REVIEW EVALUATIONS:
Virginia Dept. of Transportation: No overall objection to the

to apply to this office for issuance of appropriate permits

serves this area with water and sewer. The water and sewer
agreements with the city must be adhered to. See attached

II will be presented to utilities committee on Feb.27, 1990

approval shall comply to part "M" Mercantile Use Group Section

BOCA National Building Code 111987".

Dear Kris,
I have reviewed the Preliminary Master Development
Plan as submitted. There are several potential
problems that I would like to bring to the County's
and Developer's attention which I feel can be
addressed if planned for up front. These are as
follows:
A. SITE ACCESS
1. Internal site traffic circulation appears to be
good, but I feel that we need to clarify the impact
of this additional traffic to the one entrance at
Route 11. This entrance/intersection has the
potential of being awkward since the centerline of
the entrance does not match with Route 652. The
additional traffic will have a tendency to magnify
this. Traffic generation figures need to be
established from the ITE Trip Generation manual to
better assess the potential impacts. It is also
recommended that with this expected added traffic,
the entrance alignment be improved.
2. An emergency vehicle entrance is indicated to
Route 706. It
is not clear how this entrance is to

so that it is restricted to only
emergency vehicles. In fact, based on the concerns
listed above,
it may be preferable to create an
entrance along
this road to alleviate the pressure

should be investigated with VDOT for their input.
There would also be some benefits if the 7-11 Store
could combine their entrance with Route 706 in lieu
of direct access to Route 11, which I know is not
in the control of the Developers for this project.
It is my opinion that an additional entrance should
be provided to the site along Route 706.
D o Q (� P ENGINEERS
ARCHITECTS 3. I see improvements needed for Route 706. The
existing right-of-way needs to be indicated on the
SCIENTISTS plans, however it appears to me that the right-of-
way is only about 30 feet. This will not be
adequate for the future. As I see it the minimum
right-of-way needed is 50 feet with 60 feet
preferred, particularly as you approach the
connection to Route 11. Again, the frontage along
the 7-11 Store may not be obtainable at this time
but we should certainly have the right-of-way needs
along this property provided.
B. DRAINAGE
1. As previously recommended, stormwater management.:
needs to be addressed. This project has grown into
a larger scale project than first indicated.
Therefore the drainage impacts have grown. Hoge's
Creek is subject to flooding and therefore any
drainage modifications that would add to this
problem should have their impacts mitigated. Snyder
Lane should be considered. It appears that this
road could be inundated with even minor rainfall.
2. I strongly recommend, as in previous comments,
that any drainage relief for the site be discharged
below the culvert crossing. It would also be
desirable to discharge below the Snyder Lane
culverts if that is practical. We do not want to
add to the headwater being backed up at the
culverts.
C. EROSION AND SEDIMENTATION CONTROLS
1. An E & S Plan will be required as a part of the
detailed site plans for this project. A note to
that --effect should be included on this Master
Development Plan.
The above items need to be addressed prior to use
recommending approval. I also think that VDOT should
be consulted about my comments of the road and
entrance improvements. They may have some input on
future plans.

However, because of planned improvements to Route 706 we re nest a 10' strip
ot property along the existing right-of-way be dedicated for those future
improvements. Before making final comments this office will require a complete
set ot site plans, drainage calculations and traffic flow data from the I.T.E.
Trip Generation Manual, 4th Edition for review. Before startin any work
