use in the RP zone. The following information needs to be shown on the
master development plan:

I have completed my review of the above plan. At this time
I can recommend approval of this PMDP.
There are several items that I recommend be addressed or
that I suggest be considered in future design phases. These are:
1. In reference with the VDOT's comment on the temporary
cul-de-sac for the proposed interparcel connection, since this
stub is so short and since a temporary cul-de-sac would, if
placed on site, have an impact on two of the potential lots, the
Developer could consider getting an off -site easement from the
adjacent property owner for the cul-de-sac. Or perhaps VDOT and .
the County would consider shortening the stub to be constructed
at this time and have the developer dedicate the right-of-way and
escrow the funds to complete the construction at the time the
connection is required.4W --at

2. The entrance to Rt. 647 can easily be made to closer
approximate a 90' intersection since the property it extends
through is "open space".
3. Deceleration and taper requirements will be based on the
established speed limit for Rt. 647.
4. This project will generate approximately '7L00 Vehicle
Trips per Day. There is a possibility that additional trips
could be added in the future with the development of the Jasbo
property. VDOT should be consulted to determine if a left turn

County Airport Zoning District (AP-1) and the following Codes of
Virginia:
Title 15.1 Code of Virginia, Section 489 (Purpose of Zoning
Ordinances) and Section 491.02 (Airport Safety Zoning).
Title 5.1, -'25.1 Code of Virginia (Permits Required for Erection
of Certain Structures.)
Engineers, architects,.contractors and developers must be aware
that as WirchOster Regional Airport Expands services and
operations, 'noise associated with such expansion may increase.
Although zoning may soon be suggested to Consideration should
be given to insulating new and existing structures located within
one half (1/2) mile of the end of the air -port runway and 1,000
feet either side of an imaginary extended center line of the
airport runway.
SUGGESTIONS:
New Construction
For new sound -insulated construction, design considerations often •
include: using brick or concrete masonry walls, staggering
studs, insulation. and fiberboard under interior and exterior
finish material's; installing attic space insulation; properly
baffling vents; avoiding single joint roof construction where
interior and exterior materials are attached to the same rafters;
avoiding exposed rafter ceilings; mortar- should be free of pin
holes and all ipints should be well sealed.

PROPOSED USE AND IMPROVEMENTS: Single-family detached cluster housing
REVIEW EVALUATIONS:
Transportation Department - No overall objection to Preliminary Master Plan,
however, my recommendations may be found on the attached plan marked in red.
Before malting final comments, VDOT will require a complete set of
construction plans, drainage calculations and traffic flow data for review.
A land use permit will need to be issued to cover any work on the state's
right-of-way.
Sanitation Authority - Water and sewer capacity will be available after
August 1989. Four items (for changes) are shown on drawing. Please
resubmit.
Frederick County Health Department - No objection. Served by central water
and sewer.
Frederick County Parks and Recreation - If no more than 50% of open space
contains steep slopes, then everything appears to be in order.
Fire Marshal - Will need to comply with Frederick County Chapter 10 on site
plan
Inspections Department - This request shall comply to Use Group "R'
Residential Section 309.0 of the BOCA National Building Code 1987.
REVISER PRELIMINARY MASTER DEVELOPMENT PLAN # 009-89
Frederick Woods
Planning and Zoning - The proposed single-family cluster lots are a permitted
use in the RP zone. The following information needs to be shown on the
master development plan:
1. The percentage of open space which encompasses steep slope areas should be
shown.
2. The plan indicates 3.81 acres of woodland to be disturbed which equals the
maximum 25% allowed. Since.a number of lots will be situated within the
wooded area, calculations showing the total acreage to be disturbed within
all lots should be provided.,
3. An example of the fully landscaped buffer to be placed along Route 647
should be shown.
Additional items which need to be addressed are:
1. The plan shows a small pond along the eastern boundary of the property,
yet the information provided on environmental areas indicates zero
acreage in lakes or ponds. This discrepancy needs to be addressed as the
ordinance allows no disturbance of existing ponds.
2. A satisfactory arrangement for a turn around for the dead end at the
eastern end of the property needs to be provided.
3. The intersection of the entrance with Route 647 should be adjusted to
90°.
4. Easements from the cul-de-sacs providing pedestrian access to common open
space should be considered.
Finally, a plan for storm water management and erosion and sedimentation
control will be required at the subdivision stage, also VDOT comments will
need to be addressed prior to Final Master Development Plan approval.
STAFF RECOMMENDATIONS FOR 10/4/89: Approval, with comments listed being
addressed.
PLANNING COMMISSION RECOMMENDATIONS OF 10/4/89: Unanimous approval, with the
following conditions:
1) No lot in the development will be less than 10,000 square feet.
2) The density shall not exceed 2.8 units per acre.
3) For planning purposes, the applicant shall submit statements of analysis of the
impacts on traffic and schools in the area for the next submittal.

