Dear Kurt:
The above -referenced site plan was approved on April 3, 2015. This site plan is
approved for the construction of a 50,000 square foot warehouse addition at the
existing M&H Plastics facility located at 485 Brooke Road in the Fort Collier Industrial
Park in the Stonewall Magisterial District. Required site improvements include the
following:
• Construction of a total of 73 spaces (including six handicap accessible), including
striping and handicap access.
• Construction of eight loading spaces for the addition.
• Landscaping and lighting as shown on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the
approved site plan, including review agency comments from all relevant review
agencies. I am providing you with three (3) copies of the approved site plan. Please
forward these copies to the appropriate representative(s). Furthermore, advise the
owner(s) that a copy should be kept for future reference, and an approved copy must be

Candice,
I am formally requesting we be permitted to eliminate the wheel stops on the site currently submitted at 485 Brooke Road.
The site uses LID (low impact design) and the parking lots sheet flow into a one foot wide washed gravel strip to reduce
and disburse the water. We will also install the same one foot strip on the high side of the parking lots so a driver would
know if they were off the paved area. It should be noted that the site is very flat and there is no issue with stopping a
vehicle before it goes over a steep slope.
This would also greatly help in snow removal. On the last snow we broke up 6 more wheal stops which also rips up the
asphalt.
Your positive consideration would be greatly appreciated.

A VDOT review has been conducted for the M&H Plastics — Building Addition Site Plan with a
date of February 11, 2015. Based off of the review of the drawings, the site plan is approved by
our office. Please ensure that all applicable agencies have the most recent set of approved
Drawings.
We offer the following general comments:
• Our review and comments are general in nature. Should details be overlooked during
plan review or conditions in the field exist such that additional measures are warranted,
such measures shall be completed to the satisfaction of the department.
• Materials used and methods of construction shall adhere to the current observed VDOT
Road and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic
Control Devices, and Land Use Permit Special Provisions.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the
street to a pipe or drainage easement.
• Any construction related changes to the approved plan must come through the design
engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT
review.
• A Land Use Permit shall be obtained before any work is performed on the State's right-
of-way. The permit is issued by this office and may require application fees, the salary &
expenses of a State assigned inspector, and surety bond coverage.

Building addition shall comply with The Virginia Uniform Statewide Building Code Sections
311, S (Storage) and section 306, F (Factory) Use Groups of the International Building
Code12012. Other Code that applies is ICC Al 17.1-3-09 Accessible and Usable Buildings and
Facilities. Please note the requirements in IBC section 507 unlimited buildings that apply to this
structure. If High — Pile Combustible Storage is within the addition, please refer to Chapter 32 of
the International Fire Prevention Code for number of exterior doors required. NOTE: (The 2009
Virginia Construction Code can be utilized upon request until Julyl4, 2015).
Proposed 50,000 sq. & facility addition shall be protected by NFPA13 Fire Protection system as
required in chapter 9 IBC.
Required minimum exists shall be accessible. Please note the requirements for exterior area for
assisted rescue under section 1007.7 of the IBC for areas that do not have an accessible exterior
route provided.
ANSI parking. spaces are provided as required per T1106.1. Accessible parking and unloading
shall not exceed 20/6 slope (1:48). Accessible van space provided as required.
Accessible curb ramps shall meet ANSI A 117.1-09, Section 406.1. A minimum of 36" depth,
with width as wide as ramp, shall be provided.
All structural plans submitted for permit application shall be sealed by a VA Design Professional
Special inspection requirements of Chapter 17 of IBC shall apply to this type of structure. (soils,
concrete, steel etc.)

Dear Kurt:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staffs comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments
1. Project Information. On sheet 2, the parking setback from Brooke Road is 10'.
2. Sidewalk. Extend the sidewalk as indicated on sheet 9.
3. Brooke Road. On sheet 2 update the road layout for Brooke Road to show the existing
pavement (no cul-de-sac constructed).
4. Landscaping Plan Calculations. On sheet 11, the calculations shown are for the new areas of
pavement (perimeter/interior), but the existing trees are being shown in the total trees
provided tabulation. Show a calculation for the entire site, what the end result of paved area
will be and provide a total tree count for the entire site.
S. Everareen Shrubs. Shrubs are required along the parking spaces as indicated on sheet 11 unless
an earthen berm is required.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies
of the final plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Inspections Department, the Frederick County
Engineer, the Frederick County Fire Marshal, and the Frederick County Sanitation Authority.

Comments from Frederick County Planning
