Northeast corner of Baker -Knight and Berryville Avenue
should be improved to allow for a better turning radius for
vehicles accessing this development.
Fire Marshal - Hydrant coverage is not sufficient. There
must be a hydrant within 400' of every single-family
structure. Must have two hydrants within 300' of all
townhouse/apartments with six units or more. Fire lanes to
be addressed on site plans. Note: Fire Marshal questions
the ability of emergency vehicle access to the subdivision
during rush hour traffic.

Planning & Development - The proposed single family
detached, townhouse and apartment units are permitted uses
in the RP zoning district. With a total of 332 units
proposed on 58.7 acres, the over all density is 5.65 units
per acre, well under the maximum allowed.
The MDP does not show the location of open space in relation
to environmental areas nor the location of environmental
areas to be disturbed. This informatin will need to be
provided prior to approval of the Final MDP.
The ordinance requires one recreational unit for every
thirty dwelling units with 332 units proposed, 11 rec.
units are necessary. The plan indicates only nine. This
needs to be addressed.
The lots situated at the ends of the two cul-de-sacs at the
southeastern corner of the property do not contain much
buildable area given the location of the buffer. A reduced
buffer with full landscaped screen may allow for a more
usable lot. Details need to be provided on all proposed
buffers.
The proposed access via an extension of Gordon Drive should
be completed as a part of phase one of the development. This
should be noted on the MDP and be listed as a condition of
approval.
The table showing numbers of units per phase indicates that
there are 24 apartment units in phase I and no single family
units, these numbers appear to be reversed.
Staff Recommendation: - 11/8/89, Approval; assuming the
items noted above are addressed on the Final MDP.
Planning Commission - Tabled at applicants request until
Dec. 6, 1989 to address concerns over road layout.
PLANNING COMMISSION ACTION OF 12/6/89: Approval, with the condition
that a sidewalk walkway system be provided within the site and to and
from the site.
The vote was unanimous with Mr. Wilson abstaining.

--7�> Comment on Storm
We have evaluated the potential amount of runoff from this Development. We
feel there is adequate area available to detain the increased two year storm runoff
caused by this development. It is our intent to control only that flow from the
southern 33 acres with a detention pond. The increase flows from the northern 25
acres can, we estimate, be adequately carried by existing downstream facilities.
These Interstate facilities are generally sized with adequate consideration to
future upstream development. The actual capacity of these facilities will be
determined during final design. If it is found that additional detention is
required we will provide for it. As the county currently follows the state
requirement of two year post equal to two year pre, we have only analyzed this
condition in the master plan phase.

I am in receipt of your letter of November 16, 1992 and the quitclaim permit applications for
the referenced project. The applications appear to be in order and will be on file at this office.
During our last phone conversation you indicated you would still like to proceed with the
addition of Ft. Collier Road while waiting for the processing of the Huntington Meadows
stormwater management agreement. It appears a practicable target date for the addition of
Ft. Collier Road would be February 1, 1993. In order to meet this date you will need to
provide by January 1, 1993 the following information:
• Two (2) copies of the as -built site plans.
• Three (3) copies of the final subdivision plats. According to our
records the Ft. Collier Road right-of-way is shown on at least four (4)
different plats_.
• A surety bond in the amount of $15,000.to guarantee workmanship
and performance of materials from February 1, 1993 to February 1,
1994 (see enclosed example).
• A maintenance fee in check form made payable to the Virginia
Department of Transportation in the amount of $625.00 to cover
maintenance of the street from February 1, 1993 to June 30, 1993.
I have .enclosed for your use a copy of information needed prior to acceptance of subdivision
streets into the State Secondary Road System.
Also as discussed, I have recently reviewed the private entrance gutters installed within the
single family section of. the development and found several which will need to be replaced due
to non-conformance with our standard CG-913 Specifications. They are as follows:

COVINGTON LANE:
Lot No. 26 - The entrance needs to be removed and replaced to the nearest curb and gutter
construction joint. The gutter pan was not removed and the entrance has cracked. The
minimum width of 16' was not provided or expansion joint installed.
Lot No. 27 - While the entrance has not been installed, the lot developer has broken off
approximately 30' ± of curb and left the gutter pan. The gutter pan will need to be removed
and 16' entrance and adjacent curb and gutter installed.
BURKSHIRE CIRCLE:
Lot No. 39 - The entrance needs to be removed and replaced to the nearest curb and gutter
construction joint. A minimum 2' radius or expansion joint was not provided. In addition the
adjacent curb and gutter was broken and patched. A minimum 16' entrance will be required for
this lot.

