Dear Mr. Moore:
The above -referenced site plan was approved on December 16, 2015. This site plan is approved for additions
and expansions at the existing Rubbermaid facility located at 125 Apple Valley Road in the Back Creek
Magisterial District. Required site improvements include the following:
• Construction of a 357,060 square foot building addition.
• Parking revisions and additions — site will have a total of 150 parking spaces (including five handicap
accessible), including curb and gutter, striping and handicap access.
• Construction of 106 new trailer storage spaces.
• Installation of a buffer along Apple Valley Road and additional plantings as indicated on the site plan.
• Construction of concrete sidewalks along Apple Valley Road and Shady Elm Road.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including
review agency comments from all relevant review agencies. I am providing you with three (3) copies of the
approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the
owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the
construction site throughout the development process. Once site development is complete, the owner(s) should
contact this office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or
concerns.

We offer the following general comments:

such measures shall be completed to the satisfaction of the department.
• Materials used and methods of construction shall adhere to the current observed VDOT
Road and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic

• All drainage is to be carried within the right-of-way in ditch lines or gutters along the
street to a pipe or drainage easement.

Buildings addition shall comply with The Virginia Uniform Statewide Building Code (VUSBC)
Sections 311, S Storage of the International Building Code/2012, The Virginia Uniform
Statewide Building Code for existing structures and the VUSBC/ International Fire Code. Other
Code that applies is ICC Al 17.1-3-09. Accessible and Usable Buildings and Facilities
Proposed 395,037 sq ft addition shall maintain type of construction as the existing facility.
Increased area of the building shall still meet Section 507, Unlimited Area Buildings and
maintain an open perimeter o 60'
All required exits shall meet ANSI A117.1-09 for accessibility and slopes. Question on location
of exterior exits along new addition perimeter walls. Maximum travel distance per IBC/USB
to an exit is 400' and shall comply with Section 1016 of the USBCABC. Maximum travel
distance to restrooms shall be in accordance with Section 2902.3.2.
High Pile Storage shall comply with the International Fire Code. High pile storage areas requires
fire department access around perimeter of the building. The access doors shall not be spaced
further apart than 100'
ANSI parking spaces provided as required per Tl 106.1 with a minimum of five. Accessible
parking and unloading shall not exceed 2% slope (1:48). Accessible Route shall extend from
parking and unloading area to accessible route to main entrance. Van spaces require minimum

space is required. No enlargement provided. Existing parking area restriping shall comply with

All structural plans submitted for permit application shall be sealed by a VA Design Professional
Special inspection requirements of Chapter 17 of IBC shall apply to this type of structure. (soils,
compaction, concrete, steel etc.)

11/18/15 - Emergency exits shall be located to allow occupants to exit the facility within the
required travel distance listed in USBCABC 2012, Table 1016.2. Required ANSI A117.1-09
approved accessible exits shall be provided and shall comply with Chapter 11 of the USBC/IBC.
Accessible exits may require ANSI A117.1-09 approved ramps and/or exterior area of assisted
rescue (Section 1007.7 USBC/IBC 2012)
USBC/IFC 2012 Section 3206.6.1.1 requires access doors to be provided a maximum of 100
lineal feet around perimeter of the facility for fire department access.
Travel distance, door location, and accessible exits shall be detailed on the construction plans
submitted for permitting. Additionally, information indicating accessible slopes and/or grades
shall be detailed.

Your site plan dated April 23, 2015 for the referenced project has been reviewed by VDOT. We have the following
comments:
• A sight distance profile is required for the new entrance.
• CG-12's are required to be shown on the plans.
• The auto -turn submittal for the southwest entrance appears acceptable. However, the northeast entrance
will need to be adjusted to meet VDOT requirements. Please place both auto -turn submittals on one plan
sheet.
• A note about the existing culverts running under Shady Elm should be added to the plan. Are they in good
condition, will there be sufficient cover over the pipe at the curb line?
• Future Frederick County road plans call for Apple Valley Road to become a 4-lane divided roadway with at
least 90' of right-of-way (45' each way measured from the centerline). You may want to consider that
requirement in your design plans.
When all the above comments have been addressed, please resubmit one set of plans for review. If there are any
questions, do not hesitate to contact me.

Dear Mr. Moore:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be granted.
At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as
well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments
listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) ROW. Label the ROW dedication and show the area for Apple Valley Road and Shady Elm Road. Also,
ROW dedication plats need to be provided to VDOT.
2) Crosswalks. Provide crosswalks at all entrances on Apple Valley Road and Shady Elm Road.
3) Curb and Gutter. Curb and gutter (CG-6) is required for all parking areas, the use of CG2 is only permitted
when the parking area abuts a sidewalk and a building; indicate what the area shaded on sheet C4 is for?
It appears to still be a parking area but without striping.
4) Category C Buffer. The Category C buffer along the residential properties along Route 11 requires a
berm/fence and landscaping, unless 50' of existing woodlands are present; the plan currently shows a 10'
strip of woodlands which does not meet the ordinance requirement.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on
the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for
approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation,
the Frederick County Inspections Department, the Frederick County Engineer, the Frederick County Fire Marshal, the
Frederick County Sanitation Authority and the City of Winchester.

1. The project is not served by FCSA. All references to FCSA have been

Review Comments:
1) Consolidation. Parcels 63-A-57 and 63-A-57A should be consolidated.
2) Coversheet. Provide VDOT and FCSA expiration language on the coversheet, and
provide a note that states "all utilities must be underground".
3) M1 Dimensional Standards. On the coversheet provide the minimum and actual
building setbacks, show the setbacks on sheet C5 also. Provide the proposed building
height as well.
4) Parking Calculations. Indicate if any office space is within the structure, office space has
a separate parking calculation requirement (1 space per 250sf).
5) Photometric Plan. A photometric plan must be submitted with this application.
6) ROW. Indicate if ROW dedications are necessary for Route 11, Apple Valley Road and
Shady Elm Road; if additional ROW is necessary it must be dedicated prior to site plan
approval.
7) Sidewalk. Sidewalks are required along the Route 11, Apple Valley Road and Shady Elm
Road frontages for this site.
8) Curb and Gutter. Curb and gutter (CG-6) is required for all parking areas, the use of CG2
is only permitted when the parking area abuts a sidewalk and building.
9) Impervious Areas. Revise the impervious area calculation on the coversheet, all paved
areas count towards the perimeter landscaping calculation (parking, drive lanes, trailer
storage). The perimeter of all impervious areas shall be landscaped with shade trees and
other landscaping. One tree shall be provided for every 2,000 square feet of impervious
area for the first 100,000 square feet of the entire site. One tree shall be provided for
every 5,000 square feet in excess of the first 100,000 square feet of the entire site. The
new trailer storage area and the parking area total well over 100,000sf.

10) Gravel Fire Lane. Provide a notation regarding the existing entrance on Apple Valley
Road that is being converted to an emergency access; indicate if this will be gated.
11) Landscaping Plan. Provide an overall landscaping sheet, similar to the scale of sheet C3.
12) Category C Buffer. The category C buffer along Apple Valley Road requires three plants
per 10 linear feet plus a 6' earth berm. The Category C buffer along the residential
properties along Route 11 also requires a berm and landscaping, unless 50' of existing
woodlands are present; areas of this buffer need to be supplemented and extended as
indicated on sheet C3.
13) Landscaping. Evergreen shrubs (min. 36" in height) are required for all parking spaces
that face adjoining properties and roads.
14) Zoning District Buffer. The buffer shown at the intersection of Route 11 and Apple
Valley Road does not appear necessary.
15) Landscaping Notes. On sheet C21, notes need to be provided that state (1) all planting
shall conform with §165-203.01B of the Frederick County Zoning Ordinance (Plant
selection, planting procedure, and maintenance), and (2) any plant substitutions must
be approved in writing by the Frederick County Planning Department.
After you have revised the site plan, please resubmit one copy so that I may verify the