I have completed my review of the above plan. At this time
I can recommend approval of this PMDP.
There are several items that I recommend be addressed or
that I suggest be considered in future design phases. These are:
1. In reference with the VDOT's comment on the temporary
cul-de-sac for the proposed interparcel connection, since this
stub is so short and since a temporary cul-de-sac would, if
placed on site, have an impact on two of the potential lots, the
Developer could consider getting an off -site easement from the
adjacent property owner for the cul-de-sac. Or perhaps VDOT and
the County would consider shortening the stub to be constructed
at this time and have the developer dedicate the right-of-way and
escrow the funds to complete the construction at the time the
connection is required.
2. The entrance to Rt. 647 can easily be made to closer
approximate a 90' intersection since the property it extends
through is "open space".
3. Deceleration and taper requirements will be based on the
established speed limit for Rt. 647.
4. This project will generate approximately 100 Vehicle
Trips per Day. There is a possibility that additional trips
could be added in the future with the development of the Jasbo
property. VDOT should be consulted to determine if a left turn
lane is necessary.

5. The proposed road frontage buffer will provide ample
open space for future road widening needs. The Developer should
provide a right-of-way reservation strip of approximately 20 feet
for future dedication along both Rt. 647 and Rt. 642.
6. Walkway access easements should be considered from the
ends of cul-de-sacs to the open space areas.
7. What will be the disposition of the existing small pond
on the eastern property line. Will it be used for storm water
management or filled in. It does not appear that enough drainage
area flows to this pond to keep it active unless it is spring
fed.
8. Storm water management and suitable off -site drainage
relief requirements will need to be investigated.
9. An erosion and sedimentation control plan will be
required for the construction of this site.
10. Easement extensions from Albin Village should be
considered where appropriate.
The above are the only suggestions for the design of this
development I have at this time.

During our meeting this morning, I raised the question of why the Frederick Woods
Preliminary Master Development Plan was not scheduled for Wednesday's P.M. Board of
Supervisors agenda? To your surprise, you could not believe it was not scheduled and
searched throughout your office for an answer.
It was then discovered that the Board of Supervisors had decided that one week was
not enough time to review PMDP's, therefore, effective immediately, all PMDP's would be
heard the second board meeting after the Planning Commissions recommendations have been
made.
This plan, which has been revised and in your department's approval process for 10
weeks, will now be delayed an additional 3 weeks.
We do not disagree that the Board of Supervisors needs additional time, because we
believe they do. Our concern is that we were not notified of this decision until after the plan
was approved by the Planning Commission. Also this plan was to come before the Board
tomorrow night, October 11, yet we were not made aware of this decision until today,
October 10. i hope this can be prevented in the future.
This letter is for the purpose of updating this project file and notification to our
clients of your departments decision on this matter.

On behalf of Case Edwards Development, we would like to
invite all of the members of the Board of Supervisors, you as
County Administrator and Mr. Watkins, to travel to Easton,
Maryland to view the Case Edwards project that has been in
operation for some three to four years and that would be
similar to the one that is proposed for Frederick County,
Virginia.
We also intend to invite two members of the neighborhood
to accompany us on the trip to Easton.
Accordingly we are arranging transportation, by
airplane, for May 26, 1989 and the plan, at this point, is to
leave the Winchester Municipal Airport at somewhere around
8:30 to 9:30--to fly to Easton, Maryland and to conduct a
tour of the project and return to Winchester by
mid -afternoon.
In order to make appropriate arrangements we would ask
that you advise, no later than Tuesday, May 23, 1989 as to
who would be able to make the trip as proposed.
We have chosen the Easton, Maryland project because it
is similar to the one to be developed in Frederick County
and because it has been in operation for a period of years.
We would also advise that the closest project, by automobile,
is located in Stafford County, Virginia just north of Route
17 before going over the 95 overpass. For those members who
cannot make the Easton, Maryland trip, we would invite them
to view the Stafford County project at their convenience.

The Case Edwards Company plans to develop the Colaw Property with traffic volumes
generated of approximately 2000 TPD, split between entrances on Rte. 647 and Rte. 642.
They do not want to make an existing problem worse and do intend to participate in the
financing of improvements to this intersection.
