The above -referenced site plan was approved on February 1, 2018. The site plan is approved for the
10.65-acre Frederick Heights Park, which includes a walking trail, picnic areas, and 14 parking spaces
in the RP (Residential Performance) Zoning District in the Red Bud Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. Attached are three (3) copies of
the approved site plan by the Zoning Administrator. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and
an approved copy must be kept on the construction site throughout the development process. Once
site development is complete, the owner(s) should contact this office to schedule an on -site inspection.

Randy, staff has received your resubmission of SP #40-17. The following comments remain outstanding and
should be addressed prior to a final submission:
Sian Location — in the comment response letter dated January 3rd, it is noted that the proposed free-
standing monument sign is depicted in the plan set. Staff is unable to determine the location of this
proposed sign; please provide an electronic copy (PDF) of Sheets 3 & 6 which clearly depicts the
location of the proposed park sign. Staff acknowledges the sign setback, height and SF is correct as
noted on the plan set.
• Agency Approvals — in the comment response letter dated January 23rd, is noted review agency
comment letters are included, however no copies were provided. Please provide hard copies of the
required review agency comments with the final submission for staff to include in the project file.
Once the above comments are addressed at least five (5) hard, signed copies of the plans may be provide to
Planning & Development for approval by the Zoning Administrator.

We are in receipt of the Frederick Heights Park Trail and Parking Lot comments dated October 24, 2017,
and offer the following responses:
Comment 1: Site Plan Reference. Add the site plan number, SP# 40-17, to the plan set.
Response: Site plan number SP# 40-17 has been added to the cover sheet (sheet 1).
Comment 2: Sk-ned Seal. A signed seal of the certified Virginia land surveyor, architect, or engineer
who prepared the site plan should be on the inal submission.
Response: The plan set has been signed by a professional engineer with final submission.
Comment 3: Approvals. Update the signature line to "Zoning Administrator, " remove reference to
"Subdivision Administrator. "
Response: The approval block on sheet 1 has been changed to Zoning Administrator.
Comment 4: Utility Contacts. On Sheet I "Frederick County Sanitation Authority" should be changed to
"Frederick Water, " reflecting the change in the name of the organization.
Response: FCSA has been changed to Frederick Water on sheet 1 under utility contacts.

A VDOT review has been conducted for the Frederick Heights Park Trail & Parking Lot site plan with a
signature date of October 24, 2017. Based off of the review of the drawings, all VDOT requirements
have been addressed and the site plan is approved by our office. Please ensure that all applicable
agencies have the most recent set of approved drawings.
We offer the following general comments:
• 0
• Please submit two sets and a CD of these approved plans to our office for permitting
purposes.
• Our review and comments are general in nature. Should details be overlooked during plan
review or conditions in the field exist such that additional measures are warranted, such
measures shall be completed to the satisfaction of the department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road
and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control
Devices, and Land Use Permit Special Provisions.
• A preconstruction conference shall be held by the engineer and/or the developer with the
attendance of the contractor, various County agencies, utility companies, and VDOT prior to
initiation of work.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a
pipe or drainage easement.
• Any construction related changes to the approved plan must come through the design engineer
to VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right-of-
way. The permit is issued by this office and may require application fees, the salary & expenses
of a State assigned inspector, and surety bond coverage.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval caimot be granted. This site plan cannot be
approved until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staff s comments listed below and then prepare a revised site
plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference. Add the site plan number, SP# 40-17, to the plan set.
2) Si2ned Seal. A signed seal of the certified Virginia land surveyor, architect, or engineer
who prepared the site plan should be on the final submission.
3) Approvals. Update the signature line on Sheet 1 to "Zoning Administrator;" remove
reference to "Subdivision Administrator."
4) Utility Contacts. On Sheet 1 "Frederick County Sanitation Authority" should be changed
to "Frederick Water," reflecting the change in the name of the organization.
5) Proiect Information. On Sheet 2, the following revisions should be made:
• Signs: Update the required sign setback (Front: 10'), height (12') and total size (50
square feet). Add the required site notes, citing the Zoning Ordinance section
number. Specify the location of the proposed sign on subsequent pages (Sheet 3).
Parking: Provide the required/provided parking setbacks (Front: 10% 5' from all
other property lines). Specify (and add a noted) how the parking was calculated.
On similar plans (ex. Rose Hill Park) parking was determined based on the
anticipated use of the park; and in regard to Frederick Heights the parks proximity
to the neighborhood.
• Site Lighting: Add the required Zoning Ordinance section number in regard to site
lighting; if no site lighting is being provided add a note to this effect.
