Dear Mr. Stowe:
The above -referenced site plan was approved on January 26, 2018. The site plan is approved for a
temporary parking area (103 spaces) and future outdoor storage area in the M1 (Light Industrial)
Zoning District in the Shawnee Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan.
Attached are four (4) hard copies of the signed site plan by the Zoning Administrator. Please forward
these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should
be kept for future reference, and an approved copy must be kept on the construction site throughout
the development process. Further, once site development is complete, the owner(s) should contact this
office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or

RE: Perry Properties temporary parking area and outdoor storage
Mr. Kline,
In response to your letter dated October 13, 2017, the plans for the referenced project have been
revised as follows:
1. Site Plan Reference. The site plan number has been added to the cover sheet
2. Site Data. The parking lot setback data has been shown as applying to both the parking lot and
the outdoor storage area. The information for previously approved site plans has also been
shown.
3. Temporary Parking Site Plan.
a. Due to the temporary nature of this contractor parking area, landscaping has not been
shown. If an exception is needed, we hereby request such.
b. A waiver is requested for the 6" curb and gutter around the parking lot due to its
temporary nature and the need for storm water to sheet flow towards the west.
c. A note has been added to sheet 4 showing the parking computations.
d. A note has been added to sheet 4 indicating the parking area is temporary and will be
converted to outdoor storage at a future date.
4. Outdoor Storage.
a. A note has been added to sheet 5 requiring conformance with Frederick County zoning
ordinance section 165-201.10.
b. A detail of the evergreen screen is included on sheet 5 and a note has been added
requiring the screening.
c. A note has been added to sheet 5 indicating the outdoor storage will replace the
temporary parking at a future date.

Dear N1r. Stowe:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time administrative approval cannot be granted. This site
plan cannot be approved until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staff's comments listed below and
then prepare a revised minor site plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference. Add the site plan number, SP#38-17, to the plan set.
2) Site Data. On Sheet 1, the following revisions should be made:
• Setbacks. Specify the provided setbacks for the future outdoor storage area.
• Parking Setbacks. Add the required and provided temporary surface parking lot
setbacks.
• Add "Previously Approved Site Plans" including SP #17-75, #25-87, #09-88, and
#45-06.
3) Temporary Parking Site Plan. On Sheet 4, please provide the following revisions:
• Specify and show the required parking area tree's (1 tree per 10 spaces and I tree
per 2,000 SF of impervious area).
• Specify and show the required 6-inch curb and gutter for parking areas in the
Sewer and Water Service Area (SWSA).
• Detail how the number of parking spaces was determined. For construction

contractors, 1.5 spaces is required for every one (1) employee.
• Add a note specifying that the parking is "temporary," and to be replaced with
outdoor storage.
4) Outdoor Storage. Create a new sheet in the plan set for phase 2 of the project
(outdoor storage area):
Provide details on how the outdoor storage area fulfills requirements specified in
the Zoning Ordinance Section § 165-201.10.
• Provide detail on how outdoor storage will be completely screened from view.
• Add a note that the outdoor storage will replace the temporary parking area at a
future date to -be -determined (TBD).
5) Agency Approvals. Comment sheets (approvals) are required from the following
agencies: the Frederick County Building Inspections Department, the Frederick
County Fire Marshal, and the Frederick County Engineer (Public Works).
After you have revised the site plan, please resubmit one (1) hard copy so that Staff may verify
the information contained on the plan addresses the above comments. Staff will also need all
approved review agency comment sheets and at least five (5) copies of the final plan set and a
digital (PDF) copy for approval. Do not hesitate to contact me if you have any questions or
