Board of Supervisors at their meeting of March 14, 1990:
Approval of Preliminary Master Development Plan for Greenbriar
North for single family detached - urban houses situated on 2.9166
acres. This property is located on the northwest side of St. Rt.
647, northeast of Stephens City, adjacent to Greenbriar Village,
Section I, and across Route 647 from Albin Village in the Opequon
Magisterial District. Parcel is identified as number 77 on tax map
75.
Final Master Development Plan should include the minimum road
efficiency buffer of 50' as measured from.; the right-of-way
following a 10' dedication for future expansion of Route 647 and
any agency recommendations. Please submit to Planning Dept. as
soon as possible.

The developer shall comply with the provisions of the Frederick
County airport Zoning District (AP-1) and the following Codes of
Virginia:
Title 15.1 Code of Virginia, Section 489 (Purpose of Zoning
Ordinances) and Section 491. OE' (Airport Safety Zoning) .

of Certain Structures.)
Engineers., architects, contractors and developers must be aware
that as'W-inchester Regional Airport Expands services and
operations, noise associated with such expansion may increase.
Although zoning may soon be suggested to Consideration should
be given to insulating new and existing structures located within
one half (1/2) mile of the end of the airport runway and 1,000
feet either side of an imaginary extended center line of the
airport runway.
SUGGESTIONS:
New Construction
For-, new sound -insulated construction, design considerations often
include: using brick or concrete masonry walls, staggering
studs, insulation and fiberboard under- interior and exterior
finish materials; installing attic space insulation; properly
baffling vents; avoiding single joint roof construction where
interior and. exterior materials are attached to the same rafters;
avoiding exposed rafter ceilings; mortar should be free of pin
holes',and' all joints should be well sealed.
Existing Construction
For rehabilitation of existing buildings, soundproofing
modifications include: replacement of existing windows with
windows.of g'reater-sound transmission coefficient (STC) rating,
or adding a second layer of glass; upgrading doors and seals;
acoust'i6 baffling of vents; adding insulation to walls and attic
spaces,; adding another layer of wall material to existing walls,
in effect creating a two -panel wall; eliminating windows and
filling the .Space to match exterior walls.

Transportation Department Comments:
No objection to preliminary master plan. The existing vegetation and
embankment will need to be removed along the Route 647 right-of-way
to allow adequate sight distance at the proposed street connection
entrance. The existing field entrance which is to serve the two (2)
western most lots will need to be upgraded to our minimum private
entrance standards. Before making final comments, my office will
require a complete set of site plans, drainage calculations and
traffic flow data for review. Before starting any construction on

PRELIMINARY MASTER DEVELOPMENT PLAN: For single family detached -
urban homes, zoned RP (Residential Performance), consisting of
2.9166 acres. This property is located on the northwest side of
State Route 647, northeast of Stephens City, adjacent to Greenbriar
Village, Section 1 and across 647 from Albin Village in the Opequon
Magisterial District.
This preliminary master development plan will be considered by the
Frederick County Board of Supervisors at their meeting of March 14,
1990, at 7:15 p.m., in the Board of Supervisors meeting room, the
old Frederick County Courthouse, Winchester, Virginia.
Any interested parties having questions or wishing to speak may
attend this meeting.

Dear Sonny:
This is to acknowledge receipt of your letter dated February 1, 1991 and
request to construct a temporary construction entrance at the above referenced
location. As requested you are given � permission to install the temporary
entrance at the location shown on the site plan prepared by G. W. Clifford &
Associates, Inc. dated July 16, 1990.
This letter is to -be considered your temporary permit until a land use permit
is applied for. The following are a part of this permit agreement:
L
1. All work on the State's right-of-way is to be confined
to the temporary entrance location only.
2. While working on the State's right-of-way it will be
necessary to use "Men Working" signs which must be
erected prior to starting work and removed daily.
3. Traffic control will be in strict accordance with the
attached.
4. Positive drainage is to be maintained within the
right-of-way at all times. A minimum 15"00' C.M.P.
culvert will be required under the entrance.
5. A minimum 8" of coarse aggregate by 20' in width will
be required to be placed from the edge of pavement and
extended back onto private property far enough to
prevent carrying of mud onto the roadway.
6. Any damages to the pavement structure of Route 647
adjacent to this entrance will be corrected by your
firm to the satisfaction of the Virginia Department of
Transportation.
7. It should be understood any disturbed turf on the
State's right-of-way will be topsoiled and reseeded.

8. The Department of Transportation will not be held
liable for suit should such result from this operation.
9. This permit is being issued for 180 days. A formal
land use permit application (Form CE-7) will be applied
:.for. within this time frame. Also, please be reminded a
land use permit will be required for the proposed
utilities within the States right-of-way. Said permit
application should be coordinated with the Frederick .
County Sanitation Authority.
If these requirements are not followed then this temporary construction
entrance permit may be revoked.
