Locate existing well, extend casing out of ground at least one foot, install pitless adapter and a sanitary well seal. Once this has been completed and the system chlorinated, three water samples will be obtained by this office over a period of two weeks. All sample results must show zero coliform present. Once child day care center is operational, quarterly water samples will be collected and submitted for testing by the center. Food Preparation/Food Storage Areas: All areas in kitchen and storage rooms where paint is peeling must be thoroughly scraped and repainted/repaired. All equipment and utensils utilized for food preparation and storage must comply with Rules and Regulations of the Board of Health Corrmonwealth of Virginia governing restaurants. A copy is enclosed. If existing hooded ventilation system over grill area is used, it must comply with and be inspected by the local fire department standards. Facility.and equipment must meet current code require- ments for plumbing, electrical, as well as fire and health before final food permit will be issued. E P Page 2 TO: Steve Owen, Assistant County Administrator There was no evidence of any sewage disposal problem associated with the school during our visit, and since the number of children will be substantially less than when the school was previously open, this office would anticipate no irrmediate problem with the system under normal use and weather conditions. Box 601, 9 Court Square Winchester, VA 22601 RE: Request for a Day Care Center in the former Gore School Dear Mr. Owens: On March 5, 1990, a courtesy inspection was performed by the Inspections Department for a Day Care Center at the former Gore School, located on State Route 751, in the Back Creek Magisterial District of Frederick County, Virginia. This is a pre -code building used as a school, which is Use Group "E" Education according to the BOCA National Building Code. A change of use for a Day Care Center would not be.necessary as this would also be a "E" Education Use Group, above 22 years. There would be no modified changes to the structure, as this will remain under the same use group and the fact that this is a pre=code building. The following corrections will be necessary: 1. Underground gasoline and oil tanks shall comply with E.P.A. require- ments or standards 2. Clean boiler and reassemble and have state boiler inspection (inspection expired in 1988) 3. Remove all storage in crawlspace 4. Check plumbing leak on water closet above crawlspace 5. Strap electric conduit hanging down in crawlspace 6. Strap all electric cables hanging loose or down 7. Close all junction boxes with blank covers and close all openings in outlet boxes and panel boxes 9 Court Square - P.O. Box 601 - Winchester, Virginia - 22601 I] Owens Letter Page Two 8. Remove all loose end cables or install all cables in junction boxes 9. Check all wiring, outlets, lights, switches and equipment to'make sure that it is in good working order 10. CHAPTER I ADMINISTRATION 101-1 1-3.6 The Code does not attempt to address those general fire prevention or building construction features that are normally a function of fire prevention and building codes. 1-3.7 The prevention of accidental personal injuries during the course of normal occupancy of buildings, personal injuries incurred by an individual's own negligence, and the preserva- tion of property from loss by fire have not been considered as the basis for any of the provisions of this Code. In various chapters there are specific provi- sions for existing buildings that may differ from those for new construction. 14.2 A limited but reasonable time shall be allowed for com- pliance with any part of this Code for existing buildings, com- mensurate with the magnitude of expenditure, disruption of ser- vices, and degree of hazard.
