Dear Mr. Davis:
The above -referenced site plan was approved on December 5, 2014. The site plan is approved
for an expansion of an existing satellite television facility located off of Shady Elm Road (Route
651) in the Shawnee Magisterial District. The site plan meets all requirements for development
in the M1 (Light Industrial) Zoning District. All relevant review agencies have approved the
project at this time.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with five (5) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this
office to schedule an on -site inspection. Do not hesitate to contact me if you have any
questions or concerns.

REMARKS Ms. Perkins: Please find attached the second submission of revision #3 which has addressed
the comments from the various reviewing departments.
Regarding Planning comments, the existing perimeter lighting has be labeled on C-4 as existing so
no new lighting is being proposed. The address sign at the site entrance is also existing, but was not
labeled as existing because it is well outside the clouded area of any changes. The sign details
on C-4 are clouded only because those sign details were missed on our first submission. Those
details were on the original site plan on the left side of the sheet and we simply moved them to
the right side of the sheet out of the area of of the Revision #3 changes.
Inspection dept. comments have been added to C-1.
The height of all antennas and the new equipment building has been added on C-4.
Please do not hesitate to call me if you have any questions or need any additional information to
get your approval of this submission so I can make the final submission of the approval sets. Thanks.

Dear Mr. Davis:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staff's comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1) Drawings Index. Update the index to only show the applicable/included sheets, update the
numbering to correspond or provide all sheets. An updated landscaping sheet is required.
2) Existing Improvements. Clarify on sheet C-4 the existing improvements.
3) Antenna Height. Provide the height of the new antennas.
4) Lighting. The lighting fixture shown on sheet C-B is not permitted. The addition of any new
lighting requires submission of a photometric plan.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for approval. Comment sheets are required from the following agencies: the
Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County
Fire Marshal.

group 1► (Utility and Miscellaneous) of The international Building Code 2012.
11rr the Section 102.3 of the Virginia Uniform Statewide Building Code, 2012 edition,
Section 102.3 VUSBC exempts, equipment, related wiring, and poles and towers supporting the related
wiring installed by a provider of publicly regulated utility service..... The exemption shall apply only if
under applicable federal, and state law the ownership and control of the equipment and wiring is by the
service provider or its affiliates. Such exempt equipment and wiring shall be located on either public
rights -of -way or private property for which the service provider has rights of occupancy and entry;
however, the structures, including their service equipment, housing, or supporting such exempt equipment
and wiring shall be subiect to the USBC. The installation of equipment and wiring exempted by this
section shall not create an unsafe condition prohibited by the USBC.
Construction of Pre Engineered Modular 12' x 30 concrete shelter requires a building permit.
Plaits submitted shall be sealed by a Virginia Registered Design Professional
Please note the requirements in Chapter 17 of the IBC for special inspections for this type of
structure.(soil, concrete, bolts, etc.)

REMARKS Site Plan Reviewer: Please find attached the first submission of revision #3 which proposes the
addition of four new antennas and a prefabricated concrete equipment building with a gravel access
area to facilitate vehicular access to these new antenna pads. Two small antennas with gravel yard
were previously added under a separate permit without a revision due to the small scale of that
change. That work is being shown in this revision to have a record of that change to the site although
there will be no need for any construction acitvity at this time for that change.
