However, we are not totally satisfied with the condition of the curb & gutter referenced in the attached letter dated 10/07/97. At present, the curb & gutter in question has not shown signs of failure. VDOT reserves the right to have the subject curb & gutter replaced at the first signs of failure. Route 642 200 North Cameron Street Frederick County Winchester, VA 22601 Dear Mike: In response to your letter of September 29, 1997, may I respond that I agree that rebuilding an entire intersection to ensure that a section of substandard curb and gutter does not crack may seem unreasonable. It is unfortunate that this situation was not reengineered earlier. However, I would request that in order to ensure the structural integrity of the curb and gutter in question the following corrective measurements be taken. First, remove an approximately 20' section of the curb and gutter over the 15" RCP. Second, reform curb and gutter to verify the maximum thickness over the existing pipe and still maintain proper grade to drain toward drop inlet. Then, install 3- # 5 rebar in the gutter pan and 2 - # 5 rebar in the curb then repour withA-3 concrete. Finally, strike a joint in the curb and gutter directly over the 15" RCP to minimize cracking should settlement occur. This should eliminate any subsequent movement of the curb and gutter. Parks and Recreation: (Mosby Station I) Plan appears to meet open space requirements. (Mosby Station II) No comment. County Engineer: (Mosby Station I) (1) Additional storm water management may be required on the west end of the project area in the vicinity of Phase II. (2) Detailed site plans will be required for a majority of the lots in Phase II because of the steep terrain and incised drainage patterns. (Mosby Station II),Indicate location of storm water management facilities. Planning & Zoning: Note: The applicant originally submitted Mosby Station and Mosby Station II as two separate Master Development Plans. The Zoning Ordinance requires all contiguous land under common ownership to be planned simultaneously. Therefore, the applicant has combined the two plans into one project which is depicted on Sheet 1 of 3. The review agency comments have been provided as they were submitted for Mosby Station and Mosby Station II. These comments should be considered for the entire project. Project History The two parcels were originally zoned R-1 and R-3 as indicated on the original zoning maps for Frederick County (the 1966 USGS Stephens City Quadrant Map). The parcels experienced a zoning change to RP, Residential Performance when Frederick. County eliminated the R-1, R-2, and R-3 zoning classifications. Conditional zoning was not available at that time; therefore, no proffers exist for the two properties. Project Scope Mosby Station is proposed to develop 85 single family detached urban residential lots on 36.12 acres. Mosby Station II is proposed to develop 17 single family detached traditional • Mosby Station Preliminary MDP #005-96 Page 3 residential lots on 17.28 acres. This creates an overall gross density of 1.91units per acre for the entire project. This type of residential development contains a mixture of housing types; therefore, a requirement exists for a minimum of 15% open space for the entire project. This requires the applicant to provide a minimum of 8.01 acres of open space which has been accomplished. It should be noted that Phase III and Phase IV within Mosby Station II is proposed for future commercial uses. The property is not currently zoned for this use; however, the County Attorney has indicated that these areas can be depicted in this fashion provided that appropriate notation is provided on the Master Development Plan. The Zoning Note located at the bottom left on Sheet 1 of 3 is acceptable to the County Attorney. Issues Staff believes that the following issues should be considered by the Planning Commission. 1) Transportation: The proposed developments are located on land that is between Macedonia Church Road and the relocated Route 642. The relocation project is underway and will be complete prior to the construction of this project. The Route 642 relocation project calls for the creation of a cul-de-sac on Macedonia Church Road just west of Wakeland Drive. Mosby Station and Mosby Station II are separated through the location of Warrior Drive. The VDOT has requested that two additional cul-de-sacs be created along Macedonia Church Road to ensure that the relocated Route 642 and the proposed Warrior Drive function as designed. This will create the need for a new road name on the portion of Macedonia Church Road that is located west of the proposed Warrior Drive. The cul-de-sacs need to be designed to ensure that they are constructed on the applicant's properties and not on the properties that are located on the north side of Macedonia Church Road. Statements need to be included on the Master Development Plan which describe the right-of-way dedication to Frederick County for the proposed Warrior Drive and describe the methods that will be utilized to construct Warrior Drive as a part of this development. This description should also specify the time frame in which this will occur. A cul-de-sac is proposed within the Mosby Station project which exceeds the maximum length requirement of 1,000 feet as specified by the Subdivision Ordinance. The proposed cul-de-sac is approximately 1,100 feet. The Planning Commission has the authority to allow this extension; however, it needs to be clear that no more than 25 lots are permitted along this local street. 