Attached is a revised Huntington Meadows MDP. The original
preliminary MDP was approved by the Board on .January 10, 1990.
At their July 18th meeting the Planning Commission approved the

The revised layout incorporates the preferred through connection
from Baker Lane to Berryville Avenue. The apartments which were

Planning Commission at their meeting of July 18, 1990.
Huntington Meadows, Subdivision and Revised Master Development
Plan, was approved for 337 lots for single family detached cluster
homes and townhouses. This property, zoned RP (Residential
Performance) and consisting of 58.7194 acres, is located north of
interchange 81 (Route 7) and east of Baker Lane in the Stonewall
Magisterial District and is identified as parcel 99 on tax map 54.
Subdivision plats complete with the signatures of the Frederick
County Sanitation Dept. and Virginia Dept. of Transportation need
to be submitted to this office at this time. Final approval by the
Subdivision Administrator will be made upon receipt of appropriate
bonding/irrevocable letter of credit and required deed of
dedication.
The revised Master Development Plan will need to be reviewed and
approved by the Board of Supervisors and is scheduled to be heard
at their meeting of August 8, 1990 at 7:15 p.m. -
Additionally, the site plan for the townhouses is pending and also
requires action and approval.

WHEREAS, development plans for Huntington Meadows
and Hampton Chase have been submitted to Frederick County
Planning Commission with comments from staff of the City of
Winchester; and
WHEREAS, Huntington Meadows is proposed to contain
250 townhouses,. 32 apartments, and 50 single-family detached
homes with access to Baker -Knight Street in the City and
Hampton Chase is proposed to contain 80 townhouses and 31
single-family detached zero lot homes with access to any
combination of Butler Avenue, Van Fossen Street, and Apple
Street; and
WHEREAS, pursuant to Section 17 of the Winchester
City Charter,, any property laid out with streets within
three miles of the City shall be submitted to City Manager
and approved by City Council; and
WHEREAS, the City of Winchester is concerned about
certain traffic, drainage, fire and police protection, and
project phasing issues for the two developments,
specifically:
Hampton Chase
I. Back of street connections to County streets;
2. Traffic impacting medium density residential
areas of the City;
3. Affect on safety for school children crossing
Van Fossen Street;
4. Dependence upon City streets and services for
emergency protection;
S. Affect of construction activity on City

Your comments in the Northern Virginia Daily of
December 5 saying that you did not expect Huntington
Meadows to return to the agenda so quickly is interesting
in light of the fact -that the minutes of the last Planning
Commission meeting on November 15 state, "Mr. Youmans said
that since the applicant is requesting tabling, he would
present the City's concerns at the next meeting." Your
comment that the project "seems to be on a fast approval
track" is both inaccurate and unappropriate. I do not
appreciate City staff criticizing Frederick County because
of the City's "inability to solve it's own traffic problems.
If you care to mislead City Council about what happened at
the meeting, that is your business, but I do not appreciate
your making these comments to the press. It is
particularly interesting to be accused of dumping "traffic"
on the City when the traffic is utilizing streets which
were built to access property that the City itself
approved.
Certainly, Frederick County agrees that more coopera
tion is necessary between the City and County on proposals.
in either jurisdiction that effect the other and the County
has expressed its willingness to do this on a number of
occasions. I do, however, have some difficulty recalling
the last time the City submitted any development proposals
to the County planning staff for our review.

The City of Winchester respectfully requests that the attached draft
resolution be included as part of the public meeting on the above referenced
matter. The draft resolution was approved at the December 4th joint meeting
of the Public Safety and Streets committees and will be addressed by full
City Council on December 12, 1989.
City staff comments were prepared in August of 1989 and identify many areas
of concern which have not yet been addressed to the best of our knowledge.
Please note that the City is not, at this time, opposed to the development
of Huntington Meadows provided that the conditions outlined in the draft
resolution are met.
Also attached is a letter from Chief Miller, City Fire Department dated
December 4, 1989 outlining four suggestions which the Public Safety and
Streets coumittees reviewed. The last three suggestions were endorsed as
addenda to the resolution.
We understand that Hampton Chase is not up for consideration at the December
6, 1989 Planning Commission meeting but we have included it in the
resolution since it will also have impacts on the northeast section of the
City.

