Frederick Pike Winchester, VA Today you came to my business (As above letterhead) to request my views on the unrest occurring as a result of conflicting personalities .living on Purcell Lane. A brief explanation is in order. Several years ago, the exact number is hardly important, an employee of mine desperately needed a place to live, and was willing to invest considerable 'sweat equity' in a house in the price range he could afford. We chose the small house at 1108 Purcell La for several reasons. The price was certainly right, it really did need a lot of sweat equity, and the neighborhood was one of those sleepy forgotten edge of town areas where the people knew each other. My employee moved in, and began the renovation. The house was transformed from a box with rooms where people turned the water off/on at the curb because none of the faucets worked, into a rather nice batchelor's residence. The neighborhood began a general 'sprucing up', and property values improved; always a good thing for everyone. With only one exception, there was little or no friction. 'Prue, the street, typical of anything built in the 1930's/40's, was narrow and had no outlet, however most people accepted things as they were and managed their life. The exception was/is Mr. Robert Turbin, who lives at 1115 Purcell, across and slightly -to the North of my property. From the first, he seemed to be a person with no aim in life except to be a problem for others. His idea of property rights appears to be that he has them all, others only have theirs at his discretion. He helps himself to others property, enters them without regard for doors, locks, and gates, and removes items for 'safekeeping' (I often wonder if the item is safer at his house than mine?). Several times, we have had minor glitches in our contact with each other, generally of just being in the way and obnoxious at times and places that were obviously not his concern. Recently he and my latest tenant have turned a minor incident into the beginning of a 'Hatfield and McCoy' feud. While not actually there to witness the beginning of the unpleasantness, it appears that a friend of my tenant parked/backed unto/let his tires touch, ect, Mr. Turbin's yard, and words were exchanged. Not much later it seems that Mr. Turbin backed his vehicle into the 1108 Purcell Lane mail box post, breaking it off. x At this point, I can speak for events. Ms Webb called me asking that I talk to Mr. Turbin and 'Make him repair the mailbox post.' My reply was 'Not my problem, you are two grown people, figure it out, let him fix the post, and don't bother me about it.' Turbin comes over to my place of business, and complains about 'That crazy lady won't let me fix the mailbox.' Again, not my problem, get together with her and work it out. Then the phone calls begin, aluding to my giving a Turbin a heart atack with my callousness. The next thing I know, the Post Office is calling me about a mailbox! Now I understand that Turbin wants to ban on street parking on Purcell Lane. It occurs to me that occasionally people are misread, and good intentions not understood. Sometimes one can grumble about someone, and another will rise to their defense. This is not the case with Mr. Turbin, I am confident that my opinion is the majority opinion. For all the time I have had reason to be on Purcell Lane, he has been a problem,.directly or indirectly by inciting discontent. 'This latest aggravation, in which he attempts to hide behind the cloak of 'For the public good' is merely a continuation of his style, and of course since he has a driveway (even though it appears by his driving ability to really need a limited access cloverleaf) banning on street parking will affect him less than most other residents. In fact, it should be noted that 1108 Purcell also has a drive, so in the strictest of terms it won't affect my property either, so my objection is not self serving, it is to register my complaint with the carbuncle of the lane and his yet another attempt to create unrest in the area. In summation, the neighborhood should ask the county to leave the parking situation the way it has been for many years, ie, no rules except the rules of common courtsey, and to close ranks and ignore to the greatest extent possible Mr..Turban. Turben, who is a personal friend and a fellow Vietnam (in country) Veteran. My first meeting with Robert was through the Disabled American Veterans Chapter # 9, Winchester, VA in 1990. He immediately impressed me with his genuine desire to serve and assist those in need. I've never known anyone so committed to serving and caring for his family, helping his many veteran friends and providing quality service to all the customers who call upon his locksmith skills, even if it's 3:OOAM in the morning. Because of my job as a Veterans Employment Counsleor, Robert came to me seeking some guidance in changing his vocation. He started with a desire and a dream to be a locksmith and through his own committment to this dream, his family and his faith in God he is now a Master Locksmith and has his own business. Considering that 600 of all new small business ventures fail in the first year, I'd say he's living out his dream and thanking his Lord and Savior Jesus Christ everyday for the blessings to serve his fellow man in this capacity. I believe in my own heart that Robert is one of the most sincere and honest men that I've had the honor to call a friend. I've never known him to have any negative or selfish intention towards anyone.
