OTHER Discussion with G.W. Clifford & Associates Regarding a Preliminary Master Development Plan for Franklin Mobile Home Park, located on the south side of Route 7. Mr. Wyatt said that representatives from G. W. Clifford & Associates have requested time for an informal discussion concerning their proposal to create a 49-lot mobile home park located on the south side of Route 7, adjacent to Shenandoah Hills subdivision. Mr. Wyatt said that the site is zoned MH-1 (Mobile Home Community District) and currently contains 15 occupied sites. Mr. Wyatt said that he has been contacted by a resident of the adjoining Shenandoah Hills subdivision and the concern is not necessarily more mobile homes, but the existing gravel entrance onto Route 7. Because of the speed of traffic coming up Route 7, people exiting the park end up spinning their wheels to get onto Route 7. This kicks up gravel, dust, etc. which effects the neighborhood. Mr. Scott Marsh, from G. W. Clifford & Associates, described the location and other aspects of the site. Mr. Charles Maddox, from G. W. Clifford & Associates, said that the issue of allowability of private streets needs to be decided early in this process by the Planning Commission so that they can create a bonafide application. Mr. Maddox said that the ordinance provides for private streets when they are a continuation of existing streets in MH-1 projects. This project is presently served by a 30' right-of-way connection with Route 7 and additional right-of-ways cannot be obtained for this project according to the owner. He said that the first and major question is whether the Planning Commission would allow the extension of private streets in accord with provisions of the ordinance. 9 Mr. Rodney Franklin, the contract owner/developer of the site, spoke to the Commission about his lack of success in trying to acquire additional right-of-way from adjoining property owners. The Commissioners felt that the traffic situation would be tight on the 30' right-of- way due to the density of development. They were concerned about right-hand turns from the site onto Route 7. Some Commissioners felt that there needed to be a pedestrian access, in the form of a walkway, around the site and some type of pedestrian access out to Route 7 for school bus access. No formal action was needed by the Commission at this time. Discussion with Greenway Engineering regarding a proposed single-family cluster development on Greenwood Road. Mr. Wyatt said that Mr. H. Bruce Edens, of Greenway Engineering, has requested time at the Commission's meeting for an informal discussion regarding a proposed single-family cluster development on Greenwood Road. Mr. Wyatt said that the road fronting lots 1 through 8 is specified in the Comprehensive Plan as a new minor collector road. With that in mind and this being residential development, there would be a road efficiency buffer required for this site. Mr. Wyatt said that this greatly reduces the amount of buildable area on the lots fronting on this road. Mr. H. Bruce Edens, of Greenway Engineering & Surveying Company, presented the proposal to the Commission. Chairman Golladay asked if the road efficiency buffer was strictly open space. Mr. Wyatt replied that the road efficiency buffer would require landscaping. Mr. Wyatt added that if the applicant decided to go with the reduced road efficiency buffer to reduce the linear footage requirement, a six foot high berm or other opaque object, such as a fence, would be required. No action was required by the Planning Commission at this time. 1993 PRIMARY ROAD IMPROVEMENT PLAN Mr. Wyatt said that the Transportation Committee reviewed the proposed 1993 Primary Road Improvement Plan during their March 1, 1993 meeting. He said that the Transportation Committee recommended that this plan maintain the same priority as the 1992 Plan. Director of Engineering & Inspections 9 North Loudoun St., 2nd Floor 703/665-5643 • We have completed our review of the subject preliminary master development plan and offer the following comments: 1. Detailed site plans will be required for trailer lots 18 through 32 located in steep slope areas. It is suggested that two(2) foot contours be obtained in this area to accommodate the development of the detailed site plans. As a minimum, the detailed site plans shall include finished grades, finished pad elevations and drainage easements with adequately designed conveyance channels or conduits. Depending on the steepness of the finished grades, slope stability analyses may also be required. 2. The proposed Tot Lot should be located in a relatively flat area that is easily accessible. 3. The need for stormwater management should be evaluated and addressed in the site plan phase of development. 4. The road entrance improvements shall be installed in accordance with VDOT's requirements. 