0 0 Mosby Station Preliminary MDP #005-96 Page 4 2) Storm Water Management: The facilities that will be created to accommodate storm flows need to be indicated. These areas should be delineated to ensure that they are feasible. 3) Environmental Features: The site currently contains a significant amount of mature woodlands, some areas of steep slope, and a natural drainage- area as defined by the Zoning Ordinance. The Master Development Plan does not provide adequate information that demonstrates the disturbance of these areas. Staff would recommend that an environmental features sheet be created which clearly depicts the various features, the areas of disturbance, and appropriate calculations. 4) Road Efficiency Buffers: The Master Development Plan calls for the creation of an 80' road efficiency buffer along the relocated Route 642. This requirement exists because the relocated Route 642 is identified as a major collector road. The applicant has proposed to provide a full road efficiency buffer along the majority of this project which will be comprised of an 80' distance and a single row of white pines planted eight feet off center. Section 165-38E(3) states that a road efficiency buffer may be reduced to 50' if full screening is provided. Section 165-37B(2) states that a woodland strip of 50 feet may be allowed as a full screen. The applicant may want to consider using existing mature woodlands to accomplish this requirement where possible. This would provide the applicant with additional usable land and would ensure that a 50-foot strip of mature woodland is preserved on this site. STAFF RECOMMENDATIONS FOR 6/5/96: Approval, provided that the applicant adequately address all review agency comments, all issues identified in the Planning and Zoning staff report, all concerns of the Planning Commission, and all concerns of the Board of Supervisors. PLANNING COMMISSION SUMMARY & ACTION OF 6/5/96: Members of the Commission felt that some method needed to be utilized to insure that the portion of Warrior Drive between Sections I and II was constructed as a part of this development. Regarding the proposed future commercial uses in Phases III and IV, the Commission cautioned the applicant about his timetable for commercial rezoning of the property, considering its adjacent location to residential development. There was some concern expressed about the appropriateness of the location of open area along Tasker Drive, however, it was pointed out that since this development required only passive open • Mosby Station Preliminary MDP #005-96 Page 5 space, the developer was not required to provide any recreational amenities that would promote activity in this area. Members of the Commission had no problem with the cul-de-sac extension to 1,100 feet, but they did make it clear that no more than 25 lots were to be constructed along the street. There were no citizen comments regarding the proposal. The MDP proposes future commercial development within two areas of Phase II. The County Attorney has indicated that the two areas can be designated in this fashion provided that a narrative is included which does not bind the Board to a future action on a rezoning. The Planning Commission considered this plan in June. The primary concerns of the Planning Commission pertained to the development of Warrior Drive and the timetable associated with the future commercial rezoning application. The Planning Commission felt that the construction of Warrior Drive should commence at the beginning of the development of Phase II. The Planning Commission directed staff to work with the applicant to ensure that this was clearly depicted on the final MDP. To enhance safety, the existing 2' wide shoulder along Macedonia Church Road will need to be reconstructed to a minimum 4' 'width with 16" deep side ditch. A typical section of this improvement will need to be incorporated into the plan. Additionally, a typical section will need to be provided for the connector road along the eastern property boundary currently under construction by VDOT. 2. With the construction of the cul-de-sac by VDOT on the west end of Macedonia Church Road, sight distance at the proposed private entrances should be adequate. However, the existing fence and vegetation Will need to be removed along the frontage and the entrances installed in conjunction With the other right-of-way improvements. 