The above -referenced site plan was approved on March 5, 2018. The site plan is approved for the following
improvements in the M 1 (Light Industrial) District in the Stonewall Magisterial District at 188 Brooke Road:
• Removal of 251 parking spaces;
• 62,050 square foot (SF) freezer warehouse addition including 11 loading dock spaces; and
• Other site improvements including lighting and landscaping.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including
review agency comments from all relevant review agencies. Attached are four (4) copies of the signed site plan
from the Zoning Administrator. Please forward these copies to the appropriate representative(s). Furthermore,
advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the
construction site throughout the development process. Once site development is complete, the owner(s) should
contact this office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or
concerns.

Buildings shall comply with The Virginia Uniform Statewide Building Code (VUSBC) Sections
311, S Storage of the International Building Code/2012, the 2012 VUSBC/ International Fire
Code. Other Code that applies is ICC Al 17.1-3-09. Accessible and Usable Buildings and
Facilities and 2012 Virginia Energy Code
Proposed unlimited area facilities shall meet Section 507, Unlimited Area Buildings and maintain
an open perimeter of 60. Addition and detached accessory structures shall maintain same type
of construction.
Addition shall not create any noncomformance with the existing building and the emergency exit
requirements. Maximum travel distance per IBC/USBC to an exit is 400'. All required exits
shall meet ANSI A117.1-09 for accessibility and slopes. Ramps shall be designed and
constructed per ANSI Al 17.1-09.
Maximum travel distance to restrooms shall be in accordance with Section 2902.3.2.
Storage racks exceeding 12' in height require fire department access around perimeter of the
building and shall comply with the 2012 Virginia Fire Code/International Fire Code. Access
doors provided at 100'
ANSI parking spaces provided as required per T1106.1. Accessible parking and unloading shall
not exceed 2% slope (1:48). Van spaces require minimum unloading area 8' with 8' of parking or
a minimum of I V wide parking with 5' of unloading space is required. No enlargement
provided. Accessible route with max 5% slopes shall be provided from parking/unloading to
main entrance.
Public entrances into spaces larger than 3000 sq ft shall be provided with a vestibule as detailed
per ANSI A117.1-09
All structural plans submitted for permit application shall be sealed by a VA Design Professional
Special inspection requirements of Chapter 17 of IBC shall apply to this type of structure. (soils,
compaction, concrete, steel etc.) Geotech report is required per Uniform Statewide Building
Code, Section 1803

VDOT conducted a review of the Brooke Road Facility Freezer Warehouse Addition site plan with a seal date of
January 2, 2018. Based on the review of the drawings, the existing entrances from Route 1322 are adequate
for the proposed building expansion. Should the business ever expand in the future, existing entrances may
need to be upgraded. Please ensure that all applicable agencies have the most recent set of approved
drawings.
We offer the following general comments:
• Our review and comments are general in nature. Should details have been overlooked during plan
review or conditions in the field exist such that additional measures are warranted, such measures will
be completed to the satisfaction of the department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road and
Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land
Use Permit Special Provisions.
• All drainage will be carried within the right-of-way in ditch lines or gutters along the street to a pipe or
drainage easement.
• Any construction related changes to the approved plan must come through the design engineer to
VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. The
permit issued by this office and may require application fees, the salary & expenses of a State assigned
inspector, and surety bond coverage.

Dear Mr. Oates:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan may not be approved until the issues in this letter, as well as all issues of the other
review agencies, have been adequately addressed. Please review Staffs comments listed
below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference Number. Include the site plan number, #03-18, on the Cover
Sheet.
2) Proiect Information. Revise the "Tax Map Number" to be 54-4-3.
3) Signs. Under "Monument Sign Data" add the required site notes, citing the Zoning
Ordinance section number. Add a note that no new signage is proposed.
4) Previous Approval. Add a note which includes the previously approved site plan
numbers SP #15-79, 31-93 & 72-98.
5) Curb & Gutter. Concrete curbing and gutters shall be installed around the
perimeter of all parking lots. Add a note on Sheet 3 that a minimum of a six (6)
inch curb (CG-6) is proposed for the proposed new parking area(s).
6) Agency Approvals. Comment sheets (approvals) are required from the following
agencies: the Frederick County Inspections, the Frederick County Fire Marshal,
the County Engineer, and the Virginia Department of Transportation (VDOT).
After you have revised, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least
