 657) and Millwood Pike. The master plan calls
for the connection of the major collector road to Millwood Pike during the first phase of
development of this project.
Issues:
1) Transportation
The Virginia Department of Transportation (VDOT) letter dated March 31, 1999,
identifies four transportation issues. These issues include the need to improve existing
road segments that this development will connect with, the need for traffic signalization

at the intersection of the major collector road and Millwood Pike, and insufficient distance
between an existing crossover and the proposed crossover at the intersection of the major
collector road and Millwood Pike.
In order to address the comments reflected in the March 31, 1999 VDOT letter, the final
master development plan will need to incorporate a narrative which describes the
improvements that will occur to all appropriate existing road segments that are related to
a specific development phase. The location of traffic signalization will need to be depicted
with a narrative which describes when this improvement will occur.
The Board of Supervisors should work with VDOT to establish the crossover on Millwood
Pike as proposed by the applicant. This crossover is an important component of the major
collector road system that will ultimately link Senseny Road with Millwood Pike at
signalized intersections. The insufficient distance cited by VDOT reflects the proximity
of the proposed crossover to the existing crossover at Carpers Valley Country Club.
2) Environmental Features
The 247-acre site contains areas of steep slope, woodlands, and two manmade ponds that
are identified on the National Wetlands Inventory Map. The areas of steep slope and
woodlands have been delineated on the preliminary master development plan; however,
information regarding the amount of each feature needs to be provided within each phase
to ensure that the proposed disturbance percentages are consistent with the provisions of
the Zoning Ordinance.
3) Open Space (Passive and Active)
The preliminary master development plan indicates that 42.40 acres (or 17.2%) of the 247-
acre site has been established as common open space. These areas need to be depicted on
the preliminary master development plan to ensure consistency with requirements of the
Zoning Ordinance, as well as conformance with future subdivision plans. The Raven Oaks
subdivision calls for mixed -use development; therefore, this portion of the development
will most likely require active open space with recreational amenities. The active open
space area and a description of the recreational amenities will need to be identified on the
master development plan and approved by the Parks and Recreation Department.

4) Road Efficiency Buffer
Section 165-37E of the Zoning Ordinance requires residential land uses to be separated
from major collector and arterial road systems by a road efficiency buffer. The preliminary
master development plan does not account for this road efficiency buffer along each side
of the proposed major collector road. A portion of the proposed major collector road
traverses areas of mature woodlands. The applicant requested that the Planning
Commission allow the use of a 50-foot woodland strip on each side of the major collector
road to serve as the road efficiency buffer as permitted under Section 165-37B(2) of the
Zoning Ordinance.
5) Subdivision Street Design Requirements
The Subdivision Ordinance requires residential streets to be provided with curb and gutter
if the streets serve lots that are 12,000 square feet or less, and requires sidewalks and
streetlights if the streets serve lots that are less than 15,000 square feet. The Subdivision
Ordinance also requires sidewalks to be provided along both sides of all collector roads.
It appears that the housing types proposed for the entire development will require these
amenities; therefore, a narrative to this affect and the delineation of the sidewalks along
each side of the major collector road will need to be provided on this plan.
6) Frederick County Rural Landmarks Survey
The Frederick County Rural Landmarks Survey identifies the John Carper House (34-417)
as a potentially significant historic structure within close proximity of the proposed
residential development. This structure is located approximately 700 feet east of the Phase
9 eastern boundary line. The applicant should consider the inclusion of a buffer along the
eastern boundary line of Phase 9 to protect the viewshed associated with this potentially
significant historic resource.
STAFF CONCLUSIONS FOR 06/02/99 PLANNING COMMISSION MEETING:
The preliminary master development plan depicts appropriate land uses and is consistent with the
overall gross density provisions of the Zoning Ordinance and the Comprehensive Policy Plan.
Several issues have been identified that will need to be adequately addressed by the applicant. The
applicant should adequately address the issues identified by staff, as well as concerns of the
Planning Commission, as a condition of favorable recommendation to the Board of Supervisors.

