Currently, a number of different planning alternatives have been proposed for this site, each planning for various degrees of traffic circulation patterns and connections. While the City appreciates the efforts that the developer and the County have pursued to provide a street connection to Fort Collier Road, the proposed deletion of curb and gutter along the public streets seems contrary to good planning and engineering practices for medium urban density development. The City streets extending to this site were constructed with curb and gutter and sidewalks in anticipation of a logical extension into the County. At a minimum, we would suggest that such a street design extend to the next intersection rather than ending mid -block. There may also be some alternatives to a conventional concrete curb and gutter section that meets VDOT standards. One possibility is to investigate the use of asphalt curbing without gutters, but with proper paving sections which direct runoff to stormwater inlets. This would probably result in lower construction costs but still provide for drainage, street definition, and provision of safe pedestrian paths within the public right-of-way. The streets are easier to maintain with c&g and are more appealing to the eye. There are also some inherent difficulties with tying c&g sections into a ditch section which usually results in standing water someplace. C&g sections eliminate the nusiance of small entrance pipes. Because of the close proximity of this development to the City it becomes, in my opinion, an urban section and therefore deserves the section of an urban street not the section of a rural road. Curb and gutter provides better roadway definition for vehicular traffic. 2. Curb and gutter provides an efficient method of channelizing the design storm runoff to collection points for discharge to a drainageway. 3. Curb and gutter enhances the property value. Appraisers I have dealt with have indicated a 5% increase with curb and gutter and a 10% increase with curb and gutter and a paved roadway. This affected only the land value and not the value of the structure. 4. Curb and gutter provides a traffic safety barrier to pedestrians on sidewalks in that a vehicle would need to "jump" the curb to strike a pedestrian. 5. Experience has shown that property owners on streets with curb and gutter generally take more pride in their neighborhood which reflects in the outward appearance of their yards. 6. Maintenance of ditch sections can be difficult for property owners. There is a tendency not to "manicure" the ditch like you would a lawn. Ditches generally become trash racks and in some areas are so flat they cannot drain properly. 7. Curb and gutter generally cost more to install than a graded ditch. The bottom line rests with the County governing bodies. They need to decide what standard they want the urban development area to meet. Will it be suburban or rural in nature? With densification I would expect an increased demand for sidewalks and the potential of some neighborhood schools where the children could walk rather than be bused. Where will the sidewalks go if you have ditch sections? Will there be greater cost and disruption installing curb and gutter with the development or after build -out? Who will have to bear that cost? In the Northwesternmost corner of the property, a future extension to Smithfield Avenue was provided on the MDP but is not shown on the Subdivision. The reason is that a Warehouse Building has previously been approved for the adjoining Site by Frederick County for Virginia Apple Storage. Therefore, that road can never be extended. My real concern is that if the Final MDP needs to be revised to reflect the submitted subdivision, I want to make that change now, rather than find later in the approving process that the MDP does not conform which could hold up approval of this subdivision. You stated that it appears to not be an item of concern since Winchester Warehousing has an approved Site Plan to build a building, therefore, the Final Approved MDP is okay at this time, and need not be revised. A street connection should be pursued providing access to Fort Collier Road from the subdivision, even if such access requires County consideration of condemnation on the small sliver of property precluding such connection; 2. As an alternative to a direct connection to Fort Collier Road, a connection should be provided to the Dominion Knolls property immediately to the east, thereby providing access to streets away from lower density residential neighborhoods; 3. The Board of Supervisors knew of the exchange at the time of this meeting. The Board tabled action on the master plan subject to this condition. The only access this property has to streets involve those which enter directly to the City of Winchester. I believe a preliminary opinion by the County Attorney, at a Board meeting on Hampton Chase, indicated that the City can not deny access, especially since no other access exist. Negotiations since that time with the new owner of the Industrial Park have not produced a new right-of-way. Without discussion of price to my knowledge, the new owners indicated that they would not consider this roadway addition at this time. Subsequent to that, the owner has attempted negotiations with the new owner of the Dominion Knolls project to the east. After some lengthy discussion and certain design alternatives analysis attempting an access to Baker Lane through Dominion Knolls this alternative was elliminated and could not be worked out either. Before you are 5 copies of the revised master development plan which shows two accesses to the City and allows for the extension of a central