The site plan is approved for a 43,800 square foot (SF) 4-story hotel with 90 rooms in the B2 (General Business) Zoning District the Stonewall Magisterial District. Please add the following notes to Sheet 2 under "Signage." • One (1) monument style sign is allowed — not to exceed 15' in height and not to exceed 100 SF in area. • One (1) interstate overlay sign is also allowed — a minimum sign height of 25' in height, (not to exceed a maximum sign height of 815' feet above mean sea level) and not to exceed 300 SF in area. • All signs will be setback 10' from property lines/the edge of ROW. Please provide an electronic copy of Sheet 2 via email for staff to verify the above changes have been made. One set of revised plans is attached. 1. Comment: Site Plan Reference Number. Add the Site Plan #02-18, to the cover sheet. Response: We have added the Site Plan reference number to the cover sheet. 2. Comment: Magisterial District. Reference the Board of Supervisors Magisterial District —Stonewall. Response: We have added the Magisterial District to the cover sheet. 3. Comment: Protect Information. The following revisions should be made to Sheet 2: • Update the "Tax Identification Number" once the new parcel is created via the vacation of the lot line. Provide a copy of the recordation of lot consolidation for the project file. Response: This parcel is in process of recording a boundary line adjustment. The BLA plat has been approved by Frederick County and will be recorded within a few days. The areas in the zoning tabulations now reflect the new parcel boundaries. A copy of the signed plat is included with this letter as a reference. • Update the "Site Address" with the new assigned street number following approval by the Frederick County Departm4ent of GIS. Response: GIS intends to address the structure off of Mercedes Court. We do not have an address at this time. We will add it to the plans if received prior to sending in signature sets for the approved Site Plan. • Specify the permitted and provided height and total square footage of (SF) of business signage allowed. Identify the location of the signage on subsequent plan pages and provide any sign details/renderings. Add a note citing the Interstate Overlay District (IA) section, which allows for certain signage provisions for applicable properties. Further specify, separate building permits are required for signage. Staff acknowledges no signage is proposed, however, to prevent a minor site plan revision in the future, specify the type and size of signage allowed under the Zoning Ordinance for the property and in the IA Overlay District. A five (5) foot sidewalk is required along the property frontage on Welltown Road (Route 661). See Staff mark up on Sheet 5. Response: We have added a sidewalk along the frontage of Wood bine and Mercedes. (See sheet CS1001) 5. Comment: Landscaping & Screening. Add a note specifying that all landscaping and plantings will conform to Section §165-203.01, Landscaping Requirements, of the Frederick County Zoning Ordinance. Response: We have added a note to the plans (see sheet CS2002) 6. Comment: Site Lighting. The following revisions should be made to Sheet 24: • Pole -mounted light fixtures shall be placed outside of the paved areas of a site. Lighting fixtures shall be placed within landscaped islands or in the perimeter green space of the site. See Staff mark up on Sheet 24. Details for the proposed pole -mounted light fixtures should also be provided for review. Response: We have revised the site lighting fixture locations and have placed additional light details and specifications to the lighting plan (see sheet CS2201) • Provide any details (and minimum/maximum/average illumination levels) of any decorative site lighting. Response: We have placed additional light details and specifications to the lighting.plan (see sheet CS2201). • Lighting levels shall not exceed 5.0-foot candles at any common property line with property zoned commercial or industrial, and at any edge of a property line adjacent to a road right-of-way (Frederick County Zoning Ordinance §165-201.07(D)(4)). At the proposed entrance from Mercedes Court, the lighting levels exceed 5.0-foot candles. Lighting levels should be reduced to conform to the Zoning Ordinance maximum illumination levels. Response: We have revised the site lighting plan (see sheet CS2201) • Add a note that all lighting will be downcast and full cutoff, and cite the Frederick County Zoning Ordinance Section (§165-201.07) for outdoor lighting. The following revisions should be made to Sheet 2: • Update the "Tax Identification Number" once the new parcel is created via the vacation of the lot line. At the proposed entranced from Mercedes Court, the lighting levels exceed 5.0-foot candles. Lighting levels should be reduced to conform to the Zoning Ordinance maximum illumination levels. • Add a note that all lighting will be downcast and full cutoff, and cite the Frederick County Zoning Ordinance Section (§ 165-201.07) for outdoor lighting. 7) Agency Approvals. Comment sheets (approvals) are required from the following agencies: the Frederick County Inspections, the Frederick County Fire Marshal, Frederick Water (formerly FCSA), the Frederick County Engineer (Public Works), the Frederick County Department of Geographic Information Systems (GIS), the Virginia Department of Health, and the Virginia Department of Transportation (VD 0T).