PLANNING COMMISSION SUMMARY & ACTION OF 06/02/99:
Nineteen residents and adjoining property owners from adjacent subdivisions came forward to
address the Commission about the proposed master plan. They expressed the following numerous
concerns and questions to the Commission: how will the impacts to infrastructure, such as roads,
schools, and fire and rescue services be mitigated; concern about the overcrowding of schools and
busing of children to schools outside of the immediate neighborhood; the inadequacy of roads to
handle existing traffic, especially Senseny Road and Custer Drive; concern about impacts to
environmentally -sensitive areas of the site such as wetlands and wildlife; the affects of grading on
streams and residential wells; possible run-off and flooding; and possible fractures to a nearby
high-pressure gas main.
A representative of the Frederick County Farm Bureau was present to express the agricultural
community's opposition to the placement of connector roads to adjoining agricultural land without
consultation with the landowner and the desire for the use of buffers and setbacks between
residential and agricultural -zoned properties.
A couple of the residents requested that sewer and gas lines be made available to homeowners in
the Miller Heights subdivision who have been experiencing failing septic systems.
The owners of the Carper Farm were also present to speak and they had concerns that the road
location depicted on the plans went through portions of their property. They also requested that
their farm not become the recreational and open space area for the families and children of
adjoining residential subdivisions.
Several citizens expressed their support for the proposed development and stated that the plan
exhibited all of the qualities that the Board, Planning Commission, and residents of Frederick
County have been striving for over the past many years. They expressed pride in the fact that the
proposed development involved local builders and local developers, who were raised and live in
the Winchester -Frederick County area, and who have strong personal concerns for the area.
Members of the Commission spoke favorably about the developer offering a crossover/entrance
onto Route 50; they supported the applicant's desire to cul-de-sac Stanley Drive rather than enter
into Miller Heights, and they supported the applicant's request to utilize a 50-foot strip of mature
woodlands on each side of the major collector road as a road efficiency buffer where practical.
They believed a considerable amount of planning and effort had gone into this development and,
that it was an outstanding plan. The Commission did, however, request that the applicant meet
with the owners of the Carper Farm to discuss road alignment and a buffer between the two
properties.

The Commission unanimously recommended approval of the master plan with the inclusion of:
1) the removal of the street connection into Miller Heights on the east end and, with the street
ending in a cul-de-sac; 2) the approval of the use of a 50-foot strip of mature woodlands on each
side of the major collector road as a road efficiency buffer where practical; 3) the acceptance of
the offer of the developers to build a crossover on Millwood Pike (Route 50 East); and 4) the
agreement to delay road connections to the existing subdivisions to the north until the final phase
of development of this project, or until Senseny Road is improved between the City of Winchester
and Greenwood Road, whichever occurs first.

As a result of our meeting on December 9, 1999, it was agreed upon by the
parties present that a right turn in and right turn out of the referenced development
would be permitted with the following caveats. Those present were Mr. Jerry Copp, Mr.
Norman Sparks, and myself from VDOT; Mr. Bill Tisinger, owner's representative; Mr.
Chuck Maddox, Mr. Mike Hammer, and yourself, representing the owner's engineering
firm.
1. Warlock Way would be constructed to the ultimate design from Route 50, including
turn lane and taper approximately 1100' to just past Shannara Drive.
2. Raven Wing Section 1, approximately 80 lots, would be constructed and access
Route 50 via Warlock Way.
3. Raven Wing Section 2 and 3 would be constructed in reverse sequence to permit
traffic to cross to Route 50 via Custer Avenue (Route 781) and Pembridge Drive
(Route 1258).
4. The developer will continue to move forward to obtain easements, right-of-way
agreements, etc. to construct a crossover complete with appropriate turn lanes,
designed to meet VDOT standards at the Warlock Way/Route 50 intersection.
Subject crossover and intersections and associated roadways will be designed and
constructed to eliminated the need for a crossover to the golf course.
5. A temporary construction entrance permit will be issued upon final agreement to the
above referenced items.

Review comments have been received from VDOT District Office staff members. Some
are in addition to geometric comments offered in the Edinburg Residency letter dated
8/31/99 and follow.
1. The proposed guardrail west of the crossover does not appear to be necessary and
should be deleted.
2. Have you considered connecting the existing drainage structures under the
eastbound and westbound lanes of Route 50? This action would necessitate a
junction structure which should include extension of the crossover culvert into said
structure. Since the crossover culvert should have EW-11A end sections as part of
construction effort, this box junction could eliminate the need for one EW-11A, all
median guardrail and other potential safety hardware.
We further encourage the developer to consider some negotiations with owners on
the opposite (south) side of Route 50 to relocate their existing access entrance to be
opposite the proposed Raven Wing Subdivision entrance. Thus eliminating the
crossover spacing deficiency and reducing a conflict point on this very heavily used
VDOT facility.
Another point of consideration is the concept of right in/right out only, access to
Raven Wing in the initial phase, allowing the potential crossover concept time to
evolve for future access needs and possibly avoiding a major change in the
character and service of Route 50 roadway.