3. The location of the proposed 30' drainage easement across Lots 7 & 8 causes us some concern considering the location of the proposed entrance. A better defined ditch will need to be shown to be graded between Lots 7 & 8 so not to affect the private entrance. 4. We question the adequacy of the existing 1r culvert under Macedonia Church Road adjacent to Lot 8. Its capacity will need to be analyzed and the pipe upgraded with adequate outfall provided, if necessary. 5. 'Additional labeling of contours is needed on the plans and clarification of the grades and drainage at the intersection of Tasker Road and the Macedonia Church Road connector is needed. Our comments may be found on the enclosed plans marked in red and as follows: 1. It is unclear from the traffic data you have supplied what the future traffic patterns will be and how potential development from the few undeveloped tracts to the north may impact the proposed intersections. The relocation of Route 642 and proposed construction of Warrior Drive add to the complexity of the situation that is not reflected in your analysis. You will need to supply a narrative and traffic diagram addressing these issues. This will enable us to evaluate turn lanes, especially the need for a left turn lane on Tasker Road to Maryland Drive and pavement requirements. 2. The proposed pavement designs on the shorter cul-de-sacs appear adequate. However, with the number of lots being served, we feel a base asphalt course may be necessary on Maryland Drive and Lucy Long Court. You will need to fill out the flexible pavement design worksheet for new subdivision streets as provided in the pavement design guide to determine this need. 3. The Maryland Drive intersection with Tasker Road will need to be redesign to allow the right curb & gutter radius to tie-in with the edge of pavement.. The pavement design of the Maryland Drive intersection widening will need to match that of what we are installing in conjunction with our Route 642 Project. Also, to avoid joints in the intersections pavement the surface course should be installed at the same time, if possible. 4. The Maryland Drive right-of-way will need to be widened to totally enclose the proposed sidewalk in lieu of the pedestrian easement. We recommend the right-of- way width be increased to 60'. However, the intersection radii of Maryland Drives intersection with Macedonia Church Road will need to be increased to a minimum 45'. 6. As designed, the proposed curb & gutter/sidewalk widening detail provided for on Macedonia Church Road will not meet ADA Requirements. A minimum 18' (from center line to face of curb) widening will be required. This will require additional right-of-way dedication. Additionally, the pavement widening detail should be revised to meet the existing pavement thickness or a minimum 2" of Type SM-2A Asphalt Concrete indicated. Also a minimum 2' wide flat spot beb.ind the proposed sidewalk will need to be provided and the rate of slope on sidewalk added. 7. The proposed curb & gutter along Macedonia Church Road will need to be extended to the western property line and entrance gutter provided to the stormwater management basin site. 8. All watermains and services installed under Macedonia Church Road will need to be made by push, jack or bore methods. We will consider open cutting as a cost saving measure . to the developer if the entire width and length of the affected roadway is overlaid with 2" Type SM-2A Asphalt Concrete. The typical widening section will need to be revised to reflect this. Additionally, a pavement leveling course and the adjustment/replacement of the north side shoulder and private entrance culverts will be required. It is our understanding the Shenandoah Gas Company may be interested in providing services to the existing lots on the north ,side of the roadway. Therefore, coordination on this effort should be made with them as well. 9. Due to the steepness of the proposed grade, entrance profiles will need to be rrovided for the lots around the Lucy Long Court cul-de-sac. 10. A note indicating all private entrances gutters are to be installed in conjunction with the placement of the curb & gutter will need to be added to the plans. 11. All stormsewer culverts will need to be changed to Type III R.C.P. with standard ES-1 flared end sections or mitered pipe ends, to match the adjacent slope where traffic is a consideration. 12. The stormsewer on Fancy Court should be redesign to include a DI-3B drop inlet as noted. 13. Any existing culverts under Macedonia Church Road affected by this project will need to be totally removed and/or replaced as noted.