RESOLUTION
WHEREAS, development plans for Huntington Meadows and Hampton Chase have
been submitted to Frederick County Planning Ccamission with comments from
staff of. the City of Winchester; and
WHEREAS, Huntington Meadows is proposed to contain 250 townhouses, 32
apartments, and 50 single-family detached homes with access to Baker -Knight
Street in the City and Hampton Chase is proposed to contain 80 townhouses
and 31 single-family detached zero lot hones with access to any combination
of Butler Avenue, Van Fossen Street, and Apple Street; and
WHEREAS,pursuant to Section 17 of the Winchester City Charter, any property
laid out with streets within three miles of the City shall be submitted to
City Manager and approved by City Council; and
WHEREAS, the City of Winchester is concerned about certain traffic,
drainage, fire and police protection, and project phasing issues for the two
developments, specifically:
Hampton Chase-
1. Lack of street connections to County Streets
2. Traffic impacting medium density residential areas of the City
3. Affect on safety for school children crossing Van Fossen Street
4. Dependence upon City streets and services .for emergency protection
5. Affect of construction activity on City streets and residents
6. Management of stormwater drainage
Huntington Meadows-
1. Traffic impact on Baker -Knight Street and Berryville Avenue
2. Timing of Gordon Drive connecting to Fort Collier Road to the west
3. Dependence upon City emergency services such as fire protection
4. Looping of water lines to provide adequate fire hydrant pressure
5. Affect of construction vehicles on City streets
6. Provision for stormwater drainage from City properties
NOW THEREFORE, BE iT RESOLVED by the Public Safety and Streets committees of
City Council that the committees hereby do not oppose the development of the
Huntington Meadows Development and the Hampton Chase Development upon
condition that the following measures being undertaken by the developers of
these two projects to maximize public safety and convenience:
Hampton Chase-
1. Preparation of a traffic impact study for City staff approval to
evaluate the optimal street connection alternative which minimizes
impacts on existing City neighborhoods and public services.

Our records show that this parcel (owned by Lee A. Place) was
rezoned from M-2 and R-2 to B-2 on June 12, 1974 by the Frederick
County Board of Supervisors. This property remained B-2 until
October 8, 1980 when the Frederick County Board of Supervisors
approved a comprehensive rezoning of Frederick County. The. parcel
in question was rezoned ,to residential under the Zoning Map
Amendment Petition Number 012-80 of the Frederick county Planning

Virginias
Title 15.1 Code of Virginia, Section 489 (purpose of Zoning
Ordinances) and Section 491.02 (Airport Safety Zoning).

of Certain Structures.)
Applicant must be aware that, as Winchester- Regional Airport
Expands services and operations, noise associated with such
expansion may increase. Consideration should be given to
insulating new and existing structures located within one half
(112) mile of the end of the airport runway and 1,000 feet either
side of the imaginary extended center line of such runway.
SUGGESTIONS:
New Construction
For new sound -insulated construction, design considerations often
include: using brick or concrete masonry walls, staggering
studs,, insulation and fiberboard under interior and exterior
finish materials; installing attic space insulation; properly
baffling vents; avoiding single .joint roof construction where
interior and exterior materials are attached to the same rafters;
avoiding exposed rafter ceilings; mot -tar should be free of pin
holes and all joints should be well sealed.
Existing Construction
For rehabilitation of existing buildings, soundproofing
modifications include: replacement of existing windows with
windows of greater sound transmission coefficient (STC) rating,
or adding a second layer of glass; upgrading doors and seals;
acoustic baffling of vents; adding insulation to walls and attic
spaces; adding another layer of wall material to existing walls,
ir; effect creating a two -panel wall; eliminating windows and

The overall concept of the development appears acceptable, however, I offer
the following:
- The streets which will serve this development are not presently constructed
to handle the traffic which will be generated by such.
- We suggest curb and gutter be incorporated on all streets to be taken into
the State's Secondary Road System.
- Utilities are to be relocated from beneath the pavement structure to behind
the curb line.
- Entrances from streets to be taken into the Secondary System are to meet
minimum commercial entrance standards.
- Before making final comments VDOT will require a complete set of
construction plans, drainage calculations and trip generation data from the
ITE Trip Generation Manual, 4th Edition for review.
- Any work performed on the State's right-of-way will be covered under a land
use permit.
