REVIEW EVALUATIONS: ALL OF THE REQUIREMENTS FROM THE HIGHWAY DEPARTMENT CITY OF
WINCHESTER, AND THE GREENWOOD FIRE COMPANY HAVE BEEN INCORPORATED ON THE FINAL
MASTER DEVELOPMENT PLAN.
Highway Department — On the south of this entrance we would want the proposed
curbing to tie into the existing curb and to do this it would be necessary to
raise the existing drop inlet to keep from having the hazard location along
the roadway.
City of Winchester — 1) Developer will be allowed one sewer service
connection; 2) Water mains and service details need to be worked out;
3) Water main extensions will be required — will request county approval
after finalization of layout.
Greenwood Fire CompanX — Fire hydrant to be placed as noted on the attached
plans, in front of Building #1 along parking area.
Planning and Zoning — The proposed use of 56 two —bedroom apartments and one
one —bedroom apartment located in four structures is appropriate in the RP
(Residential Performance) Zoning District. Each building contains the
maximum number of units allowed, 16 units per building. The 57th unit will
need to be placed in Building #7, in the northern part of this site. All
review comments from the Highway Department, City of Winchester, and Fire
Company will be noted and incorporated in the site plan and detailed
construction/utility plans for this development. All environmental
requirements are within the guidelines of the RP Code. Disturbance of steep
slopes and woodland areas are addressed appropriately. The code allows 25%
disturbance of steep slopes and 16.22% disturbance is actually proposed for
this development. 30% open space is required for this apartment proposal
which is equal to 1.69 acres of the total 3.124 acres of this development.
Recreation facilities are required, which would equal two recreational units

for this proposal. The applicant proposes to locate the recreation area at
the north end of this site near the end of the parking area which serves
serving Building V. In addition to the required recreation facilities, the
developer is proposing an outdoor, half -court basketball court as a bonus
recreation facility.
It generally appears that all dimensional requirements are met regarding lot
size, setbacks, and other requirements. These particular requirements will
be further detailed on the final site plan. Parking is adequate as well as
lot areas for each of the 57 units proposed. The bonus being applied for
will not substantially reduce the required open space. The proposed
reduction would amount to approximately 12,000 square feet. Buffering and
screening is required along the rear portion of the lots fronting on
Williamson Road with a full screen between the parking area and the
Williamson Road Lots. All buffering and screening requirements are .within
the guidelines of the Residential Performance District. It should be noted
that the screening is labeled as a full screen on the Final Master
Development Plan. This Plan meets the intent of the Final Master Development
Plan concept by adequately showing land uses on the parcel proposed for
development.

Pursuant to Section 36-55.39(B.) of the Code of Virginia, a copy
of which is enclosed, you are hereby notified that the Virginia
Housing Development Authority is considering the financing of
the multi -family residential housing development described in
the enclosed Attachment "A", which is to be situated in your
locality. Should you desire additional information regarding
the development proposal, please contact Mr. James T. Anderson
PO Box 368, Winchester, VA 22601.
If you desire to disapprove the development proposal, you may
do so by certifying to the Authority in writing within sixty
days of the date hereof. A certified copy of any resolution
disapproving the development proposal should accompany the above
certification. We would ask that any such certification be in
the form attached hereto though the statement of any reasons
for your action is optional.
You will -note that Section 36-55.39(B) also provides that the
governing body of a locality may, by resolution, approve the
proposed housing development. If you desire to approve the
development, we would ask that such approval be in the form
attached hereto. A certified copy of the resolution approving
the development must accompany the approval form.

residential housing development. The foregoing notwithstanding, no such
finding need be made if HDA shall have received from the governing body its
certified resolution approving the proposed housing development. (1972, c. 830;
