This approved Master Development Plan involves one tract of land, identified by Property Identification Number (PIN) 63-A-86. This tract consists of 85.18 acres of land in the Industrial General (M2) Zoning District. Master Development.Plan #009-96 for Frederick County/ I-81 Industrial Park provides for the development of the site in two phases. Phase I will contain: a total of 33 acres; a 60-foot road right-of-way; and a 100-foot category `B" landscape buffer (117 deciduous. and.354 evergreen trees) fora distance of 1,770 feet along the property's southern boundary. Phase II will contain: a total of 52.18 acres; a continuation of the 60-foot road right-of-way; the preservation of the existing historic structure (Mervel Adams House); and a 100-foot category "B" landscape buffer (34 deciduous and 68 evergreen trees) for a distance of 340 feet along the property's northeastern boundary. Planning and Zoning: The land parcel that comprises the proposed Frederick County/ Interstate 81 Industrial Park Preliminary Master Development Plan is zoned M2, Industrial General District. Project History This site continues to be in its original land use form containing pastures and two residential farm complexes. The site was previously considered for a Frito Lay facility. Extensive geological studies have been conducted for the site. A planned industrial park is located on adjacent property to the north of this site. Project Scope The Preliminary Master Development Plan calls for the development of this 85.18 acre site into a planned industrial park. Development would occur in two phases. Issues The Zoning Ordinance requires that a buffer be established between properties zoned M-2 and other zoning districts. The establishment of a category `B" zoning district buffer will be required along the parcels' southern and eastern boundaries, adjacent to properties zoned B-3 and M-1, respectively. Access to the proposed development will be via an entrance on U.S. Route 11, and the creation of a new road which would transverse the property in a west -northeast manner providing for internal circulation. The proposed development's entrance would be located similarly to the property's existing residence's entrance. The proposed road will transverse the parcel and terminate at the parcel's northern boundary, at property presently owned by Henkel -Harris Company (PIN 63-A-110). This Henkel -Harris parcel currently has an approved master development plan with provisions for an interparcel connector. It is the intent of this Preliminary Master Development Plan to develop a road that will connect to the Henkel -Harris site in the future. The County encourages the realization of this interconnector road system. There are two existing building complexes located on this parcel. The southern -most complex is currently for residential use. The northwestern complex, identified as the Mervel Adams House (#34-980) in the Rural Landmark Survey, has been determined to be a 0 Frederick County/I-81 Industrial Park Page 3 November 6, 1996 potentially significant property. Properties given this determination were ranked 4 on a scale up to 5; five indicating significant historical properties. The protection and preservation of such sites is encouraged. There are no significant environmental features on the property, as defined by the Zoning Ordinance. Deeds of Dedication Section 165-38 of the Frederick County Zoning Ordinance requires that private restrictions be established to promote orderly economic development and to protect property values. Staff feels that it is important to understand this requirement at this phase in the planning process. STAFF RECOMMENDATION FOR 10-16-96 PLANNING COMMISSION MEETING: Approval, provided that the applicant adequately address all review agency comments, all issues identified in this staff report, all concerns of the Planning Commission, and all concerns of the Board of Supervisors. PLANNING COMMISSION MEETING DISCUSSION 10-16-96: Two citizens voiced concerns about the proposed development. Mr. Marshall DeHaven, representing Schenk's Food Company, was concerned that future water and sewer service for his property continues to be uncertain. Currently, Schenk's is not connected to public sewer and water, and is negotiating with the City for the service. He stated the Sanitation Authority had little interest to ' serve the area around Schenk's; but the Authority would consider serving the proposed I-81 Industrial Park. Mr. Michael Collins, a nearby resident, was concerned with traffic on Route 11. The applicant, Mr. Maddox, stated that the City would continue to provide water and sewer service to the area. He also mentioned that VDOT intended to install a traffic signal at the intersection of Valley Pike and Apple Valley Roads. This signal will assist in traffic safety and management. PLANNING COMMISSION ACTION OF 10-16-96: Commissioner Marker motioned for approval, Commissioner Romine seconded. The Commission recommended approval of the project provided that the applicant adequately address all review agency comments, all issues identified in the staff report, and all concerns of the Planning Commission and the Board of Supervisors. When developed the traffic from this project could have a significant impact on the Route 11 corridor. Right-of-way improvements including widenings, turn lanes and traffic signalization at the Route 11 entrance may be necessary based on project traffic counts. With the proximity of Shawnee Drive (Route 652) to the north of this property and possible future -right-of-way extension as indicated on the plan, a significant traffic increase on this roadway could occur. With this in mind the roadway design, i.e. width and pavement structure, should be such to accommodate this additional future traffic increase. Prior to making any final comments, this Department will require a complete set of site plans which include roadway geometrics, drainage calculations and trip generation data which includes possible traffic impacts from the Route 652 area for review. If the owner or County is aware of any potential industries which could qualify for industrial access funding of the proposed roadway, we would appreciate being advised as soon as possible. As this area is developed, please ensure temporary street signage, with temporary street addresses at any site being constructed. this will assist our Fire And Rescue personnel, should their services be needed during construction.