5. It is anticipated that the entrance improvements will also include the need for drainage improvements along Route 7. Since the internal roadway network will be private streets, we have no comment concerning design. The streets should be labeled private. The existing entrance serving the property is substandard and will need to be upgraded to current commercial standards. Before making any further comments, this Department will require a complete set of site plans, drainage calculations and traffic flow data from the ITE Manual for review. Prior to construction the developer will need to apply to this office for issuance of a land use permit to cover work on the State's right-of-way. Fire Marshal: Posted fire lanes required at all hydrant locations. On site plan, hydrants will be required, placed so 0 0 2 that no home is greater than 400' from nearest hydrant measured centerline of street. Burning of construction debris requires permit from Fire Marshal's office. Burning of construction debris on site is not permitted. Access for emergency vehicles must be maintained at all times during construction. Inspections Department: Buildings shall comply with the Virginia Uniform Statewide Building Code and section 309, Use Group R (Residential) of the BOCA National Building Code/1990. Sanitation Authority: First review - 3 items, correct and resubmit. County Engineer: See attached memo from Harvey E. Strawsnyder to Scot Marsh, G. W. Clifford & Associates, dated April 12, 1993. Parks & Recreation: Plan appears to meet open space requirements. However, it does not appear that adequate space has been provided for the required 1.5 recreational units. Also, for the safety of the children, this department would recommend that the tot lot not be located in the area experiencing the heaviest traffic. Planning & Zoning: Staff has -general comments and specific concerns regarding this Preliminary Master Development Plan. GENERAL COMMENTS The proposed mobile home park is a permitted use in the MH-1 District. The permitted maximum gross density for this zoning district is eight (8) units per acre. The applicant is proposing 'a gross density of 5.59 units per acre. The required common open space in this zoning district is fifteen percent (15%). The applicant has indicated that there will be 31.50 open space. This amount of common open space is proposed to include the recreational and buffer areas. SPECIFIC CONCERNS 1) The Zoning Ordinance provides the Planning Commission with the option of allowing the extension of existing private streets within new sections of existing mobile home parks. If this extension is permitted by the Planning Commission, the new private streets must have a minimum right-of-way width of thirty (30) feet and a minimum pavement width of twenty (20) feet. The applicant has proposed an extended private street that meets this requirement. The existing site conditions support a private road that is very well compacted with a gravel surface. The existing entrance from Route 7 is 0 3 substandard and partially obscured by a billboard. The applicant has proposed improvements that will meet VDOT commercial entrance standards and provide for a double prime and seal surfaced private street throughout the mobile home park. Staff recommends that the Planning Commission approve this design, as it will improve ingress/egress onto Route 7, and access throughout the site. 2) The applicant needs to provide a conceptual plan for stormwater management with the location of all facilities that will serve this site. 3) The applicant needs to provide the areas defined as woodlands on this site. This inventory is necessary to insure that the permitted amount of disturbed woodlands is not exceeded during development. 4) A four (4) foot sidewalk is provided along the entrance road to this development. It appears that this walkway is approximately fifty (50) feet from the entrance adjoining Route 7. This walkway needs to be extended to provide an adequate travelway for children using school bus service. 5) Parks and Recreation has indicated that recreational space may be inadequate for 1.5 units. It should be noted that the proposed 48 dwelling units will require two (2) recreational units as described by section 165-64 of the Zoning ordinance. STAFF RECOMMENDATIONS FOR 5/5/93 PC MTG.: Approval, provided that the applicant addresses all concerns and comments of staff, the review agencies, the Planning Commission, and the Board of Supervisors. PLANNING COMMISSION ACTION SUMMARY: About eight property owners from the Shenandoah Hills subdivision spoke to the Commission in opposition to the MDP. They were concerned that the mobile homes would devalue their properties and they had complaints about noise, garbage, and disturbances from the existing park. The Shenandoah Hills residents felt that their current water problems would be compounded by adding more mobile homes and that the intense traffic onto Route 7 made entering and leaving the mobile home site dangerous. After discussion with the owner, Mr. R. W. Franklin and his engineer, Scot Marsh of G.W. Clifford & Associates, the Commission felt confident that the proposal would do much to improve the existing conditions at the mobile home park. Mr. Franklin was agreeable to redirecting the drainage and maintaining adequate screening/buffering. The entranceway onto Route 7 was also planned to be improved with hardsurfacing, curb and gutter, and a sidewalk. 4 Mr. Franklin planned to follow a state handbook of rules and regulations for operating mobile home parks and he planned to be on location to manage the park. He said that if residents did not abide by the rules, they would be evicted. PLANNING COMMISSION RECOMMENDATIONS OF 5/5/93: Unanimous approval, with the following conditions: 1. Any drainage flowing east must be redirected north and south. 2. In addition to the required buffer, the existing woodlands and natural vegetation on the east side will be maintained in the buffer area. 3. The applicant will address all concerns and comments of the staff, the review agencies, the Planning Commission, and the Board of Supervisors.
