Dear Ms. Sniechowski:
The above -referenced site plan was approved on September 23, 2015. The site plan is approved
for the construction of a new aggregate plant at the existing Clearbrook Quarry located off of
Quarry Lane in the Stonewall Magisterial District. Improvements include the following: screening
and crushing equipment, conveyers and stackers, an electrical control building and fines recovery
systems.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you with
three (3) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this office
to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or

Dear Candice.
We have reorganized the site plan package to include additional sheets that will clarify the
project details and intent. Accordingly, please note that the sheets have been renumbered.
Additionally, the comments received in your letter dated August 15.. 2015 have been addressed
as follows:
1. Coversheet: "Clearbrook Precinct' has been removed from the title.
2. Protect Summary: A project summary table has been added to the cover sheet
containing the requested site data.
3. Plan Scale and Features: Sheet C-101 (formerly sheet C-002) has been revised to
contain only the overall plan of the Carmeuse property. Contours have been removed for
clarity. Existing structures and roads are labeled.
4. Site Enlargement: A new sheet, C-103 Facility Layout, has been created to better show
the proposed project. Equipment.. product storage piles, and buildings are labeled and
height and building floor area are presented in table format. Access ways are shaded
and the previously approved rail is labeled as such.
Sheet C-104 Site Plan Details has been added to depict existing and proposed contours
and site surfacing materials in the project area. Site improvements from the previously
approved Potesta project are shown.
5. Photmetric Plan: The Photometric Plan has been included as Sheet C-105.
Manufacturers' cut sheets and pole detail have been added. Maximum, minimum, and
average maintained lighting levels are provided in table format.
Based on our phone conversation on 6/24, we have not calculated the FAR due to the
extremely small building area (4,660 SF) compared to the overall property acreage (492 acres).
Once you have had an opportunity to review this resubmission we will submit five (5) complete
stamped sets of the package for permit.

1. Emergency Vehicle Access: The existing access drive entering the project area from
the north will be widened to a minimum of 20'. Notes regarding improvements to the
access road have been added to Sheet C-04. The access path around the perimeter of
the site has been identified.

Buildings shall comply with The Virginia Uniform Statewide Building Code and section 304 -
B,Business Use Group, 311 S-Storage, and 312 U-Utility Use Group of the International
Building Code/2012.Other Code that applies is ICC/ANSI A117.1-09 Accessible and Usable
Buildings and Facilities and 2009 International Energy Code.
Demolition of structures require a demolition permit. Asbestos inspection is required for all
structures constructed prior to 1985. Building permits are required for structures conveyor and
equipment supports, along with electrical permits.
New storage building may require an accessible route and entrance. Please provide
elevations and enlarged details to determine elevation changes, accessible route, finished
floor elevations etc. Building shall be accessible per ANSI Al 17.1-09. All required egress shall
be accessible and 60% of all entrances shall be accessible.
The Utility structure for Crushing and Screening requires a restroom within 500' unless approved
by the building official. Please note travel distance to restroom per International Plumbing
Code.
Max 1/2" threshold is required at doors. Maximum 2% (1:48) is allowed at landings and parking
and unloading areas. Maximum slope of accessible walkways is 5% (1:20). Plan indicates 9"
from FF to edge of sidewalk.
Please note the requirements in Chapter 17 of IBC for special inspection requirements on the
type of structure.( Soils, concrete etc.).

Dear Ms. Sniechowski:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staffs comments listed below and then prepare a revised site plan which adequately addresses each
concern.
Review Comments:
1) Coversheet. On the coversheet under the title data, remove "clearbrook precinct".
2) Proiect Summary. On the coversheet provide a summary table that shows the following: address,
PIN, zoning, acreage, acreage disturbed with this project, existing and proposed use, previously
approved site plans.
3) Plan Scale and Features. Due to the scale and topo it is difficult to understand what sheet 2 is
showing. The topo should be lightened, all existing structures need to be shown, all roadways need
to be shown and labeled.
4) Site Enlargement. On sheet C-002 remove the topo from the site enlargement graphic, label each
piece of material and the height of all materials, shade all access ways (access roads through the
project), show/label all areas serving as product storage, label the rail approved with the Potesta
plan.
5) Photometric Plan. The photometric plan needs to be included as sheet 4. The following need to be
shown on the photometric plan: manufactures cutsheets for the fixtures, mounting height of all
fixtures, average maintained lighting levels and a pole detail for the pole mounted lighting.
6) Agency Approvals. Comment sheets (approvals) are required from the following agencies: the
Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County
Fire Marshal.
