This property is located on the north side of State Route 277, about one mile east of Stephens City, in the Opequon Magisterial District and is identified as parcel 88A on tax map 86. A road efficiency buffer is needed along Rt. 277 and a buffer should be indicated along the northern edge of the property, adjacent to Jefferson Village. The use of some of the adjoining parcels is not indicated on the plan. The road width should be indicated on the plan and be a minimum of 25 feet. As you state in your letter, Frederick County presently has on file revised MDP's for Georgetown Court and Jefferson Village. The county also has a revised subdivision plat for Jefferson Village. Contrary to your letter, we have not yet received a revised subdivision or site plan layout for Georgetown Court. The Georgetown Court MDP has already been sent to, and returned from the county's engineer and can be placed on the February 7th Planning Commission agenda. The changes to the Jefferson Village subdivision are being sent to the engineer for his approval. This will not prevent the plan from being placed on the Planning Commission agenda for their first meeting in February, however the final plats will not be approved by the staff prior to the engineers approval. Our.recommendations may be found on the attached plans marked in red and as follows: 1. The entrance is to be constructed with a 12' offset from the edge of pavement to the face of gutter pan with a 36' taper. A minimum 30' entrance width will be required from face to face of gutter at the right-of-way line. 2.'. A standard VDOT stop sign will be required at the intersection of Georgetowne Court and Route 277. 3. A 20' drainage easement and Swale will be required from the outfall of the existing 18" C.M..P. under Route 277 to the proposed 20' storm sewer easement on site as noted. 4. The existing Frederick County Sanitation Authority watermain encasement under Route 277 will need to be extended from under the pavement structure to the right-of-way line as noted. Please revise and resubmit four (4) copies for final approval. Should any changes be deemed necessary please design them to meet or exceed the above recommendations. Please remind the developer before any work is performed on the State's right-of-way, the appropriate land use permits must be applied for. That will need to be established with final design and grading. It appears that water and sewer connectis to existing facilities are possible. The concept of a public road through the site appears to have been scrapped including the connection of Route 277 to Buchannan Drive. It would seem that for traffic flow and interparcel access this connection would have value but would not be critical in the overall arterial collector street program now being developed. However, I feel that the lots from Jefferson Village would benefit from this connection. The plans we previously reviewed for Georgetown Court and Jefferson Village provided for this connection. Please advise me of the status of Jefferson Village. It was my understanding that the staff recommended approval for the Subdivision Plan for both projects as originally submitted. Erosion and sedimentation control plans will need to be provided with the final construction plans. If the through connection to Buchannan Drive is not desired by the County Planning staff I do not have any problem with recommending approval of this revised MDP at this time.
