Construction of house is complete. STAFF COMMENTS: Applicant had a surveyor stake the house location prior to construction and the contractor violated the setback line in spite of this precaution. This has certainly created a hardship for and through no fault of the applicant. The contractor should be held responsible in some manner but unfortunately this system provides no way to punish him. The proposed house location on the .building permit indicated the correct location within the setback lines.
