The above -referenced site plan was approved on June 4, 2018. The site plan is approved for the
following improvements in the R4 (Residential Planned Community) District in the Stonewall
Magisterial District at 315 Flyfoot Drive:
• An 84,375 square foot (SF) elementary school building;
• 152 parking spaces for school faculty, staff, and visitors;
• 15 bus parking spaces;
• Multi -purpose ball field and playground; and
• Other site improvements including site access, landscaping & screening, and site lighting.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments fi•om all relevant review agencies. Attached are three (3)
copies of the signed site plan from the Zoning Administrator. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for
future reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this office
to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or

A VDOT review has been conducted for the Frederick County 12th Elementary School Site Plan
signature dated May 3, 2018. Based off of the review of the Drawings, all of the previous VDOT
comments have been addressed and the Site Plan is approved by our office. Please ensure that all
applicable agencies have the most recent set of approved Drawings.
We offer the following general comments:
Our review and comments are general in nature. Should details be overlooked during plan
review or conditions in the field exist such that additional measures are warranted, such
measures shall be completed to the satisfaction of the department.
Materials used and methods of construction shall adhere to the current observed VDOT Road
and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control
Devices, and Land Use Permit Special Provisions.
A preconstruction conference shall be held by the engineer and/or the developer with the
attendance of the contractor, various County agencies, utility companies, and VDOT prior to
initiation of work.
All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a
pipe or drainage easement.
Any construction related changes to the approved plan must come through the design
engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
A Land Use Permit shall be obtained before any work is performed on the State's right-of-
way. The permit is issued by this office and may require application fees, the salary &
expenses of a State assigned inspector, and surety bond coverage.

Mike, staff has reviewed the resubmission of the above site plan. In our original comment letter dated February 26, 2018, we had
requested in comment 7 that details of each lighting fixture be provided on the plans — specifically we are looking for the fixture details
provided by the light fixture manufacturer. This will ensure when staff conducts their on -site inspection that the fixture types provided
match the plan set.
Further in regards to the lighting fixture "Schedule" table the quantities do not match what depicted is on the plan:
S1 — 8 fixtures proposed; none on the plan
S2 — 4; 9 shown on the plan

We have received your comments dated March 30, 2018 and have revised the plans accordingly. One set of
revised plans is enclosed for your review.
Comment: # 3. Siens. On Sheet 2 add a note specifying the maximum sign height (12') and maximum sign
area (50 SF) allowed for the proposed school sign; provide the required note citing general conformance
with the Zoning Ordinance section number (§165-201.06).
Response: Added Note to Sheet CS-1.02.
Comment: #5. Fencing. The proposed ball field fencing does not need to be covered in a vinyl tarp; staff was
asking to confirm it was a chain link fence and the proposed height of the fence. If the owner would like to
have the fence be opaque for the ball fields that is okay with staff. Staff acknowledges the proposed fencing
around the dumpster enclosure is acceptable.
Response: The fence is S' aluminum perforated fence. See sheet CS 1.06

Mike, good afternoon. Staff has had an opportunity to review the resubmission of the site plan for the 12th Elementary School.
Comments # 1, 2, 4 have been addressed. In regards to comment # 6, staff will accept with the proposed revisions to the site
landscaping and parking area headlight screen alternative; the existing berm and proposed trees will fulfill the intent of the Zoning
Ordinance. The following comments remain outstanding.

Response: Revised as requested.
2) Utility Contacts. Remove reference to individual points -of -contact.
Response: Revised as requested.
3) Siens. Provided details on the proposed monument -style signs labeled on Sheet 4, including height,
square -footage and a rendering of the proposed sign (as applicable). Add a note that all signage will
conform to the Frederick County Zoning Ordinance Section §165-201.06 and will require separate
building permits.
Response: Details are not available but will be provided at time of building permit.
4) Curb & Gutter. Label the 6-inch curb and gutter on Sheet 4. Staff acknowledges a minimum of 6-inch
curb and gutter detail is provided on subsequent sheet.
Response: Gutter is labeled.
5) Fencing & Screening. Provide details of screening for outdoor trash receptacles and provide details of
the proposed fencing around the ball field. These details should be included for Staff review on Sheet
31.
Response: Screening detail is provided for the outdoor trash receptacle. Proposed fencing around the
ball field is to be Vinyl coated chain link.
6) Landscaping. A minimum 36-inch evergreen hedgerow is required to shield adjacent properties from
headlight glare. Additional headlight screening is required, see Staff mark-up on Sheet 23.
Response: After reviewing the mark-up and taking into consideration additional screening adjacent to
property lines and berms we have eliminated most of the parking hedgerow. It might be simpler for a
quick meeting to discuss the logic.
7) Site Lighting. On Sheet 26, add a note that all lighting will be downcast and full cutoff, and cite the
Frederick County Zoning Ordinance Section (§165-201.07) for outdoor lighting. Confirm the quantity of
light fixtures by type, see Staff mark-up. Provide details of each type of lighting fixture. Further provide
details regarding light pole height (noting a maximum height of 25-feet), and any building mounted
fixtures.
