The site plan is approved for construction of an automotive services building with 5,202 square feet (SF) of service space, 828 SF of retail space, and 150 SF of office in the M1 (Light Industrial) Zoning District in the Shawnee Magisterial District. The approved site plan also includes 14 parking spaces, site lighting, and landscaping. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with three (3) copies of the approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. At this time, administrative approval cannot be granted. This site plan will not be approved until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Site Plan Reference Number. Add the Site Plan #45-17, to the cover sheet and subsequent pages. 2) Protect Information. hiclude the assigned property address as a result of comments from the Frederick County Department of Geographic hnformation Systems (GIS). Review comments are shown in bold italics. I am responding on a point -by -point basis to correlate with your comments. 1. Site Plan Reference. Add the site plan reference number, SP# 45-17, to the Cover Sheet and subsequent pages. The County site plan reference number (#45-17) has been added to the Cover Sheet, and also is included at the lower right corner of all sheets (see sheets C-01 to C-11). 2. Project Information. Include the assigned property address as a result of comments from the Frederick County Dept. of Geographic Information Systems (GIS). Add a reference to previous approvals, including Rezoning Application (REZ) #12-98, and Site Plan (SP) #11-00. Per previous correspondence, it is our understanding that the GIS Dept. will issue a site address during the building permit phase, therefore the site address is listed as TBD. The previous County approvals for the subject site are also referenced (see Project Information, sheet C-01). 3. Building & Parking Setbacks. Update the required building setbacks from Tailspin Circle from 25' to 75' as required in the 1141 Zoning District; update the required parking setback from Tailspin Circle from 5' to 10' as required from minor/local streets. The building restriction lines (BRL's) shown on sheet C-05 should also be updated. Per previous correspondence, since the original site plan (SP #11-00) indicated a 25' BRL from Tailspin Circle, the setbacks as depicted on this plan are acceptable. A note is added stating that the setbacks conform to site conditions approved with SP #11-00 (see Project Notes #7 & #8, sheet C-01). 4. Signs. Provide the proposed height and size of the freestanding monument sign. Add a note that all signage will conform to the Frederick County Zoning Ordinance Section 165-201.06 and will require separate building permits. All curbing shall be a minimum of six (6) inches in height. Per previous correspondence, a 2' wide gravel diaphragm is used as a low -impact development design along the lower pavement edges in lieu of concrete curb and gutter. This design promotes sheet flow (instead of concentrated flow), and was previously approved the by County Engineering Dept. A note is added to the plans explaining this design (see Note #3, sheet C-05). 6. Building Layout. Depict the proposed 828 sq. ft. retail area on sheet C-05, Site Plan. The proposed retail space of 828 sq. ft. is identified on the site plan (see sheet C-05). 7. Outdoor Trash Receptacles. Specify, and if applicable label, the proposed dumpster area and include details regarding screening/fencing of the outdoor dumpsters. These should be completely screened from view via a six-foot tall opaque fence, wall, berm, or evergreen screen. An outdoor trash dumpster with screening is added to the plan (see plan sheet C-05, and detail sheet C-11). 8. Landscaping & Screening, Update the required number of shade trees from 1 to 2; depict the additional tree on sheet C-07, Landscape Plan. An additional shade tree is added for the landscaping plan (see sheet C-07). 9. Site Li_ghtin_g. Provide the lighting type details for building and pole -mounted fixtures; staff will verify the fixtures are downcast and shielded to avoid glare onto adjacent properties and roadways as required by the Zoning Ordinance. A note stating all lighting must be downcast with full cutoff fixtures and shall conform to the County Zoning Ordinance is provided (see Note #2, on sheet C-08). 10. Agency Approvals.
