Further, the existing structure is small and is no longer of adequate size for the family. STAFF COMMENTS: The front setback requirement for this parcel is 601, which is primarily to provide for substantial separation of dwellings and roads to maintain the character of the Rural Areas district. The house is in a fairly remote area and it is not necessary to separate the house from the road as much as is normally required since the road is now abandoned. Given the existing topography and development patterns, there is no real likelihood of other houses or roads being placed near this house. Therefore, the location of the proposed addition is not likely to adversely impact any other properties. 0 Concerns about the floodplain problems on this property have been appropriately addressed through an engineering study, and the addition will be constructed to avoid floodplain problems. While the strict application of the "undue hardship" requirement is not met here, there is a reasonable case for granting the variance. Basically, the report indicates that the finished floor of the proposed addition to the Bowser residence should be established at or above elevation 570.5. I understand that Mr. Bowser plans to construct an addition supported on wooden poles similar to the existing garage structure. The proposed foundation support should be designed to accommodate the flood velocities and to allow the flows to pass unimpeded under the building addition.
