Planning Review Comments
Dear Mr. Klein:
The following represents Dice Engineering, PLC responses to your comments provided via
letter concerning the Brooke Road Warehouse site plan review. Review comments are shown
in bold italics. I am responding on a point -by -point basis to correlate with your comments.
1. Site Plan Reference. Add the site plan reference number, SP# 39-17, to the Cover
Sheet. The County site plan reference number (#39-17) has been added to the Cover
Sheet, and also is included at the lower right corner of all sheets (see sheets C-01 to C-
16).
2. Project Location. Outline the project location in the vicinity map. The site
boundary is included on the vicinity map (see sheet C-01).
3. Utility Contacts. Frederick County Sanitation Authority should be changed to
Frederick Water, reflecting the change in the name of the organization. This
should also be changed in any FCSA notes. Individual contact names should be
removed from the utility providers, as these may change in the future. FCSA is
revised to Frederick Water, and the contact names for the utility providers are removed
(see sheet C-01).
4. Project Address. Include the project address under "Project Information" once
assigned by the Frederick County Dept. of GIS. The physical address (186 West
Brooke Road) is provided (see Project Information, sheet C-01).
6. Previous Approvals. Under "Project Information", also include approved Site
Plan #21-93. Site Plan #21-93 is included in the reference section (see Project
Information, sheet C-01).
6. Photometric Plan. On Sheet C-09, include an image of the wall -mounted lighting
fixture, so Staff may verify it is downcast. Also, add a note that no pole -mounted
fixtures are being proposed as part of this site plan. The proposed lighting fixture
cutsheets are provided (see sheet C-09), and a note is added stating that there are no
pole -mounted fixtures proposed per this plan (see Note #3, sheet C-09).
7. Agency Approvals. Comment sheets (approvals) are required from the following

agencies: the Frederick County Inspections Department, the Frederick County
Fire Marshal, the Frederick County Dept. of GIS, Frederick Water, VDOT, and the
Frederick County Engineer (Public Works). Comment noted, to date we've received
approval from the Inspections Dept., Fire Marshal, GIS, and VDOT (attached). I am
waiting to receive approvals from Frederick Water and Public Works, and will forward
those approvals once received.
Please find attached one set of revised drawings for your review. Additional copies will be
provided for final approval once you've had an opportunity to review and all other approvals are

Buildings shall comply with The Virginia Uniform Statewide Building Code and Sections 311, S
Storage) and Section 304, B-Business of the International Building Code/2012. Other Code that
applies are the International Mechanical Code for air change, the ICC ANSI Al 17.1-3-09
Accessible and Usable Buildings and Facilities, 2012 International Energy Code and 2012
International Fire Code.
Building shall comply with height and area as allowed per T503 with the applicable increases.
Building shall comply with IBC/USBC 903 for fire suppression requirements. FDC located on
plans.
All required exits shall meet ANSI At 17.1-09 for accessibility and slopes. All required exits
shall be accessible. Exterior area of refuge shall comply with Section 1016 of the USBC/IBC
and include a one hour wall rating wlrated doors.
At least one parking area is required to be a Van Accessible space as required in USBC Sec
It 06. Accessible parking and unloading areas are required. A minimum of 8' parking, and a
minimum of 8' of striped unloading area is required for the van accessible space. All other
accessible parking areas shall be per ANSI At 17.1-09. Unloading area shall have a maximum
2% slope. Van accessible signage shall be provided as required per USBC Sec 1106.8.
Accessible routes to main entrance(s) required. Accessible route shall not exceed 5% (1:20)
slope. At least 60% of all building entrances shall be accessible. Landings at doors shall not
exceed 1:48 slope and thresholds shall not exceed'/2". A vestibule is required for public

All systems shall be included in the evaluation of the building energy performance. Vestibule
area meeting ANSI At 17.1-09 is required when entrance door enters into 3000 sq ft or more of
floor space.
All structural plans submitted for permit application shall be sealed by a VA Design Professional.
Please note the requirements in Chapter 17 of the IBC for special inspections for this type of

A VDOT review has been conducted for the Brooke Road Warehouse site plan with a seal date of October 13,
2017. Based off the review of the drawings, the designed entrance from Route 522 (all internal streets are to
be private) is approved by our office. Please ensure all applicable agencies have the most recent set of
approved drawings.
We offer the following general comments:
• Please submit a CD of these approved plans.
• Our review and comments are general in nature. Should details be overlooked during plan review or
conditions in the field exist such that additional measures are warranted, such measures shall be
completed to the satisfaction of the department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road and
Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land
Use Permit Special Provisions.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe
or drainage easement.
• Any construction related changes to the approved plan must come through the design engineer to
VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. The
permit is issued by this office and may require application fees, the salary & expenses of a State
assigned inspector, and surety bond coverage.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. Site plan
approval will not be granted until the issues in this letter, as well as all issues of the other
review agencies, have been adequately addressed. Please review Staff's comments listed below
and then prepare a revised site plan which adequately addresses each concern.
