Sanitation Dept.: No comments. Planning and Zoning: This use would not appear to change the character or established pattern of development in the area. No external changes are proposed and customer visits are not expected to any noticeable degree. However, the staff has some concern about this type of activity in a residential neighborhood. It is not clear that this activity conforms with the definition of '.'cottage occupation" as an activity that is clearly incidental and secondary to the use of the dwelling for residential purposes, as the machinery involved is more along the lines of what would be expected in a light industrial district. Because of the nature of the machinery involved and the associated electrical demand, there is potential to adversely affect surrounding properties. Therefore, careful consideration should be given to electrical supply, building code requirements, and hours of operation. The possibility of electromagnetic interference with nearby radio and TV reception and of noticeable power drains on nearby households is a concern. Also, the garage floor may not be structurally adequate to support this machinery. It would be desirable to have an engineer's assurances that the floor would be structurally adequate for the proposed use and that the electrical and electromagnetic interference potential would be acceptably low. Essentially, all cutting fluids are flammable to some degree. The heat produced by cutting is absorbed in the cuttings, which when soaked in cutting oils can easily be ignited also. Water is ineffective and possibly explosive when applied to this type of fire. Another problem with cutting operations is the production of toxic and/or flammable vapors which can pool in building cavities or low areas, such as basements, creating further fire hazards and dangers for occupants. Firefighters responding to a fire or incident in Fredericktown or any other subdivision would not be expecting to encounter this type of hazard in a residential area. These type of "surprise" situations often result in firefighter injuries. The 1987 B.O.C.A. Building Code requires a 3 hour rated fire wall between factory and residential uses and the National Fire Protection Association recommends machine shops be in fire resistant structures. Neither of these items are met in a residence of typical frame construction. In light of these concerns, it is my recommendation that this conditional use permit be denied. Fire separation be placed between the garage and living spaces as required by 19e7 B.O.C.A. Table 902. Mr. Kovach's explanation of his planned operation is on a much smaller scale than I had envisioned, when I made my original comments. The size pieces he presented as a sample of his work are much smaller and more in detail than a "Mass Production" Machine Shop would be producing. I've discussed my concerns about lubricants and disposal of shavings with Mr. Kovach and he said he shares those concerns as his home and family are at risk if he does not exercise absolute caution at all times. The question of structural loadings on existing garage floor slabs, as well as electrical ampacity and neighborhood interference, were raised at the time of application, by the planning staff. Their primary concern seemed to be with the nature of the machinery to be used. The present garage has a 120/24OV, 100 Amp, single-phase electrical panel, which currently serves wood hobby equipment as follows. The full load running Amps of each is shown in parenthesis at righ of each item: 1) 5 hp. Craftsman wood planer (40.6 Amps) 2) 2 1/2 hp radial arm saw (20.3 Amps) 3) 1 1/2 hp band saw (12.1 Amps) 4) 2 hp multi -purpose air compressor (16.3 Amps) The proposed equipment to be installed would be as follows. The full load running Amps and weight of each machine is shown in parenthesis at right of each item: 1) 3 hp metal lath 2) 2 hp milling machine 3) 1 hp band saw 4) 1 hp grouter (24.4 Amps) (1,700 lbs.) (16.3 amps) (2,400 lbs.) (8.12 Amps) ( 946 lbs.) (8.12 :Imps) (1,287 lbs.) Most all of the above machines, both wood and metal, are variable speed from 90 rpm to 3,400 rpm. It should be noted that, as Mr. Xovach installs the new machinery, the old equip- ment will be removed. Stiles, Chairman i Ref: Public Hearing September S, 1990 Conditional Use Permit Kenneth D & Theresa Kovach In a prototype shop such as this size and operation, only one machine can be used at a time, so the largest current drawn by machine load would be 1) above, 3 hp metal lath, drawing 24.4 Amps. The existing machines have not created any neighborhood electrical interference reported to date. However, should any interference occur, squelch -type devices are readily available for a multitude of signal types. The existing garage floor is 4 1/8" thick, 3,000 psi, Class A concrete on standard stone base and reinforced with 6 x 6 x 10/10 WWM. The heaviest piece of equipment is the milling, or drilling, machine which rests on (4) adjustable leveling pads, approximately 61, x 6" square. Total weight is 2,400 pounds, or 600 pounds per 6" x 6" pad. Four (4) pads @ 36 square inches equals 144 square inches, or one square foot. Therefore, the heaviest machine loading equals 2,400 lb. machine : 80% loaded slab which is 3,000 lbs./Sq. f t. bearing value quite accep- table. The similarity between height, size and electrical demand of the present hobby woodworking machinery and the proposed metal working machinery is quite obviously comparable. Both types of above are in the general hobby -class category. Mr. Kovach has copies of similar -type equipment for review.
