Add the site plan number, SP# 42-17, to the plan set. Response: We have added the county SP number to the plans. (see sheet CS001) 2) Utility Contacts. On Sheet 1 "Frederick County Sanitation Authority" should be changed to "Frederick Water," reflecting the change in the name of the organization. Remove reference to individual points -of -contact at each entity. Response: We have corrected for the new name of the agency as requested. (see sheet CS001) 3) Notes & Legends. On Sheet 2, the following revisions should be made: • Site Address: Following comments from the County's Department of Geographic Information Systems (GIS), specify the address on Warrior Drive under "Site Development Summary." Response: Per discussions with Patrick Fly, we have identified the new park road name as Line Road an address has not yet been assigned. (see sheet CS002) • Proposed Use: Further specify the "Proposed Use" as Park/Parking Area under "Site Development Summary." Response: We have specified the proposed use as park/parking area. (see sheet CS002) • Signs: Provide the required sign setback (Front: 10'), sign height (15') and total size (100 square feet (SF)). Add the required sign notes, citing the Zoning Ordinance section number. Specifythe location of the proposed sign on subsequent pages (Sheet 5). Add a note that signage requires a separate building permit. Response: We have added the park entrance sign and notes to the plans as requested. (see sheets CS1001 and CS1002) If no sign is provided, add a note to this effect. Response: A sign has been added to the plans. (see sheet CS1002) Pen 7 East Piccadilly Street :hester, Virginia 22601 T:540-667-2139 F: 540-665-0493 • Parking: The following revisions shouldbe made: o Specify (and add a note) how the parking was calculated. On similar plans (ex. Rose Hill Park; Frederick Heights Park) parking was determined based on the anticipated use of the park; and in regard to the parks proximity to the neighborhood. Response: Parking has been calculated on 2.4 acres of park space and the ITE land Use category 411 City Park which requires 15 spaces per acre. This results in a required parking of 32 spaces. o Confirm the number of parking spaces as 53 (as shown on Sheet 2) or 54 (as shown on Sheet 26). Response: We now have 53 parking spaces. o Specify the number of parking spaces for Phase 1 (53), and Phase II (28), and the total number of spaces overall (81). Response: We have specified the number of parking spaces as 53 in phase 1 and 38 as future. o Staff has concern with the placement of future parking, as the outline of this potential parking lot appears to conflict with the proposed stormwater management pond (Bioretention Basin B, see Staff mark-up on Sheet 26). Response: Understood. Future parking expansion will be coordinated under a separate site plan and will accommodate all proposed campus expansion at that time. 4) Future Phases. On Sheet 5, add a note that future phases (including the picnic shelter, restrooms, and additional parking) will require a site plan amendment. Another option is to have future phases approved as part of this site plan, in which case add a subsequent site plan sheet entitled "Site Plan - Phase II" and provide the applicable details (such as building heights, etc.). Response: We have further clarified the plans to include phases 1 and 2 under the current site plan and future phases requiring a site plan amendment. 5) Landscape Plan. Cite the applicable Zoning Ordinance Section (§165-203.01) for landscaping and plantings. Response: We have added the requested notations to the landscape plan. (see sheet CS 2002) 6) Site Lighting. Provide details on any site lighting for safety and visibility during periods of lowlight. If any site lighting is proposed a photometric plan will also be required. As applicable, the photometric plan it should fulfill requirements outlined in the Zoning Ordinance. Add a note that all lighting will conform to Section 165-201.07, Outdoor Lighting Standards, of the Frederick County Zoning Ordinance, and will bedowncast and full cutoff. Response: The park area will be a dusk to dawn facility. No lighting is proposed at his time. We have added note 20 in the construction notes specifying that any lighting installed in the future shall be in conformance with the section 165-201.07 of the zoning ordinance. (see sheet CS002) If no site lighting is provided, please add a note to this effect on Sheet 2. Response: We have added a note in the site development summary to the plans. Additional Staff Recommendation S) Staff recommends including the 13 additional parking spaces as shown in the mark-up on Sheet 5 since it will otherwise be included as part of this parking area, further requiring curb and gutter to only beinstalled once.
