sewer, and road improvements.
ALL PRELIMINARY MASTER PLAN REVIEW COMMENTS HAVE BEEN INCLUDED IN THE FINAL MASTER
PLAN
REVIEW EVALUATIONS:
Highway Department - No objection to the overall plan. Subdivision plats and
construction plans will be required prior to approval of street layout/design
and entrance connection.
Sanitation Authority - Central water and sewer service is available. Lines
will have to be designed in accordance with Authority standards.
Stephens City Fire Company - No objection. Hydrants shall be located as per
Chapter 10, Frederick County Code.
Planning and Zoning - This plan meets the intent of the RP (Residential
Pef ormance) Zoning requirements and is in conformance with the approved
preliminary master development plan. The open space is recommended to be
waived, the setbacks have been increased and the buffers have been increased
as noted during the preliminary master development plan review. All changes
have been shown on the Final Master Development Plan.
STAFF RECOMMENDATIONS: Approval of the final master development plan.
PLANNING COMMISSION RECOMMENDATIONS: Unanimous approval of the PMDP with the open
space requirements waived.
BOARD OF SUPERVISORS RECOMMENDATIONS: Unanimous approval of the PMDP with the

PROPOSED USE AND IMPROVEMENTS: Single-family traditional development with water,
sewer, and road improvements.
REVIEW EVALUATIONS:
Highway Department - No objection to the overall plan. Subdivision plats and
construction plans will be required prior to approval of street layout/design
and entrance connection..
Sanitation Authority - Central water and sewer service is available. Lines
will have to be designed in accordance with Authority standards.
Stephens City Fire Company - No objection. Hydrants shall be located as per
Chapter 10, Frederick County Code.
Planning and Zoning - The proposed use of single-family traditional housing
lots with a typical lot size of approximately 70' X 120' is appropriate in
the RP (Residential Performance) District. Setbacks need to be increased
from 25' to 35' for this use. Lot sizes will be shown in detail on the
subdivision plats; however, it should be noted for your future reference,
that an 8,000 square foot minimum lot size with an average 10,000 square foot
lot size will be required for this use. The staff feels confident that all
lot size requirements can be maintained. There are no environmental
requirements. The open space required is 15% of the total 5.544 acre site or
.8316 of an acre. Because the open space is less than one acre, the staff
would suggest that the open space requirement be waived. The open space for
this development does not serve a functional purpose and is adjoining (across
the street) a school site. Additionally, the reduction of open space would
not substantially increase the density of the site. There are no
recreational facilities required for this development.

The applicant has not applied for any density bonus regulations.
Additionally, a Homeowners Association will not be required if the open space
is waived, because there will be no common ownership of land or facilities.
The proposed street will be built to meet all VDH&T requirements and will be
dedicated to VDH&T. Buffers and screening is required along State Route 647.
The staff would suggest that the buffer be increased to 70 feet with a
partial screen.
Overall, this plan meets the intent of the RP (Residential Pef ormance) Zoning
requirements. The open space is recommended to be waived, the setbacks -need
to be increased and the buffers need to be increased as noted above. All
changes need to be shown on the Final Master Development Plan.
