Fire Marshal: On lots containing fire hydrants there should be covenants or some manner of notification that will prohibit placing the driveway next to the hydrant. In many areas, cars parked in the driveway of a dwelling obstruct the hydrant making fire department access difficult. Sanitation Authority: Original plan had water line to Salvation Army project. It was their only water supply source. The Salvation Army site plans are approved (Dec. 92), thus their plans are void 0 0 2 County Engineer: Our approval of the proposed change from townhouse to single family with zero lot line will be subject to the review and approval at the revised grading plans. An evaluation of the proposed stormwater management plan will also be required. City of Winchester: No comments. Planning & zoning: The current version of the MDP contains 85 townhouse units and 29 single family, zero lot line units for a total of 114 units. The proposed revision would replace the 85 townhouse units with 36 zero lot line units with a resulting total of 65 units. A 50 foot zoning district buffer will be required along the entire northern edge of the property. This buffer will encroach on the back portion of eight of the lots located on or near the proposed cul-de-sac. STAFF RECOMMENDATIONS FOR 6116193 PC MTG.: Since the proposed revision will result in a significant reduction in density for the site, and appears to meet all relevant requirements staff recommendation is for approval with all review agency comments being met. PLANNING COMMISSION ACTION SUMMARY: This issue of concern was that the reconfiguration of lots eliminated a water line connection to the adjoining Salvation Army Project. The Commission did not want to create a situation where a parcel would be landlocked from utilities. The applicant agreed to provide water access to the Salvation Army site. PLANNING COMMISSION RECOMMENDATIONS OF 6116 93: Unanimously recommended approval with the condition that an easement for a water line be provided by the developer to the Salvation Army site. Also, all staff and review agency comment must be adequately addressed. (R. Carper was absent, M.
