Re: Water/Sewer Service to Kernstown Heights
An agreement has recently been reached between the City of
Winchester and Frederick County regarding the City's acceptance of
sewage flow from the County, into city lines, under certain
conditions. As a result of this agreement it is possible that your
Master Development Plan application for Kernstown Heights might be
completed.
Plans which require the implementation of this agreement will need
to be approved by the City and by the Sanitation Authority. We will
need a comment form Wellington Jones of the Sanitation Authority
submitted to our office to accompany your application. You may wish
to contact Mr. Jones for information on how to best proceed.
If you have questions regarding this matter, please feel free to
contact this office.

Dear Steve:
Your letters of March 25, 1988 are acknowledged. Please be
advised that requests for water and sewer for Plan #022-87, Z & S
Partnership, and Plan #023-87, Kernstown Heights, have been tabled by
the Utilities Ccmmittee. The committee has no timetable for
considering the requests. Wastewater. Treatment Plant capacity issues
continue to.be of great concern to the City, and until these issues are
resolved, I would anticipate County extension requests will remain on
the table.
The developers of Plan #024-87, Star Fort Estates, have not
formally requested water and sewer service from the City. Therefore,
extensions have not been considered. I would anticipate that the City
would table a formal request.
Please advise if further information is required.

The VDOT has no objection to the general concept of this development and a
permit should he persued and obtained for the entrances onto the existing state
roads prior to initation of construction. Should the developer desire the
proposed roadway section to be accepted into the county's secondary system,
a complete set of roadway plans complying with both Frederick County and VDOT
policies and standard will be required.
