This site plan is approved for the construction of new 7,506 square foot Sheetz convenience store and gasoline station located at 1574 Martinsburg Pike in the Stonewall Magisterial District. Required site improvements include the following: • Demolition of the existing improvements on site and construction of a new 7,506 store and canopies with 8 pumps (16 fueling stations) • Construction of a parking lot with 53 spaces (including three handicap accessible), including curb, sidewalks, striping and handicap access. • One screened dumpster area, landscaping and lighting as shown on the site plan. • Construction of a sidewalk along Martinsburg Pike and provision for an interparcel connection to parcel 43-A-48A. Sheetz will be constructing their new store model, which provides for a 7,220 square -foot facility with interior and exterior dining and a detached fuel canopy with 16 fueling spaces. The expansion of the existing Sheetz Store will be located on two existing tax parcels; 43-A48 which is the location of the existing Sheetz Store, and 43-A-48B, which is the location of the former McDonald's Restaurant that has been razed. As a condition of Site Plan approval, Frederick County will require the consolidation of tare two tax parcels into a single parcel of land. The new location of the detached fuel canopy will increase the distance of the fueling spaces from Martinsburg Pike from 40 feet to 90 feet and will increase the distance from Amoco Lane from 80 feet to 140 feet. The existing Sheetz Store has frontage on Martinsburg Pike (U.S. Route I North) and Amoco Lane (Route 837). Martinsburg Pike is classified as a Major Arterial on the Eastern Frederick County Road Plan and on the Eastern Frederick County Functional Classification Plan. The existing Sheetz Store has two right inMght-out commercial entrances on Martinsburg Pike and one full access commercial entrance on Amoco Lane that are 90-100 feet in width. Additionally, the former McDonald's Restaurant parcel has an existing right=in/right-out entrance on Martinsburg Pike and one full access entrance on Amoco Lane. The existing Sheetz Store and the former McDonald's Restaurant were developed prior to July 1, 2008 and do not meet the current VDOT commercial entrance minimum spacing standards for Principal Arterial roadways. Martinsburg Pike has a posted speed limit of 45 mph; therefore, VDOT currently requires 305 feet of spacing from partial access one or two way entrances to any type of entrance or intersection. Greenway Engineering worked with VDOT and John Bishop to process an access management exception request for the redevelopment proposal, which received formal approval by VDOT on August 14, 2014. The access management request proposed the elimination of several existing entrances, the creation of a right-in/right-out entrance, the creation of a right -in entrance, and the provision of inter -parcel access for the benefit of Tax Map Parcel 43-A-48A. The approved access management exception application; as well as the preliminary Site Development Plan layout is attached for your information. Section 1.65-801.03C allows for the Director of Planning and Development to waive the Master Development Plan requirement for properties in the B-2, Business General District provided that certain conditions are met. The following conditions are applicable to this redevelopment project: ➢ The total acreage of the property that will be consolidated is 2.35± acres. ➢ The Site Development Plan layout demonstrates that the redevelopment project will not include new streets, roads or right-of-ways; and does not extend or change existing streets associated with the project. ➢ The redevelopment project will be designed to provide a stormwater management system designed to only serve the consolidated parcel. ➢ The consolidated parcel will not be planned for future development or subdivision.
