Dear Mr. Oates:
The above -referenced site plan was approved on March 26, 2018. The site plan is approved for a
7,600 square foot (SF) self -storage facility containing 30 storage units in the B2 (General Business)
District in the Stonewall Magisterial District on Baker Lane. Other site improvements include a
security fence, landscaping/screening and building -mounted lighting fixtures.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. Attached.are four (4)
copies of the signed site plan from the Zoning Administrator. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for
future reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this office
to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or
concerns.

Dear Mr. Oates:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan will not be
approved until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staffs comments listed below and then prepare a revised site
plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference Number. Add the Site Plan #07-18, to the cover sheet.
2) Signed Seal. A signed seal of the certified Virginia land surveyor, architect, or engineer
who prepared the site plan is required on final copies for signature by the Zoning
Administrator.
3) Utility Contacts. Include the name, address and phone number of all utilities on Sheet 1.
4) Project Information. The following revisions should be made to Sheet 1:
• aigaL Add a note specifying that a separate sign pen -nit is required, in addition to
building permits. Further specify the location of the proposed monument style sign
on subsequent sheets.
Parking: Update the parking calculations to reflect the requirement for 1 parking
space per employee.
• Previous Approvals: Add a note referencing Site Plan #12-06.
5) Building Layout. Add a note specifying the proposed number of self -storage units on
Sheet 2.
6) Outdoor Storage. On Sheet 2, add a note specifying if there is any outdoor (vehicle)
storage as part of the facility; if not, add a note to this effect.

7) Landscaping, Buffering & SereeninR. Revisions should be made to Sheet 3:
Per the Zoning Ordinance (Section §165-204.18(F)(1), Storage facilities, self-
service) facilities located in the B2 (General Business) Zoning District shall be
completely screening around the perimeter off the property by a double row of
evergreen trees that are staggered and planted at a maximum of eight (8) feet off
center and are at a minimum of six (6) feet in height when planted. Please update
the drawing and notes to reflect these requirements are being met. See Staff mark-
up.
• Details of the proposed retaining wall should be provided.
8) Agency Approvals. Comment sheets (approvals) are required from the following
agencies: the Frederick County Inspections, the Frederick County Fire Marshal, the
Frederick County Geographic Information Systems (GIS), the Frederick County Engineer,
Frederick Water and the Virginia Department of Transportation (VDOT).
Staff acknowledges there is no proposed connection to water/sewer; however, given the
existing FCSA easement along Baker Lane an agency comment letter is required from
Frederick Water.
After you have revised the site plan, please resubmit one (1) copy so that Staff may verify the
information contained on the plan addresses the above comments. Staff will also need- all approved
review agency comment sheets and at least five (5) copies of the final plan for approval and a digital
(PDF) copy. Do not hesitate to contact me if you have any questions or concerns regarding this

Fire apparatus access roads shall have an unobstructed width of not less than 20 feet (6096 mm), exclusive of

clearance of not less than 13 feet 6 inches (4115 mm).
503.6 Security gates.
The installation of security gates across a fire apparatus access road shall be approved by the fire chief. Where

gates are installed, they shall have an approved means of emergency operation. The security gates and the
emergency
operation shall be maintained operational at all times. Electric gate operators, where provided. shall be listed in
accordance with UL 325. Gates intended for automatic operation shall be designed, constructed and installed to
comply

Based on the review of the Drawings, the existing entrances from Route 1322 are adequate for the proposed
