We have experienced many unsatisfactory service levels at sites where multiple lines of pipe are installed (especially smaller sized pipe culverts). These problems have generally had a negative effect on the hydraulic capacity at the locations where they have been placed. With these facts in mind, we would strongly suggest the following alternatives: 1. Upsize the approved triple line of 30"x19" pipe culverts to receive the flow. 2. Install a quadruple line of pipe culverts to adequate size for hydraulic flow and attach the Special Design Concrete Slab End Treatment (Drawing #2045). With either of these options in order for the flow to tie into the culverts, we would suggest the cross section for the ditch be trapezoidal channel (2:1 side slopes minimum) with a bottom width of 2' or more. The ditch will require an appropriate transition from normal cross section to the culvert entrance. Our concern with the ditch is also centered on the 90' bend just west of the inlet for the pipe culverts, its potential impact on the corner lot (#22) and possible errant water flow toward Route SR 1322. The turn area of the proposed ditch should, as a minimum, have grouted erosion control riprap stone. We require these measures also to save us harmless from possible liability at Lot #22 subsequent to our approval of these alternatives. If you have any questions, please call. It has been decided the right turn lane will be built using program and scheduling funds within VDOT's Construction Budget. We have received the results of the traffic study. The warrants for signalization do not justify signal control at this time. However, the anticipated Route 1322 traffic projections approaching Route 1200 from the west (east bound) satisfies the criteria for a full width right turn lane and taper. A 12' wide by 150' long right turn lane with 150' long variable width (1270') taper should be constructed. This should be done symmetrically with the center line of Route 1322. The necessary widening results in new drainage and safety concerns. The need to extend the existing double line of 72"x55' C.M.P. and affect on Structure No. 26 and Culvert No. 26 should be addressed. Possible curb & gutter along the 50' radius and extension along the turn lane may be necessary to address the drainage and safety concerns. Planning and Zoning: Project History On November 23, 1987, a master development plan was approved by Frederick County to allow for the construction of 180 two -bedroom townhouse units on 20.278 acres. Subsequently, a subdivision design plan was reviewed and approved and final plats were recorded for the development of the 180 townhouse units on May 8, 1991. A site development plan was approved on May 22, 1991; however, this plan has expired as building permits were not applied for within 18 months from the date of approval. The applicant has not received approval of a revised site plan for townhouse units, and the site remains in its current undeveloped state. Project t Scope A master development plan has been submitted which proposes to change the housing type from 180 two -bedroom townhouse units to 76 single-family detached zero lot line residential units. Issues A) Environmental Features The County Engineer has expressed concerns with the location of wetlands on -site, as well as with the overall drainage design for this subdivision. This plan needs to be revised to accurately depict the floodplain and wetland areas, and to account for the amount of these areas that are proposed to be disturbed. Narratives need to be included on this plan which describe how stormwater management concerns expressed by the County Engineer will be addressed. B) Disturbance of Floodplain The applicant has proposed to disturb the area defined as floodplain. It appears that this disturbance is for the purpose of connecting Old Dominion Drive with Fort Collier Road, and for the development of a stormwater management facility. Section 165-31(13)(1) of the Zoning Ordinance gives the Planning Commission the authority to allow disturbance for this activity. The disturbed portions of the floodplain should be clearly delineated before this waiver is granted by the Planning Commission to ensure compliance with this ordinance provision. C) Buffer and Screening Requirements Dominion Knolls MDP #001-97 Page 3 March 20, 1997 Residential Separation Buffer The applicant has proposed to provide a full screen between this subdivision and the Briarcliff subdivision located in the City of Winchester. The landscaping associated with this buffer needs to be relocated between the Briarcliff subdivision and the six- foot high board -on -board fence. 