Dear Mr. Frank:
The above -referenced site plan was approved on March 7, 2018. The site plan is approved for a
263 square foot (SF) addition to the existing Bank of Clarke County building in Stephens City,
demolition and replacement of the drive-thru facilities and canopy, relocation and replacement of
the freestanding monument sign and other site improvements including landscaping in the B2
(General Business) Zoning District the Opequon Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with three (3) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference,
and an approved copy must be kept on the construction site throughout the development process.
Once site development is complete, the owner(s) should contact this office to schedule an on -site
inspection. Do not hesitate to contact me if you have any questions or concerns.

Will be ok if I simply add "not to exceed 12' in height and 50 SF in sign area" and provide dimensions to the plan view of
the sign on sheet4? I do not have a final sign design in hand at this time, and since it will need a separate permit for
construction it should be fully compliant when the sign permit application is made.

Dear Tyler,
Please find below our response to your comments dated January 8, 2018 for the above referenced plan.
One set of revised plans and review agency approval sheets we have already received are attached.
1) Site Plan Reference Number. Comment: Add the Site Plan #01-18, to the cover sheet.
Response: We have added the Site Plan number as requested (see cover sheet).
2) Magisterial District. Comment: Add the magisterial district, Opequon, to the cover sheet.
Response: We have added the magisterial district as requested (see cover sheet)
3) Utility Contacts. Comment: Remove reference to individual points -of -contact.
Response: We have removed the individual points of contact as requested (see cover sheet).
4) Site Development Summary. The following revisions should be made to Sheet 2:
• Comment: Add a note under "Yards/Setbacks" that the front setback from Fairfax Pike is legally
nonconforming (cite Zoning Ordination Section §165-901) resulting from right-of-way acquisition by
VDOT.
Response: We have added the requested note. (see sheet 2)
• Comment: Reference the maximum building height permitted, 35 feet (FT), and the building height
provided for the drive-thru relocation.
Response: We have added the added reference to the maximum and provided building height to the
plans. (see sheet 2)
• Comment: Specifythe required minimum landscaped area (15%of site), and landscape area provided.
Response: We have added the required and provided landscape area to the plans. (see sheet 2)
5) Sign. Comment: Signage is proposed as part of this site plan. Provided details on the proposed
monument -style sign shown on Sheet 4, including height, square -footage and a rendering of the
proposed sign. Note, the existing sign with a sign face atop two (2) columns is nonconforming, and any
new sign will need to conform to the current regulations. A 12-FT tall, 50 square foot (SF) sign is
permitted as access is provided via a shared internal access drive with the adjacent shopping center.
The note regarding conformance with the Zoning Ordinance should remain, and further specify that
signage requires a separate building permit.
Response: We have added notation to the plans stating that a separate permit shall be required for
the replacement of the business signage. We have forwarded the regulations governing any new

signage for the property to the owner. The location of the signage will be in general conformance
with the approved site plan.
6) Building Restriction Line. Comment: Depict the required 50-foot (FT) and 35-FT front BRL on Sheet4.
Response: We have labeled the setbacks as requested. (see sheet 4)
7) Buffers & Screening. Comment: On Sheet 8, add a note specifying that all landscaping and plantings will
conform to Section §165-203.01, Landscaping Requirements of the Frederick County Zoning Ordinance.
Response: We have added the requested note. (see sheet 8)
8) Site Lighting. Comment: On Sheet 9, add a note that al lighting will be downcast and full cutoff, and cite
the Frederick County Zoning Ordinance Section (§165-201.07) for outdoor lighting.
Response: We have added the requested note. (see sheet 9)
9) Agency Approvals. Comment: Comment sheets (approvals) are required from the following agencies:
the Frederick County Inspections Department, the Frederick County Fire Marshal, Frederick Water
(formerly FCSA, the Frederick County Engineer (Public Works), and the Virginia Department of
Transportation (VDOT).
Response: Attached are approvals from Inspections, Frederick Water, Public Works and VDOT. We
will forward the Fire Marshal approval once received.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan will not be approved until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staff s comments listed below and
then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference Number. Add the Site Plan #01-18, to the cover sheet.

Building shall comply with The Virginia Uniform Statewide Building Code and Section 304 Business of
the International Building Code/2012. Other codes that apply are ICC/ ANSI A 117.1-2009 Accessible
and Usable Buildings and Facilities and Virginia Energy Code 2012.
Building shall maintain height and area as required under T503 with allowable increases.
Renovations and additions require asbestos inspection if structure was erected prior to 1985
Building plans for canopy addition shall be sealed by a Virginia Registered Design Professional.
Maximum threshold at doorways shall not exceed ''/z".
Relocating Van accessible/accessible parking and unloading. Accessible route provided to main entrance.
Van accessible parking spaces shall measure 8' in width with an 8' unloading area or I l' parking width
with a 5' unloading area. Accessible parking signage for van shall include $500 fine. See USBC Section
1106.8 for van signage.
Max slope of walkway 5%, maximum slope of landings is 2%. Max slope of ramps is 1:12 or 8.33%
Please note the requirements in Chapter 17 of USBCABC for special inspection requirements on the type
of structure ( Soils, concrete etc.) A geotechnical evaluation shall be performed and submitted with

VDOT conducted a review of the Bank of Clarke County site plan with a seal date of December 22,
2017. Based on the review of the drawings, the existing entrances from Route 277 and Route 641 are
adequate for the proposed site plan. Should the business ever expand in the future, existing entrances may
need to be upgraded. Please ensure that all applicable agencies have the most recent set of approved
drawings.
We offer the following general comments:
• Our review and comments are general in nature. Should details have been overlooked during plan
review or conditions in the field exist such that additional measures are warranted, such measures will
be completed to the satisfaction of the department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road and
Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land
Use Permit Special Provisions.
• All drainage will be carried within the right-of-way in ditch lines or gutters along the street to a pipe or
drainage easement.
• Any construction related changes to the approved plan must come through the design engineer to
VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. The
permit issued by this office and may require application fees, the salary & expenses of a State assigned
inspector, and surety bond coverage.
