This letter is to confirm the Frederick County Board of Supervisors' action at
their meeting of June 8, 1988:
Approval of Conditional Use Permit Request #009-88 of Reading Landscapes, Inc.
for a landscaping contracting business and retail nursery sales. This property
is located on the west side of U.S. Route 522 North at Albin, in the Gainesboro
Magisterial District, with the following conditions:
1. This is a one-year permit to be reviewed and renewed annually by the staff,
the Planning Commission, and the Board of Supervisors.
2. If the use, occupancy, or ownership of the property changes, this conditional
use permit shall expire and a new conditional use permit will be required.
3. Off-street parking is required.
4. All VDOT and Health Department requirements be met.

PROPOSED USE AND IMPROVEMENTS: Landscaping contracting business and retail
nursery sales business
REVIEW EVALUATIONS:
VA Dept. of Transportation - No objection to the proposed conditional use
permit. A commercial entrance, meeting the Department's minimum standards
with adequate sight distance, will be required. Before we can comment
further, it will be necessary to submit to our office a site plan for
review.
Sanitation Authority - Water and sewer is not available.
Health Department - Site visit on 4/7/88 revealed no evidence of septic
system malfunction. Therefore, Health Department has no objection to the
present conditional use permit, given that only one office employee will be
added to the system, in addition to the occupants of the house.
Round Hill Fire Company - No comment.
Planning - No objections. A site plan should be submitted for review and
approval. The plan should include off-street parking, site improvements, and
VDOT entrance requirements.
Zoning - Ordinances to allow this type of use are currently being advertised
for adoption by the Planning Commission on June 1, 1988 and by the Board of
Supervisors on June 8, 1988.

STAFF RECOMMENDATIONS: Table, until the next Planning Commission meeting after
the adoption of the appropriate, ordinances to allow this use. The following
conditions will be recommended by the staff:
1. This is a one-year permit to be reviewed and renewed annually by the staff,
the Planning Commission, and the Board of Supervisors.
2. If the use, occupancy, or ownership of the property changes, this conditional
use permit shall expire and a new conditional use permit will be required.
3. Off-street parking is required.
4. All VDOT and Health Department requirements be met.
PLANNING COMMISSION RECOMMENDATIONS OF 6/1/88: Tabled, until the Board of
Supervisors acts on the amendment allowing businesses retailing nursery stock and
related materials and landscape contracting businesses as a conditional use in an
agricultural zone. The vote was:
