Building Height: Please revise the note to reflect a maximum height of 35 feet for the B2 Zoning District. RESPONSE: This has been revised as requested. 8. Landscaped Area: On Sheet C4.01, please note the required minimum landscaped area of (percentage of lot area) of 15%. Please provide a calculation showing the landscaped area being provided on -site. RESPONSE: This information has been added to the plan as requested. 9. Signs: Please revise the notes on the proposed monument sign on Sheet C4.01 that the total sign area shall be no more than 50 square feet as permitted, and be no more than 12 feet tall as permitted for signs along collector roads. Please provide a rendering of the proposed monument sign within the Detail sheets. RESPONSE: These changes have been made as requested and the rendering of a typical Valley Health sign has been added to the plans as requested.- 10. Outdoor Trash Receptacles: Any structure, such as trash containers and/or similar structures, shall be surrounded on all sides abutting parking spaces or aisles by a six-inch concrete curb. The structure shall be separated from the curb by a distance of three feet. Please ad a note to the effect on sheet C4.01 and any Details sheets. RESPONSE: This curb has been added to the drawings as requested and language added to the plan sheet, as well as the details, which specify this offset distance. 11. Landscape Plan: Please make the following revisions on Sheet C4.02: a) As required by the Zoning Ordinance, a minimum three (3) foot talk evergreen hedge, fence, berm, or wall shall be provided to prevent headlights from shining on public rights -of -way and adjoining properties. Please revise the Landscape Legend to reflect a 36" minimum height for the provided evergreen hedge. Transportation: Please address to the following comments: a) Please note the posted speed limit of existing adjacent roadways RESPONSE: These have been added as requested. Please note, the roadway on the eastern side of our project does not have a posted speed limit. b) Please provide traffic generation estimates for the proposed use as required by the approved Proffer Statement RESPONSE: This information has been added to the plans as requested. c) Please ensure VDOT was provided a plan set for comment as Botanical Boulevard is future major collector roadway, and RESPONSE: The plans have been provided to VDOT for review and comment. d) It noes no appear that the entrance on Botanical Boulevard will meet the entrance spacing requirements per VDOT. Please confirm with VDOT that this entrance is appropriate. RESPONSE: This entrance has been shed to provide the maximum distance between the existing intersections and an exception has been requested from VDOT to allow this entrance construction to take place. The basis for our exception request is that when this subdivision was originally planned, the requirements now being place on this parcel for entrance locations did not exist, and if they had, an alternate layout may have been provided. 13. Outdoor Lighting: Please provide the following revisions to the Phorometric Plan and Photometric Details: a) Please depict and provide details on any building mounted fixtures. If no building mounted fixtures will be provided, please add a note to this effect, and RESPONSE: The wall mounted fixtures have been added to the photometric plan as provided with this submission. b) Add a note that all lighting will conform to Section 165-201.07, Outdoor lighting standards, of the Frederick County Zoning Ordinance, and will be full cutoff. Your calculations indicate the 100 year storm flows will not impact proposed improvements. Indicate the 100 year storm elevations across site. Also, you need to analyze the off -site impact to ensure no downstream structures are impacted. RESPONSE: The 100 year water surface elevation within the proposed stormwater facilities reaches elevation 807.14. The adjacent parking is at elevation 809.70 (TIC) at its lowest elevation. The proposed facility has a finished floor elevation of 812.75. As you can see, no portion of the site will be impacted by the 100 year water surface elevation. In the event of total failure of the proposed and existing piping systems, overland relief exists which will prevent the inundation of water into the proposed facility. The offsite piping we are discharging our site into consists of a 36" HDPE pipe at slope = 3.9% which is followed by a downstream pipe of the same size and pipe material at a slope = 0.8596. The 36" HDPE at slope = a85% has a flow capacity of 66.61 cfs. Given our discharge, 1 Oyear = 5.80 cfs and 100year =10.54 cfs, the resulting flow depth in the 36" HDPE pipe equals 0.60' and 0.81'respectively. Asyou can see, the existing downstream piping system is more than capable of receiving our proposed flows and no downstream modifications are required. 7. Your stormwater quality calculation indicates a "B" soil type for site. However, the erosion and sediment control narrative indicates a "C" soil. We concur with the erosion and sediment control narrative based on site conditions and local geology. Revise calculations based on this design assumption. RESPONSE: The VRRM Spreadsheet has been revised as requested and is attached to this resubmittal. Given this change, the site is still in compliance with the requirements as designed. 