Dear Mr. Artz:
The above -referenced site plan was approved on February 2, 2017. The site plan is approved for
construction of a 2,400 square foot (SF) garage in the B2 (General Business) Zoning District in the
Back Creek Magisterial District. Additional site improvements include the following:
Construction of a parking lot with 16 new customer spaces, including curb and gutter,
striping, handicap access and landscaping, and 60 display parking spaces;
• Buffering/screening and lighting as indicated on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. Attached are five (5) copies of
the signed site plan by the Zoning Administrator. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference,
and an approved copy must be kept on the construction site throughout the development process.
Once site development is complete, the owner(s) should contact this office to schedule an on -site
inspection. Do not hesitate to contact me if you have any questions or concerns.

Mike, good morning. Staff has received and reviewed the 2nd submission for the aforementioned site plan and offers the following
additional comments to be addressed:
• A note should be added that all signage will conform with the Zoning Ordinance, and further specify it will be a monument sign
(include the maximum allowed height and SF) and will be submitted through Building Inspections at such time a sign permit is
required;
• Remove hatching on Sheet 4 for the parking island as this is shown to be landscaped on subsequent plan pages;
• All parking area (customer and display) curb and guttering should be CG-6; there does not appear to be any curb and gutter
along the display areas;
• Staff has reservation with all of the customer parking being located in the rear of the site away from the main building; staff
requests a note on the landscape plan at a 3 FT tall evergreen hedgerow may be required for area's that become customer
parking at a later date.
• A note should be added to Sheet 12 that all outdoor lighting will conform specifically to the Zoning Ordinance, section 165-
201.07 (similar to the landscaping note provided).
Please provide a revised copy for staff to confirm the above mentioned comments have been addressed, along with review agency
comments in hard copy. Staff will review and confirm when the plan is ready for five (5) final approval/signature set by the Zoning
Administrator. If you have any questions or comments, please let me know.

Building shall comply with The Virginia Uniform Statewide Building Code, Section 311 S-1 Use Group (Repair
Garage) and section 309, use group M (Mercantile) of the International Building Code/2012.Other Code that
applies are the International Mechanical Code for air change, the ICC ANSI A117.1-3-09 Accessible and Usable
Buildings and Facilities, 2012 International Energy Code, 2012 Virginia Rehabilitation Code, and 2012
International Fire Code.
Demolition permit is required to remove or renovate existing structure. Asbestos inspection is required for
buildings built prior to 1985. Existing building renovations shall comply with 2012 Virginia Rehabilitation
Code. The 20% ANSI rule applies.
New 2400 sq ft S-1 Repair Garage shall meet height and area per T503 with allowable increases. Area
exceeding 5000 sq ft requires a sprinkler system to be installed. Oil water separator/grease trap is required for
drains within repair area. Question to the location of grease trap if required. New S-1 Repair Garage shall
meet USBC Chap 11 for accessibility. Question on the buildings accessible route and/or parking area.
Roof Drains shall comply with the International Plumbing Code, 2009. No water shall discharge over
pedestrian walkways.
Handicap parking shall comply with ANSI Al 17.1-09. A minimum of four accessible spaces is required per
Table 1106.1.1 USBC 09. One van accessible parking shall be provided and have a minimum of I P width
with 5' unloading area or a minimum of 8' unloading area with an 8' width per Section 502 ANSI. Signage
shall comply with 1106.8 USBC. Maximum 2% slope required for parking and unloading. Please provide
corner elevation marks for the four accessible parking spaces once placed.
An accessible route shall be provided to the main entrance of the facilities. Accessible curb ramps shall comply
with ANSI Al 17.1-09. All ramps require a minimum 3'x3' landing at the top and bottom of the ramp. A walk
way can serve as a landing; however a minimum 3' in width is required. Please provide details on the curb
ramp. Please include elevation marks along the accessible ramp and accessible walkway.
Please note the requirements in Chapter 17 of USBC/IBC for special inspection requirements on the type of
structure (Soils, concrete etc.) Compaction/soil bearing/soil testing shall be required for placement of new
store.

A VDOT review has been conducted for the 3360 Valley Pike Commercial Entrance Site Plan with a
signature date of December 22, 2016. Based off of the review of the Drawings, all of the previous
VDOT comments have been addressed and the Site Plan is approved by our office. Please ensure
that all applicable agencies have the most recent set of approved Drawings.
We offer the following general comments:
• Our review and comments are general in nature. Should details be overlooked during plan review or
conditions in the field exist such that additional measures are warranted, such measures shall be
completed to the satisfaction of the department.
Materials used and methoclRof construction shall adhere to the current observed VDOT Road and
Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and
Land Use Permit Special Provisions.
• A preconstruction conference shall be held by the engineer and/or the developer with the attendance
of the contractor, various County agencies, utility companies, and VDOT prior to initiation of work.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or
drainage easement.
Any construction related changes to the approved plan must come through the design engineer to

We have received your comments dated September 15, 2016 and offer the following comments:
1. Comment: Site Plan Reference. Add the site plan number, SP# 32-16, to all sheets in the plan set.
Response: The site plan number has been added to all sheets.
2. Comment: Parcel Data. Please make the following corrections to Sheet 2 of 14, Notes & Legends.
Existing Parcel Area: Please update to reflect 2 acres (total parcel acreage) as indicated in the
Frederick County GIS.
Response: Parcel shown hereon reflects a current boundary survey. GIS acreage is not accurate.
Setbacks. Please make a note of the required 35 foot front setback from Apple Valley Road, a
designated major collector. Please also add the required and provided setback for the proposed
monument sign. Signs should be setback at least ten (10) feet from property lines.
Response: The 35' from Apple Valley Road has been added to the project summary on sheet 2.
The building setback lines have been added to the plan sheets as well. The sign setback has been
added to the project summary on sheet 2. The monument sign has been shifted on the site plan
to ensure that it is beyond the 10' setback requirement. Dimensions from the sign to the right -of
way lines have been added to the site plan too.
Parking Landscaping. Please provide details on how the 5% interior landscaping requirement for
parking areas is being met.
Response: The parking lot landscaping has been recalculated and restated in greater detail.
Those calculations can be found on sheet 2 and also sheet 12
3. Comment: Previous Approvals. Please add a reference to the previously approved Site Plan (SP) #15-77,
Farmers & Merchants Bank.
Response: The reference to the previously approved site plan has been added to the project summary
on sheet 2.
4. Comment: Signs. On sheet 4 of 14, Site Plan, please provide the height and size (i.e. total SF) of the
proposed monument sign. Please provide a rendering of the proposed sign within the Miscellaneous
Details sheets. Any proposed building mounted signage will be reviewed and approved at time of
building permit.
Response: The requested information is not known at this time. It will be provided at time of building
permit.
5. Comment: Parking Areas. Please clearly delineate the customer parking from the display
parking/storage; it is not clear from the Site Plan where the required customer parking is located.
Please provide any perimeter landscaping (3-foot tall evergreen hedge, berm, fence or wall) as required
for shielding customer parking; display parking is not required to provide additional landscaping.

proposed sidewalk and frontage of the site depicted on the plan. Please confirm with VDOT the
right-of-way (ROW) dedication of five (5) feet is sufficient to fulfill the above mentioned project
requirements for a southbound turn lane.
Response: VDOT has confirmed that the 5 feet of dedication is sufficient.
Staff does not support a right -out onto Route 11. Please confirm with VDOT the right -out onto
Route 11 would be allowed.
Response: Right -out has been removed from the plan.
8. Comment: Agency Approvals. Comment sheets (approvals) are required from the following agencies:
