Refer to Sheet 2/5: We applaud the use of sheet flow to manage the storm runoff on this site. The implementation of this approach has necessitated the use of wheel stops in lieu of continuous curb and gutter which we also support. However, we suggest the use of protective bollards around the proposed well site considering its location relative to the proposed drive lanes and adjacent parking. Refer to Sheet 3/5: Under erosion and sediment control narrative add a statement indicating that a land disturbance permit shall be obtained from the Frederick County Public Works Department prior to initiating any site earthwork. 3. A sidewalk has been added to the site plan along Fox Drive. 2. In keeping with the idea of a "primitive" church, the owner prefers to leave the green area around the church. 3. Public Works has approved the LID design. 4. No free standing sign will be provided. 5. The church building will have outdoor wallpacks which are dark sky compliant with downcast lighting. 6. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1. Fox Drive Sidewalk. A sidewalk is required along the Fox Drive frontage of the site. 2. On site sidewalk. Extend the sidewalk onsite as indicated on sheet 2. 3. Parking Lot. This site is zoned RP and therefore curb and gutter is required unless LID is being utilized. Sheetflow is noted on the coversheet, provide correspondence from the Public Works department regarding the approval of the alternative design. 4. Sianaae. If a freestanding sign is proposed (even for future) it needs to be shown on sheet 2. S. Lighting. If any lighting is proposed for his site a photometric plan needs to be included along with manufactures cutsheets for all fixtures. 6. Future Additions. Indicate if there are future plans to construct a pavilion, if so it should be shown with this plan and labeled "future". After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan.
