Dear Mr. Artz:
The above -referenced site plan was approved on November 9, 2017. The site plan is approved
for a four (4) story parking structure with 304 parking spaces, 95 surface parking spaces, and site
improvements including pedestrian connectivity and landscaping in the HE (Higher Education)
Zoning District in the Shawnee Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with three (3) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference,
and an approved copy must be kept on the construction site throughout the development process.
Once site development is complete, the owner(s) should contact this office to schedule an on -site
inspection. Do not hesitate to contact me if you have any questions or concerns.

Mike, staff has reviewed the resubmission of the aforementioned site plan. Staff offers the following additional comments to be
addressed.
Magisterial District. The Board of Supervisors Magisterial District, "Shawnee District," should be provided on Sheet 1.
• Site Address. On Sheet 2 under Site Development Summary the site address should be updated to 1025 Ralph Shockey
Drive.
• Sidewalks. Sidewalks provided along the internal access drive on the side nearest to the parking garage to connect to the
surface parking area to the rest of the site.
Copies of Sheets 1, 2, and 5 can be provided electronically (PDF) for staff to verify the above changes have been made. Once staffs
comments are addressed, and all review agency comments/approval are provided, at least five (5) hard copies of the plan set may be
provided for signature, along with a PDF copy for the project file. Please contact me directly if you have any additional questions.

Please find below our response to your first submission comments dated October 3, 2017 on the above
referenced plan. Please note that sheet numbers have changed.
1. Site Plan Reference Number. Comment: Add the Site Plan reference number, #37-17, to all sheets in
the plan set.
Response: We have added the Site Plan reference number.
2. Utility Contacts. Comment: Specify the name, address and phone numbers of all site utilities.
Response: All utility contact information has been added to Sheet 1
3. Site Development Summary. On Sheet 2, the following revisions should be made:
• Comment: Site Address: specify the site address once assigned by the Department of Geographic
Information Systems (GIS).
Response: Address has been added to all sheets.
• Comment: Existing Use: Further specify "Recreation Field/Vacant."
Response: Revised as requested
• Comment: Setbacks. Specify the required and provided surface parking lot setbacks.

4. Parking Space Dimensions. Comment: All parking spaces at a 90-degree angle to the curb require the
parking stall to be 10'x18' or 9'x20'. Update notes on the site plan to reflect this requirement. All
parking spaces and aisle shall be provided in accordance with Tables 1.1 & 1.2 and all parking spaces
shall be a minimum of 180 square feet as specified in the Frederick County Zoning Ordinance Section §
165-201.01(D)(9).
Response: All parking spaces have been revised to 9'x20'.
5. Pedestrian Connectivity. Comment: Add an additional crosswalk per staff mark-up on Sheet 4.
Response: Crosswalk added as requested.
6. Building Restriction Lines. Comment: Depict and label BRL's on Sheets 4 and 5.
Response: Depicted and labeled BRL's on Sheets 4 and 5.
7. Outdoor Lighting. Comment: On Sheet 19 provide a note that states all lighting will conform to the
Zoning Ordinance Section §165-201.07 requirements. Specify the height of all pole -mounted fixtures,
not to exceed 25 FT as allowed under the Zoning Ordinance.
Response: Added note on Sheet 21 as requested.
8. Landscaping & Screening. Comment: The following revisions should be made to Sheet 21, Landscape
Details:
• Add a note specifying that all landscaping and plantings will conform to Section §165-203.01,
Landscaping Requirements of the Frederick County Zoning Ordinance.
Response: Added requested note.
• Parking Lot Landscape Calculations: Update the number of parking area trees required (1 per 2000
SF of impervious area (84,503 SF calculates to 42 trees).
Response: Updated required trees. Due to an increase in impervious per Comment #4 above, an
additional tree is required. 43 trees are now shown.
9. Agency Approvals. Comment sheets (approvals) are required from the following agencies: the Frederick
County Building Inspections Department, the Frederick County Fire Marshal, Frederick Water (formerly
FCSA), the Frederick County Geographic Information Systems (GIS) Department, the Virginia Department
of Transportation (VDOT), the Winchester Regional Airport Authority, the City of Winchester, and the
Frederick County Engineer (Public Works).

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time administrative approval camlot be granted. This site
plan cannot be approved until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staff s comments listed below and
then prepare a revised minor site plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference. Add the site plan number, SP#37-17, to all sheets in the plan set.