Dear Chuck:
I have reviewed the proposed revisions to the referenced plan that are a result of our meeting on June
23, 1999. I would recommend that the following comments be incorporated into this plan prior to
review by the Board of Supervisors:
1) Interparcel Connections to Adjoining Subdivisions
The developer is willing to allow for the connections to adjacent subdivisions to the north to
be delayed to alleviate additional impacts to the current traffic situation on Senseny Road.
The developer will delineate the location of the future connections on the master development
plan, dedicate the right-of-way, and escrow funds for the future construction of these road
segments.
In order to ensure that these connections occur, I believe that the language needs to be
revised to link the construction of these future connections with an actual event. If the
narrative is worded in such a fashion that requires future decision makers to determine when
the timing is appropriate, we run the risk of the connections not occurring which will
negatively impact the greater transportation network. I would recommend that the narrative
be revised as follows:

The construction of the interparcel connectors to the adjoining subdivisions will commence
during the development of Phase 9 of this Master Development Plan or following the
completion of improvements to the segment of Senseny Road from the City of Winchester to
Greenwood Road as identified in the Frederick County Secondary Road Improvement Plan,
whichever occurs first.

2) Interparcel Connection to Pembrid e Heights
The connection to Pembridge Heights via Ludlow Drive should occur during the development
of Phase 3. The connection does not have any impact on Senseny Road traffic which was the
primary concern of the Planning Commission. The majority of vehicle trips in each
subdivision will utilize Pembridge Drive and the road connection in Phase 3 to access Custer
Drive; therefore, traffic impacts to each subdivision will be minimal. However, the connection
will provide for access between subdivisions which is a convenience to the residents and is
important for the county for emergency services, school bus routing, snow removal, etc.
I would recommend that this segment not be identified for future construction and be part
of the improvements associated with the development of Phase 3 of this Master Development
Plan.
3) Major Collector Road Alignment with Carper Farm
The Carper and Ambrose family expressed concerns with the proposed alignment ofthe major
collector road terminus at their property line. They believe that the approval of the proposed
alignment would negatively impact a significant portion of their property should the state
exercise their right of condemnation to extend this major collector road to Senseny Road.
It was suggested that because the major collector road would only be developed to the
beginning of Phase 6, that an alternative alignment could be proposed that would allow for
flexibility in the future extension of this road. It was agreed that the area in which the design
for the alternatives would occur would be credited as a portion of the open space for this
project. The revised plan depicts two alternatives with a note that requires Frederick County
to determine which alignment is desired during the approval of subdivision plats for Phase 6.
This approach may not work if the issues with the adjoining property have not changed;
therefore, future decision makers may be required to act prematurely.
I would recommend that a narrative be provided for each alternative to ensure that the intent
of this approach is understood by all over time. I would offer the following narratives for
consideration:
ALTERNATIVE "A " COLLECTOR ROAD ALIGNMENT
This alternative is designed to provide for the continuation and development of the major
collector road connection to Senseny Road through the adjoining property know as the

Carper Farm. The intent of this alignment is to minimize the amount of land required for
this improvement by establishing a right-of-way as close to the western property line of the
Carper Farm as practical, should the Virginia Department of Transportation or Frederick
County determine that the continuation and development of the major collector road
connection to Senseny Road is necessary.
ALTERNATIVE `B" COLLECTOR ROAD ALIGNMENT
This alternative is designed to provide for the continuation and development of the major
collector road connection to Senseny Road through the adjoining property know as the
Carper Farm. The intent of this alignment is to allow for flexibility in the location of the
major collector road connection to Senseny Road through Frederick County's approval of
a future development plan for all of, or a portion of the Carper Farm.
4) Project Notes:
The Master Development Plan will need to be revised to eliminate notes #3 and #4 under
Project Notes should the above recommendations be incorporated.

properties are located between Senseny Road (Route 657) and Millwood Pike (Route 50 East). The
properties have road frontage along Millwood Pike, approximately 2,000 feet west of the intersection
with Custer Avenue, and adjoin the southern boundaries of the Fairway Estates, Oakdale Crossing,

I have reviewed the subdivision on several occasions. In fact I reviewed it yesterday. The drivers are not obeying the law. I
observed a car and a trash truck driving through stop signs without stopping.
I am in agreement to the erection of going through the process of erecting Children at Plan signs if you desire.
If you want to go through the Traffic Calming process, please let me know. The County will have to take the lead on this and
there will be meetings with the citizens etc. I sent John Riley the criteria on this some time ago.
I firmly believe that most of this is an enforcement issue.

I received a call from a resident of Oakdale Crossing [Dan
(540-336-5506)] who is concerned with the speed of traffic using
Dewberry Drive. Dan resides on Hunters Ridge Road. Dan suggests that
traffic calming measures such as speed bumps, rumble strips, cut strips
in asphalt, slow children signs, and a reduced speed limit be
considered.
What are the chances of implementing any additional calming measures?
