Based off of the review of the Drawings, all of the previous VDOT comments have been addressed and the Site Plan is approved by our office. Please ensure that all applicable agencies have the most recent set of approved Drawings. We offer the following general comments: • Our review and comments are general in nature. Should details be overlooked during plan review or conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the department. • Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit Special Provisions. • A preconstruction conference shall be held by the engineer and/or the developer with the attendance of the contractor, various County agencies, utility companies, and VDOT prior to initiation of work. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • Any construction related changes to the approved plan must come through the design engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review. • A Land Use Permit shall be obtained before any work is performed on the State's right-of- way. The permit is issued by this office and may require application fees, the salary & expenses of a State assigned inspector, and surety bond coverage. Further specify compliance with the Zoning Ordinance section number and that signs require a separate building permit. The sign type is a freestanding (monument) style sign — for the RA zoning district is may not exceed 10' in height and 50 square feet. (it's not written in the sign ordinance but has been allowed by Mark — one of many corrections we will be making as that section is updated in our ordinance this spring). The area of the sign measured is the sign face, refer to the definitions in the ordinance which provides a visual example. I confirmed with GIS, they now only assign building addresses at time of building permits. They still will request review at time of site plan to know what is in the pipeline, but won't assign addressed during site plans. This was news to me as well so we will update our comments moving forward. Please let me know if we need to discuss further. There were a couple items I wanted to run by you to get your thoughts before I resubmit: • On the sign size, the owner hasn't determined what size sign they'd like to place yet. Can I just state the maximum allowed per the County code, and that the sign will conform? I've added the note stating that the sign is subject to a separate permit with the County. • I also haven't been able to determine what the maximum sign size can be for the site. Would this be considered a freestanding building entrance sign? Section 201.06 lists a maximum height of 5' for a building entrance sign in RA district, but then also lists the maximum size as 4 sq. ft. Those seem to contradict each other, as a sign 5' high could only be 0.8' wide in order to have a total area of 4 sq. ft. I may be misinterpreting the code language, not sure. • I had previously submitted the plan to GIS, but their response was only that a road name wasn't needed at this time, and no address was provided. I noticed on a different project recently they mentioned that an address would be assigned after the final plans are approved, so perhaps their system of assigning addresses during plan reviews has changed?
