The above -referenced minor site plan was approved on January 31, 2017. The minor site plan is
approved for a 4,788 square foot (SF) building addition and a new loading dock, in addition to
stormwater improvements, to support existing manufacturing activities.
All requirements of the Frederick County Zoning Ordinance have been met in the approved
minor site plan, including review agency comments from all relevant review agencies. I am
providing you with three (3) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for
future reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this
office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions

Randy, staff has reviewed the additional submission materials for the loading dock at the existing HP Hood Plant (PIN #63-A-86A).
Staff notes that the loading dock should be in conformance with the design standards outlined in section 165-202.02 Loading areas of
the Zoning Ordinance, including any curb and gutter matching that already on site in the parking lot areas. This curb and gutter should
also be applied to the new concrete walkways. Details to this effect should be provided on the plan set. Should you have any questions
on this comments, or on those comments previously provided on January 4, 2017, please get in touch with me directly. Thank you for

Buildings shall comply with The Virginia Uniform Statewide Building Code Sections 311, S
Storage and Section 304, B-Business Use Groups of the International Building Code/2012.Other
Code that applies is ICC Al 17.1-3-09 Accessible and Usable Buildings and Facilities and 2012
Energy Code
Proposed additions shall maintain type of construction as the existing facility.
Increased area of the building shall still meet height and area of T503 or Section 507, Unlimited
Area Buildings.
All required exits shall meet ANSI Al 17.1-09 for accessibility and slopes. Accessible exits shall
be provided to meet the 400' travel distance.
All structural plans submitted for permit application shall be sealed by a VA Design Professional
Special inspection requirements of Chapter 17 of IBC shall apply to this type of structure. (soils,
concrete, steel etc.)
A geotechnical evaluation shall be performed and submitted with application as required
USBC/IBC Section 1803.

Dear Mr. Kepler:
Planning Staff has reviewed the above -referenced minor site plan to determine if
administrative approval can be granted. At this time, administrative approval cannot be
granted. This site plan cannot be approved until the issues in this letter, as well as all
issues of the other review agencies, have been adequately addressed. Please review
Staff s comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Site Plan Reference. Add the site plan number, SP# 52-16, to the plan set.
2) Approvals. Revise the approvals to include the "Zoning Administrator."
3) Parking. Include the parking required/provided as listed on the previously
approved site plans on Sheet 2.
4) Previously Approved Site Plans. Add Site Plans (SP) #23-26, and SP #32-14
which this plan seeks to modify on Sheet 2.
5) Building Layout. Specify the total building square footage (approximately 4,788
SF) and depict the building restriction lines (BRL) on Sheet 5.
6) Landscaping. Add a note that all landscaping/screening modified or otherwise
removed with the proposed addition conforms to the Frederick County Zoning
Ordinance.
7) Agency Approvals. Comment sheets (approvals) are required from the following
agencies: the Frederick County Inspections Department, the Frederick County
Fire Marshal, the Frederick County Sanitation Authority (FCSA), and the

SITE PLAN CHECKLIST
The Site Plan Checklist, shown below, lists the information which is required to be on each site plan. Site plans
which are incomplete or missing information will be returned to the applicant (s) for revision.
