It appears the entrance nearest Route 277 will have to be shifted northeast to provide adequate distrance between the street connection and entrance. Minimum entrance width shall be thirty (30') feet between gutter pans for the private entrances. A land use permit shall be applied for and approved before any work is done on the Department's right-of-way. MAGISTERIAL DISTRICT: Opequon ADJACENT LAND USE AND ZONING: Residential and vacant land zoned M-1 (Light Industrial) and RP (Residential Performance). PROPOSED USE AND IMPROVEMENTS: Townhouses REVIEW EVALUATIONS: VA. Dept. of Transportation - No objection to overall concept of development plan. However, VDOT geometric criteria for commercial entrances and secondary road connections must be satisfied during final subdivision plan review. Sight distance on Route 277 is adequate for a secondary road connection. Sanitation Authority - Show tie-in of water line to Jefferson Village; show tie-in of sewer line to Jefferson Village; easement is 20'; extend water line across VA. Rt. 277 and tie into proposed 12" water line. Parks & Recreation - Plan appears to conform with open space requirements. Stephens City Fire Company - Fire hydrants, as indicated on the drawings, are not properly placed. Please contact the emergency service coordinator and Frank Weller, Fire Chief, for proper placement. This plan shall comply with Chapter 10 of the Frederick County Code as a minimum. Inspections Dept. - This master development plan request shall comply to Use Group R (Residential), Section 309.0, of the BOCA Basic National Building Code, 1987. Planning & Zoning - Approximately 39 townhouses are proposed on 6.63 acres. Access will be provided directly to Route 277 and to the proposed Jefferson Village to the northeast. There are no environmental features. The open space requirements have been met with two acres of open space. Recreational facilities are provided as required. A full landscaped screen will be required in relation to that property as described by the ordinance. These and other requirements will have to be met at the time of site plan approval. I felt the best way to address the issue is by letter at this time, in advance of formal review by your Commission and Board. Several months ago, I believe it was in October of '89, we presented a concept plan to the Planning Commission which showed the separation of the Georgetown Court project from the Jefferson Village single family project. The status of planning at that time was the Georgetown Court townhouses and Jefferson Village single family project had been fully approved by the Planning Commission and Board of Supervisors both for master plan and for final subdivision plats. Also, a preliminary master development plan had been filed by the present owner, using another engineer, showing 2 additions to the Georgetown Court project and this submission had been tabled, it was my understanding, by the owner. The concept involving for transportation showed Buchannon Drive continuous through both projects and entering on to Route 277 just east of the Route 641 intersection at Jamesway Plaza. The concept presented to the Planning Commission in October showed a unified Georgetown Court project redesigned to include both adjacent parcels and with Buchannon Drive no longer continuous through the project. The reason for this change involved the preliminary planning being done at that time for the Evans Company on the adjacent Snyder tract to the east. It was proposed that Evans provide interparcel connection to Jefferson Village which would link Buchannon Drive with the proposed Golladay Drive, which in turn would connect with Route 277. This would eliminate one major road connection into the Route 277 corridor while providing good local collector road efficiency within the planned areas for development. This concept was unanimously supported by the Planning Commission at that time. In view of the fact that it would not be logical to ask for formal approval of this change without insuring the Evans rezoning, the owner voluntarily withheld formal action on his plan while master planning was on going for Evans. In view of positive action on the Evans rezoning we are now submitting this formal revision for both Master Plan approval and Final Subdivision Plat approval. Keep in mind that these are revisions to existing approved plans, and not a new action by the Commission and Board. Also, the advent of the Golladay Road has changed the design traffic patterns in the Fredericktowne area. Our earlier traffic projection showed upwards to 3000 trips per day utilizing the Buchannon Drive exit, since it would be the only access out of Fredericktowne to the south. By recent planning decisions and proffers it is now assured that both the Golladay Road will be built with connections to Buckhannon Drive and to Westmoreland Drive and ultimately to the Route 642 corridor. Attached is a revised traffic analysis which clearly shows a trip -per -day count on Buchannon of just over 1000 and the recommended pavement design revisions consistent with that traffic count. I trust this letter serves to update you as to the status of this proposal. We have presented to you for final review and approval at the first February Planning Commission meeting, final plats, site plans and a revised master plan for the Georgetown Court townhouse project. That will need to be established with final design and grading. It appears that water and sewer connections to existing facilities are possible. The concept of a public road through the site appears to have been scrapped including the connection of Route 277 to Buchannan Drive. It would seem that for traffic flow and interparcel access this connection would have value but would not be critical in the overall arterial collector street program now being developed. However, I feel that the lots from Jefferson Village would benefit from this connection. The plans we previously reviewed for Georgetown Court and Jefferson Village provided for this connection. Please advise me of the status of Jefferson Village. It was my understanding that the staff recommended approval for the Subdivision Plan for both projects as originally submitted.