8. You are indicating the use of DI-7. Due to safety issues related to a pedestrian foot slipping into a Type I grate, provide Type 3 grates across site. Ensure storm sewer is designed with this type of grate. Provide hydraulic grade line for proposed storm sewer system. RESPONSE: All DI-7 inlets have been specified to have a Type 3 Grate. The requested Hydraulic Grade Line calculations have been prepared and are included with the resubmission. Please let me know if you have any questions or concerns about any of the comments. Van accessible parking spaces shall measure Win width with an 8' unloading area or 10" parking width with a 5' unloading area. All accessible spaces shall be identified correctly. RESPONSE: As shown on the previously submitted plans, all Van Accessible spaces are 10' wide and are adjacent to an isle with a minimum width off(all (all but one space has a 10' isle). All Van spaces are delineated as such on the drawings and will include signage and painting as specified within the details 7. Accessible parking signage for van shall include $500.00 fine. See USBC Section 1106.8 for van signage. RESPONSE: The detail as previously specified on the plans states the $500 fine for improper use of a HC space, including Van spaces 8. Medical facilities shall be provided with an accessible passenger loading zone. Loading zone shall comply with ANSI A117.1-09. A minimum of 60" deep x 20' in length shall be marked and identified as the unloading area. Please provide the location of the striping/unloading on the plans. RESPONSE: This loading zone has been added as requested. 9. Please note the requirements in Chapter 17 of USBA/IBC for special inspection requirements on the type of structure (Soils, concrete, etc.) Compaction/soil bearing/soil testing shall be required for placement of new facility. Provide a phase 2 erosion and sediment control plan to show more fully how the erosion and sediment plan will progress during project construction. RESPONSE: As discussed, a phase Z E&S plan is not being provided as it is felt the notes on the plans address this concern and compliance with these notes will be stressed to the selected contractor, as well as others bidding this project 4. As required in the Frederick County Code, Chapter 143, the emergency spillway for the sediment basin shall safely pass a 100 year design system. Also, the "C" valve for site shall be 0.7 not 0.3 for runoff coefficient of site. RESPONSE: The water quantity and qualityfeatures as designed limit the elevation of the 100 year storm event such thatalltlows are carried from the facility via the proposed piping system. The emergency spillway, while provided, does not receive anytlows from the proposed facility. 5. Since this area is susceptible for karst formations, the bio retention area shall have an impermeable liner. RESPONSE: A Bentonite Liner for the Forebay, the Sand Filter, and the Bio-Retention facilities has been specified on the plans as requested. . September 13, 2016 • • RE: Valley Health Surgery Center —1st Submittal Response Page 2 of 2 6. Your calculations indicate the 100 year storm flows will not impact proposed improvements. Indicate the 100 year storm elevations across site. Also, you need to analyze the off -site impact to ensure no downstream structures are impacted. RESPONSE: The 100 year water surface elevation within the proposed stormwater facilities reaches elevation 80Z14. The adjacent parking is at elevation 809.70 (TIC) at its lowest elevation. The proposed facility has a finished floor elevation of 812.75. As you can see, no portion of the site will be impacted by the 100 year water surface elevation. In the event of total failure of the proposed and existing piping systems, overland relief exists which will prevent the inundation of water into the proposed facility. The offsite piping we are discharging our site into consists of a 36" HDPE pipe at slope = 3.996, which is followed by a downstream pipe of the same size and pipe material at a slope = 0.85 6. The 36" HDPE at slope = 0.8596 has a flow capacity of 66.61 cfs. Given our discharge, 1 Oyear = 5.80 cfs and 100 year =10.54 cfs, the resulting flow depth in the 36" HDPE pipe equals 0.60' and 0.81'respectively. Asyou can see, the existing downstream piping system is more than capable of receiving our proposed flows and no downstream modifications are required. 7. Your stormwater quality calculation indicates a "B" soil type for site. However, the erosion and sediment control narrative indicates a "C" soil. We concur with the erosion and sediment control narrative based on site conditions and local geology. Revise calculations based on this design assumption. RESPONSE: The VRRM Spreadsheet has been revised as requested and is attached to this resubmittal. Given this change, the site is still in compliance with the requirements as designed. 8. You are indicating the use of DI-7. Due to safety issues related to a pedestrian foot slipping into a Type I grate, provide Type 3 grates across site. Ensure storm sewer is designed with this type of grate. Provide hydraulic grade line for proposed storm sewer system. RESPONSE: All DI-7 inlets have been specified to have a Type 3 Grate.