state roadway in the direction of Gordon Drive and Smithfield Avenue utilizing the resources available to the owner. We have exhausted all other opportunities to our knowledge. This is the highest and best plan that can be prepared. We believe it embodies and incorporates all the comments that were made over the last year. The owner must proceed without further delay, and we would request that the County reschedule this for final action by the Board of Supervisors. In particular I -needed to know -what the status was of the traffic study which he is conducting in order to properly present a letter reply to the County Planning process. The significant items of our conversation involved three matters: 1. The extension of Apple Street, which lines up with a possible Pleasant Valley Road extension, is the preferred route into this site. He does not -feel that an exception willbetaken for access to this site by the Planning Commission if a guarantee that an extension of the roadway system within this development will not occur without subsequent approval by that Commission. They are concerned with mixing industrial traffic in a residential area. 2. An east -west thoroughfare, should it traverse this site, should probably go 8djacent to the City limits, in the 100' buffer: provided. This will line up with the 100' buffer provided by the adjacent townhouse project. Although this is an unlikely event, the Town recognizes that such a limited access road would cutoff access to this development. In that event access would be required from the For Collier Road area. My comment is that the agency authorizing the thoroughfare, should authorize and provide by condemnation the access to Fort Collier Street. Thy plan can be adapted to�go either way. 3. A more probable solution will be Green Street (in the City) becoming a residential thoroughfa-re, while Fort Collier Street (in the County), perhaps relocated from -its existing location, would become and industrial corridor. An east -west limited access thoroughfare may not be constructed under this condition. In that event Hampton Chase would continue to access Green Street via Apple Street as its only connection and not access Fort Collier Street unless specifically approved by both jurisdictions. This is the situation as of June 15, 1988. I-m` NNN � 7 TNty ofPiYxr�c.C� tofrx P*xgYxr 1 ROUSS CITY HALL 22601 TO: Steve Gyurisin, Deputy Planning Director, Frederick County FROM: Timothy Youmans, Planning Director, City of Winchester ��ww RE: Hampton Chase Development Proposal DATE: September 21, 1988 We recently received a revised version of the Hampton Chase Development project which shows a total of 31 Single -Family Detached, Zero Lot Line units and 80 Townhouse units with access being provided from the stub ends of Apple Street and Van Fossen Street at the northerly boundary of the City. While immediate and future connections to existing City streets had been included in earlier versions of the master plan, they were always provided in addition to a proposed connection to Fort Collier Street at the northeasterly corner of the site. The City is concerned about the traffic impact that the current proposal will have on the existing residential street network in the Virginia Avenue neighborhood of the City. In particular, our concerns center around the increased, traffic resulting from Townhouse development which would now necessarily enter and exit the site through a medium density zoning district which currently limits development to single family homes on lots of at least 8000 square feet in area. As discussed with the developer's engineer and County staff, the use of Apple Street is logical given that it will distribute traffic in both directions on Green Street. The provision of a connection to Van Fossen Street, however, presents the likelihood of Van Fossen becoming a raceway especially given the convenient alignment of the entrance drive into the townhouse portion of the project. This is of special concern given the presence of school children crossing Van Fossen to get to the Virginia Avenue Elementary School. Prior to the latest plan revision, residents of the townhouse project would have been more inclined to enter and exit the site from Fort Collier Street which offers better access to Route 11 and the Interstate highway. The City is very concerned with the designation of the two "Possible Future Right -of -Ways" shown connecting to Fort Collier and Smithfield Avenue. These right-of-ways hopefully would be dedicated and perhaps improved to better assure that they would be utilized at such time as adjacent development permits. Given the zoning along Smithfield Avenue/Brick Kiln Road (which permits townhouse and multifamily uses) as well as the recent improvements near the westerly intersection of Brick Kiln Road and Route 11, it is desirable to pursue this connection. Likewise, a connection to Fort Collier Street would allow for direct connection to Baker Lane which presents a more desirable connection to Route 7 and the Interstate. 40 6 c While Section 17 of the City Charter does provide for Council approval of street connections as proposed for this project, we would hope that the concerns expressed herein can be worked out and that'the impact on the City streets and neighborhoods can be minimized. Along these lines we would ask that construction traffic not utilize the proposed connections to the City streets and that a connection be made to Fort Collier at least during construction of the development. We appreciate the cooperation we have received to date from the applicant and the County Planning staff and hope that a mutually beneficial alternative can be developed. I.