2. Road Efficiency Buffer The applicant has proposed to provide a full road efficiency buffer along Fort Collier Road. The note under Project Summary needs to be revised to remove the language "without landscaping", and a detail needs to be incorporated which describes the type and location of plantings to be utilized. An easement needs to be provided throughout the open space area for the single row of evergreen plantings, as the 80- foot area provided for the buffer distance is located within the floodplain. D) Infrastructure Improvements The lot sizes proposed with this subdivision require curb, gutter, and sidewalks along both sides of all streets, as well as streetlights at the intersection of all streets. This requirement needs to be indicated on the final master development plan. E) Buildable Lot Area Several lots that will be developed along Old Dominion Drive, and two lots that will be developed at the end of Rawlings Avenue, will be constrained due to floodplain area and the existing sanitary sewer line/easement. A lot depth of 55 feet will be realized in these areas which will allow for a residence to be developed similar to the adjoining Hampton Chase zero lot line development. However, a required 25-foot front setback and a 26- foot standard structure depth will only leave four feet for the construction of decks. This may create a situation where property owners or builders will have to apply for variances. STAFF RECOMMENDATION FOR 3-5-97 PLANNING COMMISSION MEETING: Approval, provided that all review agency comments are addressed, as well as all comments and concerns of the Planning Commission and Board of Supervisors. PLANNING COMMISSION SUMMARY & ACTION OF 03/05/97: The two main issues of concern discussed by the Commission were the residential separation buffer between this subdivision and Briarcliff, and the buildable lot area of the lots along Old Dominion Drive. The 6 Dominion Knolls MDP #001-97 Page 4 March 20, 1997 design engineers stated that they would revise the master plan to accommodate the required buffers as requested by the staff; however, they preferred to address the buildable lots issue at the final design phase, when lots are typically laid out for the subdivision plat. Commission members noted that with the zero -lot line construction, combined with the buffer and utility easements and setbacks, there was virtually no room for expansion and they were concerned it may create a situation where property owners or builders would be applying for variances for decks. The Planning Commission was pleased to see the reduced density and the curb and gutter; and many members felt the single-family dwellings were more appropriate at this location than the townhouses. Clifford and Associates, Inc. 200 North Cameron Street Winchester, Virginia 22601 RE: Revised Preliminary Master Development Plan - Dominion Knolls Frederick County, Virginia Dear Steve: We have completed our review of the revised preliminary master development plan for Dominion Knolls and offer the following comments: 1) Under the table titled "Environmental Features" there are no indications of wetlands on the subject property. However, based on our site inspections, it appears there are potential wetlands in the vicinity of the proposed stormwater management facility as well as along the western property boundary within the natural drainage way. This issue should be addressed and corrected, if appropriate. 2) We are aware of an existing drainage problem northeast of Battle Drive along the existing sanitary sewer line. As indicated by the topographic survey, this area is relatively flat and has a tendency to pond water during wet weather. We have responded to several complaints about standing water and mosquitos in this area. These site visits are the basis for questioning the wetlands issue in this area. According to the preliminary master development plan a majority of the site bordering Hampton Chase has been slated for lot development. This area currently serves as a major drainage way for runoff derived from the Briarcliff Subdivision as well as a portion of the runoff from Hampton Chase. Because of the numerous rock outcrops, it has proven difficult to construct a consistent cut section as evidenced by the perimeter drainage channels around Hampton Chase. The subdivision design should include current topographic information to ensure that the berm will not create an isolated drainage problem within the Briarcliff Subdivision. Isolated storm drains may be required under the berm to maintain current drainage patterns. 4) Revised drainage calculations and corresponding designs will be required at the time of the subdivision submission. This review is very rough due to the limited amount of information prodded. In general, no major concerns were raised by the review and the overall concept of the Master Development Plan is desirable. The following issues have been identified during this preliminary review arid should be addressed prior to any future submission of this Master Development Plan: 1) A residential separation buffer is required between the existing single family detached housing in the City and the proposed zero lot line residences. 2) Identify the location of, and provide access to, the required 30 percent open space. 3) The entrances to the proposed development should be aligned with existing road intersections on Baker Lane and Fort Collier Road, thus creating cross intersections. 4) The width of the proposed right-of-way, consistent with VDOT requirements, should be shown on the Master Development Plan, 5) The dimensional requirements for zero lot line developments prescribe a minimum lot size of six thousand square feet and a maximum lot size of seven thousand square feet. Several of the lots shown appear to be just outside of that range. 6) The maximum impervious surface ratio per lot for zero lot line residences shall not exceed 0.40. Several of the lots shown appear to exceed this requirement. 7) A maintenance easement of 8-10' must be provided on the adjoining lot adjacent to the _ zero lot line. These easements should be shown on the Master Development Plan 107 North Kent Street - Winchester.
