As requested, we have performed a punchlist inspection on the
referenced development. The following list of items will need to
be addressed before we can consider Canterbury Lane eligible for
addition into our Secondary Maintenance System.
I
1) The asphalt cut around the water valve at the intersection of
Canterbury Lane with Route 1318 will need to be repaired.
2) The fire hydrant water valve in front of Lot No. 4 will need to
be raised.
3) The cracked curb & gutter at the end of Canterbury Lane will
need to be replaced.
4) The crushed culvert end under the intersection of Canterbury
Lane and Route 1318 will need to be straightened and adjacent
ditch line erosion repaired.
5) Several low areas behind the curb & gutter throughout the
project will need to be filled, topsoiled, seeded and mulched.
I would also like to remind you the interior sidewalk along
Canterbury Lane has never been installed. Since sidewalk is not
required by the Department, its installation is not necessary in
order to add the street to our maintenance system. However, since
it was shown on the approved site plan, concurrence from Frederick
County as to whether it is needed now or in the future should be
obtained.

PRELIMINARY MASTER DEVELOPMENT PLAN # 014-88
Canterbury Square (formerly New Dominion)
Buffers and screening requirements in relation to the adjoining single-family
traditional dwelling to the northeast will have to be met. The applicant is
proposing a 100' buffer. This will require a landscaped screen which must
include a 10' landscaped easement and a six foot high opaque hedge, fence,
wall, mound, or berm. More detail on the screen is needed.
The applicant proposes to provide underground utilities under the bonus
provisions. This allows as much as 4% to be subtracted from the required
open space.
To avoid direct access to Westminster -Canterbury Drive, the plan proposes to
use two shared 40' driveway easements to secure eight units. At the time of
subdivision approval, methods must be proposed to guarantee the construction
and maintenance of these driveways.
STAFF RECOMMENDATIONS: Approval with the following additions to the Final Master
Development Plan:
1. A conceptual plan for stormwater management.
2. A general statement of the type of recreational facility to be provided.
3. Statements, profiles, cross -sections, or examples clearly specifying
screening.

REVIEW EVALUATIONS:
VA Dept. of Transportation - No objection to the preliminary master
development plan. Sight distance appears to be adequate. Final comments
will be made when subdivision plans are submitted.
Sanitation Authority - Water and sewer available, but need an 8" waterline,
not a 6" .
Round Hill Fire Company - No objection.
Fire Inspector - Plan shows three hydrants which are adequate for the area,
however, the hydrant on New Dominion Drive is shown on a dead end 6" water
main. Unless this is looped, it will have to be on an 8" main per NFPA
Article 1141, 3-6.9. Also hydrant should be 3' from curb line - maximum.
Inspections - This request for the preliminary plan shall comply to Section
309.0, Use Group R, of the BOCA Basic National Building Code 1987.
Planning & Zoning - The proposal is for 20 patio housing lots, which is an
allowed use. Environmental requirements have been addressed. A conceptual
plan for stormwater management is needed. Common area is located in the
lowest portions of the site and would easily accomodate retention, if
needed.
The plan proposes to reduce the required open space from 30% to 27%, through
the use of bonus provisions. Because lots will be used that are less than
5,000 square feet, one recreational unit must be provided. A general
statement of the type of recreational facility to be provided should be
included.
Dimensional requirements can be met. The maximum impervious surface ratio
per lot of 50% will have to be met.

meet the intention of the ordinance.
My understanding is the fence will be a wooden two board fence
approximately four feet high,located at least three feet off of
the retaining wall,. The trees. will need to be a minimum of five
feet high, planted in the area between the retaining wall and the
fence on eight foot :centers in order to provide the intended
screening.

Some months ago you and I met on the site at Canterbury
Square to discuss the location of a perimeter fence along
Lots 10, 12, 14, 16, 18 and 19.
Rather than construct a solid five foot fence
immediately adjacent to the retaining wall, which is already
in place, it was discussed and determined that a two board
fence placed four feet away from the wall, with a single row
of evergreen trees in between the fence and the retaining
wall, would be sufficient to meet the patio home ordinance.
I have sketched the approximate location of this fence and
tree line for your review on a copy of the site plan.
Construction is imminent and, therefore, your immediate
review of this is requested. Please give me a call once you

My office has no objection to the proposal, however, before we can make our
final comments it will be necessary to submit a complete set of subdivision
plans for our review.
