Dear Mr. Oates:
The above -referenced site plan was approved on June 29, 2018. The site plan is approved for a
4,872 SF special event facility (Phase I) to accommodate up to 280 persons in the RA (Rural Areas)
Zoning District in the Back Creek Magisterial District. Subsequent phases will include an outdoor
pavilion and bridal suite. Additional site improvements include a parking area, landscaping &
screening and lighting.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with four (4) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference,
and an approved copy must be kept on the construction site throughout the development process.
Once site development is complete, the owner(s) should contact this office to schedule an on -site

Gary, the following comments from my letter dated 5-23-18 remaining outstanding. In the future, a comment response letter should be
provided with all resubmitted site plans to confirm all comments have been addressed.
Building Layout. On Sheet 3, the proposed SF should be further clarified for each individual use including: the seating/banquet/event
space, restrooms, office, kitchen, storage/utility space, etc,
Outdoor Trash Receptacles. On Sheet 3, include the location of any dumpsters. Provide details of the dumpster screening. If no
dumpsters are provided on site, add a note that all trash will be removed by the owner after each event.
Outdoor Lighting. Under "Zoning General Notes" on Sheet 1 add a note that all lighting will conform to the Frederick County Zoning
Ordinance, §165-201.07. A Photometric Plan with fixture type details (building and/or pole mounted), and minimum/maximum/average
illumination levels should be provided for Staff to review. Additional comments may be provided related to site lighting.
Site Access. Provide details of the required commercial entrance to the property from Round Hill Road (Route 803) on Sheet 6.
After you have revised the, please resubmit one copy (email is sufficient) so that I may verify the information contained on the plan. I
will need all approved review agency comment sheets and at least five (5) hard copies and one digital (PDF) of the final plan for
approval.

Dear Mr. Oates:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan may not be
approved until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staffs comments listed below and then prepare a revised site
plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference Number. Include the site plan number, #19-18, on the Cover Sheet.
2) Signed Seal. Final copies for signature by the Zoning Administrator will need a signed
seal of the certified Virginia land surveyor, architect, or engineer who prepared the site
plan. Staff acknowledges the site plan is in a dry t form.
3) Si2na2e. On Sheet 1 under "Monument Sign Data" add a note that siguage requires a
separate building permit. On Sheet 2, indicate the approximate location of the proposed
monument siguage near the site access.
4) Building Setbacks. Update the setbacks on Sheet 1 for the right side to 50-feet (FT). Staff
acknowledges the correct setback is depicted on subsequent sheets.
5) Buildin2 Layout. On Sheet I under "Building Data" provide a breakdown of the proposed
square footage (SF) for each Phase. On Sheet 3, the proposed SF should be further clarified
for each individual use including: the seating/banquet/event space, restrooms, office,
kitchen, storage/utility space, etc. Add a label specifying any outdoor event space and
provide the dimensions (SF).
6) Sidewalks/Patio. Add a label specifying the type of material being used for sidewalks and
the outdoor gathering space.
7) Outdoor Trash Receptacles. On Sheet 3, include the location of any dumpsters. Provide
details of the dumpster screening. If no dumpsters are provided on site, add a note that all

Agency Comments:
This Health Department has reviewed the request for comments for a Site Plan
fora proposed Special Event Center, to be located at 283 Barracks Lane Winchester VA
22602 Tax Map # 52 A 26 L. Based upon information provided by the applicant, the
proposed usage meets the design criteria of the approved sewage disposal system:
1) The duration of the event will not begin before 10:00 AM and will end at
midnight (12:00 PM);
2) The proposed event will accommodate but not exceed 280 persons;
3) The proposed days of operation are to be Friday Saturday, & Sunday.
The water supply for the proposed event center will consist of drilled wells permitted by
the Office of Drinking Water. There will be no food service in the event center, as the
sewage disposal system can only accommodate restroom usage. This Health Department
therefore has no objections to construction of the Special Event Center.

Buildings shall comply with The Virginia Uniform Statewide Building Code, and Section 303 -
A,Assembly Use Group of the Virginia Building Code/2012. Other Code that applies are the
International Energy Code, ICC/ANSI Al17.1-09 Accessible and Usable Buildings and
Facilities. Design plans submitted for permit application shall be sealed by a Virginia Licensed
Design Professional. Occupant load and fire egress plans shall be indicated on sealed plans at
time of submittal.
New assembly building shall meet height and area for the type of construction as allowed in
T503 with applicable increases. Buildings on the same lot shall comply with T602 for fire
separation distances.
All required egress shall meet ANSI Al 17.1-09 for slopes. 60% of all public entrances shall be
accessible. Vestibule or air lock provided as required for entrances opening into a space
exceeding 3000 sq ft.
Parking is provided in accordance with Tl l06.1(1) of the IBC. Vehicle unloading areas shall be
striped in accordance with ANSI Al 17.1-09. A minimum of one van accessible parking and
unloading is required. Max slope of accessible parking and unloading areas shall not exceed 2%.
Signage for parking shall be provided as required per USBC 1106.8. Sidewalks that exceed a
1:20 slope shall be designed as a ramp. Curb ramps shall maintain a 1:12 maximum slope.
Maximum 1/2" door threshold is allowed per ANSI Al 17.1-09
Demolition of any structure requires a building permit and an asbestos inspection.
Restroom quantities shall be determined by Assembly Use Group Use based on the occupant load
in T2901. Health Department approval for the sanitation system is required with occupant load.
Gutters shall not drain over walking surfaces. Drains beneath patio and walkways are detailed on
plans. Calculations on storm drain (roof drains) shall be per The Virginia Plumbing Code 2012
and be provided with the plumbing permit application
Please note the requirements in Chapter 17 of IBC for special inspection requirements on the
type of structure.( Soils, concrete etc..).
