Planning & Zoning: The proposal is for 28 townhouse units on
3.94 acres, with a resulting density of 7 units per acre. The
RP zoning district allows for a maximum townhouse density of
8 units per acre.
All units are proposed to be three bedroom. The ordinance
requires a minimum square footage of 2,000 sq.ft. per 3
bedroom unit with the average square footage being 2,200, 2.5
parking spaces per unit, and a minimum lot width of 181. This
item will need to be addressed at the site plan stage.
The plan needs to indicate the zoning and use of the Adams and
Bailey tracts along Fox Drive. The use of the Luttrell parcel
should be shown as vacant rather than residential.
The buffers indicated on the plan meet the distance
requirements of the ordinance; additional planting detail will
need to be provided at site plan stage.
The plan indicates the provision of the required 30% open

Mr. Watkins presented this ordinance amendment and stated,,
that the Planning Commission recommended approval.
Upon motion made by Dudley H. Rinker, seconded by W.
Harrington Smith, Jr. and passed unanimously, the following
ordinance amendment was approved:
AN AMENDMENT TO THE FREDERICK COUNTY CODE, CHAPTER 21,
ZONING; ARTICLE IV, RURAL AREAS DISTRICT; SECTION 4-4,
DIMENSIONAL REQUIREMENTS, TO AMEND THE WIDTH REQUIREMENTS
FOR LOTS IN THE RURAL AREAS ZONING DISTRICT, TO READ AS
FOLLOWS:
4-4-4 Lot Width
Any lot containing less than five (5) acres shall
have a minimum width of one hundred and fifty
(150) feet at the front setback line and in no
case shall the maximum length of the new lot
exceed three (3) times the width of the lot
measured at the front setback line. Lots of five
(5) acres or more in area shall meet the following
requirements.
4-4-4.1 Lots of five (5) acres or more in area shall have
a minimum width of two hundred and twenty (220)
feet at the front setback line.
4-4-4.2 On lots of five (5) acres or more in area, the
maximum length of the lot shall not exceed four
(4) times the width of the lot measured at the

Mr. Watkins presented this preliminary master development
plan request and stated that the Planning Commission recommended
approval.
Mr. Chuck Maddox, of G. W. Clifford and Associates, pre-
sented slides of the area and explained what the applicant
wanted to do.

_Mr. Crosen asked whether the State road should go the
entire length back, and .if not, what about the residents beyond
this point.
Mr. Rinker stated that he was concerned about the mixing of
commercial and residential traffic.
Mr. Stiles explained that this is not good, but in this
case he did not feel the County had any choice:
Mr. Rinker stated that he was concerned about townhouses
going on Fox Drive, he did not feel it was necessary.
Upon motion made by Roger L. Crosen and seconded by W.
Harrington Smith, Jr., to approve the preliminary master de-
velopment plan of Fox Ridge.
