The City Engineer is concerned with` - the layout, particularly the sanitary sewer line being installed within an existing drainage way. Detailed plans and specificationstwill be required prior to City approval of this subdivision. i e Your letter indicated that a sewer connection could be made in accord with proposed agreements between the City and County for regional plant access. At this time, an agreement is not being negotiated; therefore, there is no mechanism to allow a wholesale sewer connection. e� The alternate force main proposal is an acceptable alternative to the City of Winchester; however, this scenario must be reviewed by the Frederick County Sanitation Authority. We have no overall objection to this development and offer these comments: 1. Enbankment slope on the west side of the entrance on Route 657 shall be flatten back to provide adequate site distance. 2. All proposed parallel utility lines shall be located out from beneath the roadway surface. 3. Temporary recorded turnaround easements will be required for the dead end streets if they are to be considered for addition into the secondary system. Before we can comment further, it will be necessary to submit for our review a complete set of subdivision plans in accordance to the Frederick County Ordinance and the Department's Specifications.
